• The Philippines’ updated National Implementation Plan
(NIP) on Persistent Organic Pollutants (POPs) [2014]
has been submitted to the Secretariat of the Stockholm
Convention includes the “Nasty Nine + One”

• Best Available Techniques (BAT) and Best


Environmental Practices (BEP) on Fossil Fuel and Fired
Boilers was already concluded in September 2015

• The Philippines through EMB has been participating in


the POPSEA Project led by Ministry of Environment,
Japan Environmental Sanitation Center since 2003

• The DENR is currently working on updating the Greenhouse Gas


(GHG) inventories for waste, industry, and forest sectors

• Climate Change adaptation and mitigation targets beyond 2020


for the Philippines will fall under the newly signed Paris
Agreement as Nationally Determined Contributions (NDC)

• Signed by the Philippines in April 1998

• Ratified by the Philippine Senate in November 2003

• First Commitment Period – 2008 to 2012

• Second Commitment Period – 2013 to 2020

• Total Certified Emission Reductions (CERs) by 10 Projects – 2,180,194

• Binding targets for Kyoto Protocol are applicable only to Annex I


(developed countries), and will end in 2020

• Gradual phasing-out of Chlorofluorocarbons (CFC) in the

• Completed the ban on five of the six (6) groups of Ozone


Depleting Substance (ODS) namely CFCs, Halons, Carbon
tetrachloride (CTC), Methyl chloroform and Methyl bromide

• Kigali Amendment [Rwanda] - approved on October 2016 for


Hydrofluorocarbon (HFC) Phase-down – for Ratification

East Asia (EANET)
• Launched on 1998
• With 13 participating countries (including the Philippines)
• Activities under EANET are voluntary in nature
• EMB currently undertakes holding the following
monitoring activities
 Wet and Dry Deposition (WD) in Sto. Tomas, Benguet; Los
Banos, Laguna; and Metro-Manila
 Inland Aquatic Environment (IAE) in San Pablo, Laguna and
Ambuklao Lake, Benguet
 Soil and Vegetation (S&V) in Makiling Forest Reserve and UP
Quezon-Laguna Grant in Laguna, including Remote S&V
monitoring in Itogon, Benguet every 3 years

• Attendance to APEC-CD since 2012 to present
• Updating the Chemical Management regulations through the years
• Elimination of Lead in paints through the architectural, decorative and
household in 2016 and industrial use in 2019
• The reformulations of National Regulations for the implementation of the
Globally Harmonized System (GHS) for industrial chemicals
• Moving forward…
 Continuing GHS capacity building and trainings (local and international)
(i.e. GHS Intermediate Training of EMB Regulators from Region 1 to 17
on 21-24 March 2017)
 Linkages and initiating related GHS activities for improvement of
