ELIGIBILITY AND ACCREDITATION

Section 19. Rules on Participation

 The participants in the Palarong Pambansa


shall be elementary and secondary athletes
from public and private schools whoa have
participated in the local meet and regional
meet: Provided, that, secondary athletes shall
refer to both junior and senior high school
students.

 As a general rule, Kinder to Grade 6 athletes


shall play in the elementary division, and
Grade 7 to 12 athletes shall play in the
secondary division. However, elementary
athletes who have been declared overage
in the elementary level may be allowed to
play in the secondary level.

Section 20. Eligibility of Athletes
(For Regular Sports Events)
 A Filipino Citizen;

 Enrolled in a recognized school (schools with


recognition/permit to operate) at the
beginning of the current school year and have
attended and/or completed the curriculum
year;

 The exact cut-off date to determine the


eligibility of an athlete in the elementary or
secondary level shall be provided by the
Board in a separate resolution for this
purpose; and

 Student-athletes who transferred from one
region to another are allowed to participate:
Provided, that their transfer was done before
or at the beginning of the school year.
Transferees from one division to another
within the region are allowed to participate:
Provided, that they have participated in the
lower meets.

(Paralympics)
 A Filipino citizen;

 Enrolled in Special Education (SPED) classes in


a public or private school; and
 Suffering from restriction or different abilities, as a
result of a mental, physical or sensory
impairment, to perform an activity in a manner or
within the range considered normal for a human
being.

Section 20. Eligibility of Athletes
(Paralympics)

 Provided that the age categories for the


Paralympics as defined in this IRR shall be:
(1) 15 years old and below; and (2) 16 to 25
years old.

(Regular Sports)

 Athletes who have been declared over-age;

 Elementary athletes with 3rd molar tooth;

 Athletes with failing grades in more than (2)


learning areas in the second grading period;

 Athletes who become, have been, or are
currently members of the National Team,
National Training Pool, National
Developmental Pool and who received or
receiving monthly stipend and/ or allowance
from the PSC or played in the SEA Games,
Asian Youth Games, Asian Games and/or
Olympic Games.

(Regular Sports)
 Provided, However, that those athletes who played in other foreign
invitational competitions shall not be disqualified to play in the
Palarong Pambansa: Provided, Further, that athletes participating in
one sports discipline as members of the National Team, National
Training Pool, National Developmental Pool receiving monthly
stipend and/or allowance from the PSC or played in the SEA
games, Asian Youth Games, Asian Games and/or Olympic Games
shall not be disqualified to play in the Palarong Pambansa in a
sports discipline other than the sport wherein the athlete
participated in as member of the National Team, National Training
Pool, National Developmental Pool and played in the SEA Games,
Asian Youth Games or Olympic Games.

(Regular Sports)
 Athletes who played in the SEA Games, Asian
Youth Games, Asian Games and/or Olympic
Games. However, athletes who played in
foreign invitational competitions shall not be
disqualified to play in the Palarong
Pambansa: Provided, the said invitational
competition is not included in the above
mentioned international games;

 Athletes who failed to submit the required
documents;
 Athletes banned during the previous Palarong
Pambansa or disqualified during the lower meets;
and
 Other grounds, including, but not limited to
falsification of documents, misrepresentation, and
use of prohibited drugs.

 SWD athlete who has been declared over-


age; and

 SWD athlete who failed to submit the required


documents.

Section 22. Documentary Requirements

 Athlete’s Record (AR), signed by the athlete,


coach, and authorized Division Sports
Coordinator;
 Original and certified photocopy of their Birth
Certificate issued by the NSO. Late registration
shall be accepted: Provided, that the Birth
Certificate was issued one (1) year prior to the
current Palarong Pambansa;

 In case of foreign-born Filipino athletes, in


lieu of NSO Birth Certificate, the original birth
certificate issued by the country where he
was born and a valid passport or a document
issued by the Bureau of Immigration or DFA
showing his/her nationality as a Filipino;

 Form-137 with entries of Learner Reference


Number, certified true copy from original or
computer printed, duly signed by the Teacher-
Adviser or Registrar or Principal or School
Heads, and by the authorized Division Sports
Coordinator.

