STEPS IN THE CONDUCT OF

I. PROVIDING APPLICANT/CANDIDATE OF
INFORMATION AND PROCESSING OF
APPLICATION FOR ASSESSMENT
- AC Processing Officer Orients the
candidate
- Candidate accomplishes Self-Assessment

- AC Manager evaluates, approves or
denies the application
- Once approved, candidate pays the
assessment fee at the cashier
- The AC processing officer encodes the
profile of the candidate in the T2MIS

II. ORGANIZING THE CONDUCT OF
COMPETENCY ASSESSMENT
- AC Manager prepares/checks all
equipment, tools, supplies and
materials
- AC Manager may designate venue but
should be officially approved by the
Provincial Director

- AC Manager assigns Competency Assessor


on a rotation basis subject to the
approval/disapproval of the Provincial
Director
- The Processing Officer encodes the
assessment details in the T2MIS
- The AC Manager requests for the approval of
the schedule five (5) working days prior the
conduct of assessment

- The Provincial Director approves/disapproves


the request
- The PO CAC Focal person accesses the
T2MIS to approve/disapprove the request
based on the decision of the Provincial
Director not later than 48 hours or two (2)
days from the date of assessment
- The AC Manager prepares the Letter of
Appointment (TESDA-OP-CO-05-F28)

- The Provincial Director assigns the TESDA


Representative (TESDA-OP-CO-05-F29)
- The PO CAC Focal person accomplishes and
submits the Request Form for Assessment
Package (TESDA-OP-CO-05-F38) for the
approval of the Provincial Director
- The PO CAC Focal person prints and
prepares the Assessment Package

- The TESDA Representative receives the
Assessment Package from the PO CAC Focal
Person
III. CONDUCT OF COMPETENCY ASSESSMENT
- The AC Manager prepares the assessment
site/demonstration area
- Compliance with Occupational Safety and Health (OSH)
requirements
- Light and ventilation
- Risk areas properly marked
- Complete set of safe and functional equipment, tools,
supplies and materials

- The TESDA Representative hands-over the test


package to the Competency Assessor
- The AC Manager turns-over the
accomplished application forms and SAGs
of the candidates to the Competency
Assessor
- The TESDA Representative checks the
attendance sheet vis-à-vis the actual
number of candidates

Assessor wear official ID throughout the
conduct of assessment

- The competency assessor conducts


assessment in accordance with the
methodology and procedures in the TESDA
promulgated CATs and adopts the following

1. Reviews the Qualification or Units of


Competency to be assessed

2. Checks the environment (where the


assessment activity will take place) if it
complies with the requirements and

3. Inspects the assessment center/venue if it


complies with occupational safety and

Qualification to be assessed

PREPARE THE CANDIDATE

1. Checks attendance and verify identity of


candidates vis-à-vis the Admission Slips
and requests candidates to sign on the
Attendance Sheet (TESDA-OP-CO-05-F31)
If the candidate is absent on the date of
assessment, it shall be indicated in the
Attendance Sheet; he/she shall forfeit the
assessment fee and his/her name shall not be
reflected in the RWAC

2. Conducts orientation to the candidate on


the following:
a. Context and purpose of assessment
b. Qualification / Units of competency to
be assessed
c. Tasks to be performed, time limits and
evidence to be collected
d. Assessment procedures to be
undertaken

e. Special needs to be considered during


assessment

f. Allowable/reasonable adjustments in
the assessment procedure

g. The DOs and DONTs inside the


Competency Assessment Center

h. The Rights and Appeal System

i. Issuance and validity of National


Certificate/Certificate of Competency;
and
j. Re-assessment policies and procedures

3. Provides each candidate with complete


set of supplies and materials, tools and
equipment required to complete the task
4. Provides each candidate a copy of the
Specific Instructions to the Candidate

1. Using the Assessor’s Guide, conducts


assessment in accordance with the
methodologies specified in the Evidence
Plan and Specific Instructions for the
Competency Assessor

2. Implements the Evidence Gathering


Process according to the principles of
competency based assessment i.e
Validity, Reliability, Fairness and Flexibility

3. Observes the candidate and takes notes


of unusual conditions or situation during
the entire conduct of assessment

4. Collects appropriate evidence and


matches them as to compatibility with he
elements, performance criteria, range of
variables and evidence guide in the
relevant units of competency

6. Evaluates the evidence in terms of the


following:
a. Four dimensions of competency (task skills,
task management skills, contingency skills,
and job/role environment skills)
b. Rules of evidence (valid, current, sufficient,
authentic, consistent, recent)

7. Records the assessment outcome using


the prescribed Rating Sheet (TESDA-OP-
QSO-02-F09)
8. Judgement is made based on the
evaluation of candidate’s performance

PROVIDE FEEDBACK ON THE ASSESSMENT

1. Provides candidate with the following:


a. Clear and constructive feedback on the
candidate’s performance
b. Information on ways of overcoming any
identified gaps
c. The assessment process and outcome
d. Information on re-assessment process when
required

PROVIDE FEEDBACK ON THE ASSESSMENT

e. Information that successful candidates may


claim their NC/COC at the TESDA PO within
three (3) working days after assessment and
within the same day the CARS is presented.

2. Requests the Candidate to sign the


prescribed Rating Sheets after the one-on-
one feedback

PROVIDE FEEDBACK ON THE ASSESSMENT

3. Accomplishes the CARS (TESDA-OP-QSO-02-F08)


- Issuance of NC / COC or
- Re-assessment
If a candidate fails the assessment for two (2)
consecutive times, he/she shall be advised to
go through a refresher course before taking
another assessment

PROVIDE FEEDBACK ON THE ASSESSMENT

4. Requests the Candidate to sign the CARS after


the one-on-one feedback

5. Records in the Attendance Sheet the results of


assessment
POST ASSESSMENT ACTIVITIES

- TESDA Representative requests at least two (2)


candidates and AC Manager to accomplish the
Performance Evaluation Instrument (TESDA-OP-
CO-04-F37).
- TESDA Representative prepares Report on the
Assessment Proceedings (TESDA-SOP-CO-05-F34)
- The Competency Assessor returns the
assessment-related documents to the AC
Manager
POST ASSESSMENT ACTIVITIES

- The AC Manager reviews the assessment-related


documents

- The AC Manager issues candidate’s copy of


CARS to each candidate
- The processing officer encodes in the T2MIS the
assessment results
POST ASSESSMENT ACTIVITIES

- The AC Processing Officer prints and signs the


three (3) copies Registry of Workers Assessed
and Certified (RWAC) (TESDA-OP-CO-05-F33)
generated in the T2MIS
- The Competency Assessor and AC Manager
checks and signs the RWAC
- The AC Manager returns the assessment-related
documents to the TESDA Representative
POST ASSESSMENT ACTIVITIES

- The TESDA Representative returns the


assessment-related documents to the TESDA PO

- The AC Manager pays the honorarium of


Competency Assessor to the TESDA Board
promulgated rates
POST ASSESSMENT ACTIVITIES

- TESDA PO Focal processes reports submitted by


the accredited competency assessment centers

- TESDA PO Focal issues NC/COC upon


presentation of CARS by the certified worker or
Liaison Officer
