PROCUREMENT OF
INFRASTRUCTURE PROJECT
• INTRODUCTION
Procuring Entity must ensure that there is sufficient time to undertake public
bidding.
However, the law allows the use of alternative methods of procurement in
some exceptional instances, provided:
1. There is prior approval of the HoPE on the use of alternative methods of
procurement, as recommended by the BAC; and
2. The conditions required by law for the use of alternative methods are
present.
• One of the reasons for the use of alternative methods of procurement is
for Administrative convenience.
• In resorting to any of the alternative methods of procurement, the
Procuring Entity must ensure that the method chosen promotes economy
and efficiency, and that the most advantageous price for the government is
obtained.
• For the procurement of infrastructure projects, negotiated procurement is
the only alternative method of procurement that may be used.