 For athletes who are enrolled under the


alternative delivery mode (home study
program or modified in school out school
approach or open high school study
program), a copy of the numerical or
descriptive rating equivalent to the second
grading period of the regular classes should
be submitted;

 Certificate of Enrolment duly signed by the


School Registrar or School Head;

 Parent’s or guardian’s consent, verified by the


Principal or Registrar or Teacher-Adviser;

 Medical certificate issued within three months


from the date of submission and signed by a
physician stating that the athlete is physically
fit within the age limit required. (The
complete name of the signing physician shall
clearly appear on the medical certificate, with
the license number and date of examination);

 Dental Certificate with a universal entry, duly


signed by a Dentist over his/her clearly
printed name and license number and with
the date of examination which should not be
more than six (6) months prior to date of the
opening of each level of competition;

 Four (4) copies of passport size 1.5x1.5


identical and clear pictures with name tag
(surname, first name and middle initial) and
with grade or year level, to be used for the
Athlete’s Record, Dental Certificate, Gallery
and Accreditation Card;

 Affidavit of the coach, attesting to the


authenticity, validity and correctness of the
entries on the above-mentioned documents;

 For athletes who wish to participate in arnis,


boxing, taekwondo, wrestling, wushu and
gymnastics – additional medical records to
establish physical and mental fitness,
competence and the ability to play in their
respective sports.

 Training requirements;

 Years of relevant experience;

 Track record;

 Educational and professional background;

 Membership in relevant sports associations;

 Necessary licenses or certifications;

 Other requirements, including but not limited


to, documents that will establish the coaches’
competence, integrity and capability, and its
legal relationship to the school and/or the

Participants

 Participants in the Palarong Panlalawigan are


elementary and secondary athletes from
public and private schools who have
participated in the lower meets
(School/District/Municipal/Congressional
Meet).
z
Eligibility of Athletes

 Must be a Filipino Citizen.

 Must be enrolled in the recognized school in


the Division at the beginning of the current
school year in the core subjects.

 Must have attended and with grades for 1st


and 2nd grading periods.

 Should have participated in the lower meets.

Eligibility of Athletes
 Elementary athletes shall be born on
January 1, 2005 or later, and secondary
athletes, including SHS on January 1, 2000
or later.
 Pupil/student-athletes whose transfer was
done at the beginning of the school year and
transferees from one division to another
within the region are allowed to participate.
Provided, they have participated in the lower
meets.

Eligibility of Athletes

 Elementary athletes shall play in the


elementary division, the secondary athletes
shall play in the secondary division.
z
Grounds for Disqualifications
 Over-aged.

 Failing grades in three (3) or more subjects


(all subject areas) in the second grading
period/latest/final grade.

 Being a member of the National Team,


National Training Pool and Developmental
Pool receiving monthly stipend/allowance
from the PSC.

Grounds for Disqualifications
 Failure to submit the required documents or
failure to submit oneself for personal interview on
the specified time.
 Illegitimate athlete with incomplete Birth
Certificates from NSO who uses the surname of
his/her father without the second page or
annotation.
 Foreign born athlete without the birth certificate
from the place they were born and valid
Philippine Passport.

Grounds for Disqualifications

 Banned during the previous Palaro.

 Athletes in the elementary level who were


found to have erupted third molars based on
the finding of the Division Dentist.

issued by the NSO. Late registration may be
accepted, provided, it was issued one (1) year

age limit required with a validity of three (3)
months from the date of issue. The complete
name of the signing physician shall clearly
appear on this document, with license
number and date of examination. All entries
filled up.

and Chaperones
 Coaches, asst. coaches and chaperones
must be school personnel or DepEd teachers
(Regular/Permanent). Coaches, asst.
coaches and chaperones from private
schools must have been in service for at least
six (6) months prior to the Palarong
Panlalawigan. Volunteers/locally funded/utility
worker are not allowed to coach but can be a
trainer.

Municipal Meet Screening Process
 The members of the Municipal Screening
Committee shall be composed of the District
Screening Officer and Secondary Cluster
Screening Officer.
 Each delegation in the Municipal Meet shall
submit to the Chairman of the Municipal
Screening Officer all the required documents
one (1) week prior to the opening of the
Municipal Meet. (Hard and Soft Copy)

Municipal Meet Screening Process

 Interview athletes based on the documents


submitted. It shall start on the specified
schedule date and shall end one day before
the opening of the Municipal Meet.

 Refer immediately to the Medical/Dental


Team for further medical and dental
examination of doubtful finding regarding the
age and physical appearance of the athlete.

Qualifying Meet Screening Process
 The members of the Qualifying Meet Screening
Committee shall be composed of the District
Screening Officers and Secondary Cluster
Screening Officers in the Congressional District.

 Each Municipal Delegation shall submit to the


Chairman of the Qualifying Meet Screening
Officer all the required documents one (1) week
prior to the opening of the Qualifying Meet. (Hard
and Soft Copy)

Qualifying Meet Screening Process

submitted. It shall start on the specified
schedule date and shall end one day before
the opening of the Municipal Meet.

Team for further medical and dental

Process in the Submission of
Documents for Palarong Panlalawigan
 The Municipal Screening Officers (MSO) will
consolidate all the forms of the
athletes/coaches/chaperones following the
required format stipulated in the guidelines.

 The MSO will submit to the chairman of the


DSAC all the required documents two (2)
weeks before the opening of the Palarong
Panlalawigan.
