LCFF AND LCAP

Francisco Guerrero
VP Marshall Elementary
WHAT IS THE LCFF?
The LCFF is the Local Control Funding Formula. It establishes the base money
for every student attending a public school. I also privides supplemental
monies for every student in a district who qualifies as low income, foster
youth or ELL.
WHAT IS LCAP

LCAP is the plan every district has to prepare to describe its intention of meeting annual goals for all
students. My school district separated the LCAP into 8 state priorities:
Basic services
Other student Outcomes
Course Access
School Climate
Implementation of CCSS
Parental Involvement
Student Engagement
Student Achievement
WHATS GONE WELL?

In my district all three principals agree that the effort put forth by the district
to solicit input from all stakeholders has been immense. (This is true because
the pressure placed on site principals to have parents participate in district
advisory committees has increased from previous years.
What has also gone well is the changes in the LCAP based off of feedback
from site. (e.g. Some sites have expressed the need for more funds in the
different pots of money that they receive and the following year there is
more funds in said pot.)
Another area that has gone well is the actual plan is very specific and
extremely easy to read. See the next slide for the example.
WHAT NEEDS TO BE IMPROVED UPON?
Even with the amount of specific information in the LCAP it doesnt yet
accurately reflect the monetary needs of each school.
One principal stated that she could better assist her high performing schools
moral by having more staff to reduce class sizes for a portion of the day.
Another principal stated that she utilizes much of her discretionary funds to
purchase district approved intervention materials.
The amount of funds in each pot of money given to each school site and
the district still has work to do in aligning the allocations of funds with
outcomes.
