An Act to provide for a comprehensive and
continuing Urban Development and Housing
Program, establish the mechanism
for its implementation, and for other purposes.

Section 1. Title.
-This Act shall be known as the
“Urban Development and Housing Act of 1992”

Section 2. Declaration of State Policy and


Program Objectives.
-It shall be the policy of the State to undertake, in cooperation
with private sector, a comprehensive and continuing
Urban Development and Housing Program.

Section 4. Coverage
-The program shall cover all lands in urban and urbanizable
areas, including existing areas for priority development, zonal
improvement sites, slum improvement and resettlements sites,
and in other areas that may be identified by the local
government units as suitable for socialized housing.

Section 4. Exemptions
(a) Those included in the coverage of RA 6657, otherwise known as the Comprehensive Agrarian
Reform Law;

(b) Those actually used for national defense and security of the State;

(c) Those used or set aside for parks, reserves for flora and fauna, forests and watersheds, other areas
necessary to maintain ecological balance or environmental protection, as determined and certified to
by the proper government agency;

(d) Those used, reserved or otherwise set aside for government offices...

(e) Those actually and primarily used for religious, charitable, or educational purposes, cultural and
historic sites, hospitals and health centers, and cemeteries and memorial parks.
Current issues:
Three (3) cases of illegal demolition happened in the village of Brgy. 6-A
Sto. Nino Extension, Anibong and Kassel in Tacloban City, Feb 28 2019,
to give way for the road widening project of the city government unit.

This happened despite not conducting a consultation with the residents,


providing them a 30-day notice and a clear relocation.

RA 7279 provides for certain procedural requirements (Due Process of Law)


to protect the citizens from arbitrary, abusive, and despotic execution of law
as what indeed happened recently in Tacloban.

LGU Tacloban have a blatant violation of RA 7279 and are contrary to Pres.
Duterte's “No Relocation, No Demolition” Policy.

Development Program, amends RA 7279 The Urban
Development and Housing Act of 1992)
The law would help lessen the country's housing backlog as it is
expected to removes “stumbling blocks to socialized housing
production.”

A new law has redefined socialized housing to include residential


condominium units and has amended provisions for balanced housing
development.
Salient points of RA 10884:
(a) As amended, Sec. 3 of RA 7279 now defined socialized
housing to refer to housing programs and projects covering
houses and lots or homelots only or residential condominium
units undertaken by the government or the private sector
for poor and homeless Filipinos.

The owners and/or developers of the condominium


projects are now covered by RA 10884.
This is to help in lessening daily suburban commute and
traffic congestion.
