 An act strengthening the Philippine disaster risk

reduction and management system, providing for the
national disaster risk reduction and management
framework and institutionalizing the national disaster
risk reduction and management plan, appropriating
funds therefor and for other purposes.

Purpose of
Mainstreaming CDRA
Purpose of Mainstreaming CDRA

Better understand natural hazards and

climate change and how these would likely
alter the development path of the locality
Understand risks posed by natural hazards and
climate change on exposed areas, sectors and
communities
Identify priority decision areas and
development challenges posed by climate
change and natural hazards
Determine realistic projections on demand
and supply
Purpose of Mainstreaming CDRA

Incorporate spatial development goals,

objectives and targets to reduce risks and
vulnerabilities

Make informed decisions to effectively

address risks and vulnerabilities

Identify appropriate risk reduction and climate

change adaptation and mitigation measures as inputs
to the comprehensive development planning and
investment programming

ASSESSMENT
DEFINITION OF TERMS

Risk

The expected losses (of lives, persons injured, property damaged and economic activity
disrupted) due to a particular hazard for a given area and reference period
DEFINITION OF TERMS

is the degree to which a system is susceptible to, or unable to

Vulnerability cope with, adverse effects of climate change, including
climate variability and extremes
DEFINITION OF TERMS

Exposure

refers to people,
property, systems,
or other elements
present in hazard zones
that are thereby subject
to potential losses
DEFINITION OF TERMS

Sensitivity

is the degree to which a system is

affected, either adversely or beneficially,
by Climate-Related stimuli
DEFINITION OF TERMS

Adaptive
Capacity

is the ability of a system to adjust to

climate change (including climate
variability and extremes) to moderate potential
damages, to take advantage of opportunities,
or to cope with the consequences
6 Dimensions of Adaptive Capacity
TECHNOLOGY
• Example: drought SOCIAL CAPITAL
WEALTH resistant crop types • Capacities, organized
• Financial resources being tested, research groups, CSO, trained
conducted staff

INFORMATION INSTITUTION INFRASTRUCTURE

• Level of knowledge, AND • Structures to withstand
info dissemination climate projections
GOVERNANCE
• Policies, plans and
programs
BASIC CONCEPT

Exposure
refers to people, property, systems, or other elements
present in hazard zones that are thereby subject to
potential losses.

– It is expressed as the area and/or monetary unit, for social,

economic and environmental related property.
– In terms of population exposure, it shall be expressed as the
number of affected individuals or households exposed to a
climate stimulus.
BASIC CONCEPT

Sensitivity
is the degree to which a
system is affected

Adaptive capacity
is the ability of a system
to adjust to climate
change
BASIC CONCEPT

Risk
is the expected losses (of lives, persons injured, property
damaged and economic activity disrupted) due to a
particular hazard for a given area and reference period.
The unit of measure of risk could be number of fatality or
value of damaged property
BASIC CONCEPT

Likelihood of occurrence
is the estimated period of time expressed
in years, that a hazard of a certain
magnitude is likely to repeat itself

Severity of Consequence
is a measure of the degree of impact, such
as injury, death, damage, interruption
brought to the sector of concern

3. Enhancing adaptive
capacity ADAPTATION
The concept and practice of reducing disaster risks through systematic efforts
to analyze and manage the causal factors of disasters, including through
reduced exposure to hazards, lessened vulnerability of people and property,
wise management of land and the environment, and improved preparedness
for adverse events (UNISDR, 2009).
