SCC Changes
New structures and functions SCC to embrace an Intelligence culture creation of new Intelligence Function and Strategic Risk and Consequence Function
Consolidate SCC products, improve briefings, daily battle rhythm Refocus units such as Situation and Planning more operational focus Mapping catalogue, intelligence collection matrix / decision support tools

SCC Refurbishment
Will occur between 19th October 2012 and 20th November 2012
During this time SCC will operate from the redundancy site at CFA HQ Burwood. The refurbishment will see some units in the room move to improve information flow and their reporting arrangements change. AV / Displays will be upgraded to improve information / situational awareness in the room. Desk and chairs will be upgraded to address OH&S concerns Review of security arrangements and access will be undertaken including process of sign in at reception.
Functional Unit Training is in October/November, you should nominate and book via your agency representative, details on the SCC extranet

On the 26th November 2012 there will be a full activation fire exercise in the SCC Exercise Waller

Replaces FireMap and EIMS Mapper on a common platform
Uses Australian All Hazard map symbols Includes Phoenix, Firescan and satellite hot spots Includes field data capture (offline) tools Live data feeds including road closures, weather, resource tracking and river heights
Sirens
In May 2012 the State Government released a policy for the Use of Sirens for Brigade and Community Alerting Under the Policy, if a siren is activated, the sound will have one of the following meanings:
BRIGADE - A short, 90-second signal will alerting fire brigade members to attend emergency callouts. COMMUNITY - A prolonged, 5-minute signal will indicate an emergency in the local area and people should seek further information
A pilot will be undertaken at selected sites this summer (locations still being decided) The focus is to provide the ability for three levels of activation:
Automatically through OSOM or EA warnings platforms EAS paging system Manual activation
Aircraft
State Fleet comprises 42 contracted aircraft
Includes three contracted Light Fixed Wing recce aircraft
Contains local information to enhance initial bushfire or grassfire operational planning, preparedness and response

Safety
The fireground is an OH&S workplace of the control agency- but safety is everybodys responsibility.
Actively manage safety. At large and level 3 incidents: Appoint a safety officer Establish the Medical Services Unit so that OHS incidents and reports are promptly addressed Specifically address safety in the Incident Action Plan and every briefing Watchout for unacceptable risk and put controls in place. Unacceptable risk may include: Crews working near areas of hazardous trees Using crews unfamiliar with local or general bushfire risks Long hours and tours of duty

Nominated Management Representative
The day to day management of issues relating to OH&S in the SCC is coordinated by the Deputy Manager SCC. Duties include: Coordinating regular OH&S meetings Ensure appropriate structures are in place to support OH&S requirements When the SCC is activated (TIER 1-3), all OH&S issues identified with the SCC room and expansion areas are to be brought to the attention of the rostered SCCDM. It is the responsibility of the SCCDM to take the appropriate action to rectify or escalate to the SCC Deputy Manager and facilitate to ensure the completion of appropriate agency or departmental paperwork. If the issue is related to field operations then the SCCDM will consult and inform the rostered State OH&S Executive Advisor.
