MANUAL OF OPERATIONS
LEGAL MANDATES
The pupils and students of our public and private schools, in addition to their academic
training must also have school sports to better enhance their knowledge, skills, attitudes and
values so they can lead not only productive but also enjoyable lives. This is mandated by the
following legal basis.
1. The Philippines Constitution
1.1. Article II
Section 1.3. The State recognize the vital role of the youth in nation building and shall
promote and protect their physical, moral, spiritual, intellectual, and social well-being.
It shall inculcate in the youth patriotism and nationalism and encourage their
involvement in public and civic affairs.
Section 17. The State shall give priority to education, science and technology, arts and
culture, and sports to foster patriotism and nationalism, accelerate social progress, and
promote total human liberation and development.
1.12. Article XIV
Section 9, (1). The State shall promote Physical Education; encourage sports
programs, league competitions and amateur sports, including training for international
competitions to foster self-discipline, teamwork and excellence, for the development
of healthy and alert educational institutions.
(2) All educational institutions shall undertake sports activities throughout the
country in coordination with athletic clubs and private sectors.

2. Republic Act No. 9155-Basic Education Act of 2001


The law asserts that physical fitness and school sports remain part of the basic
education program.

3. Republic Act No. 11054 Article


Section 20 of the Bangsamoro Basic Law which states the Bangsamoro Education
system shall develop and maintain an integrated and the comprehensive Physical
Education program to develop healthy, discipline, innovative, and productive
individuals and promote sportsmanship cooperation and teamwork.
4. Executive Order No. 433
Amending Executive Order No. 81 and Transferring the Management of the Palarong
Pambansa to the Department of Education.
5. United Nation Declaration
Declaring 2005 as the international year of Sports in Physical Education (2005
IYSPE), the United Nations cited the importance of “Sports and Physical Education
as means for health, education, peace and development.”

RULES ON PARTICIPATION OF ATHLETES

I. PARTICIPANTS

 Participants in the palarong panlalawigan are elementary and secondary


pupils/students’ athletes from private and public schools who have participated in the
lower meets.
 As a general rule, kinder to grade 6 athletes shall play in the elementary division, and
grade 7 to 12 athletes shall play in the secondary division and those in ALS. However,
elementary athletes who have declared overage in the elementary level may be
allowed to play in the secondary level.
 Children with disabilities under SPED shall also be given sports appropriate ot their
level and needs.

II. ELIGIBILITY OF ATHLETES

1. A Filipino citizen.
2. Enrolled in a recognized at the beginning of the current school year.
3. For elementary athletes,
4. he/she should have been born on January 1, 2011, or after (must not be more than 13
years old, and for secondary athletes on January 1, 206 or after (must not be more
than 18 years old) without prejudice to the technical rules on age requirement in
selected events.
5. Have attended/finished the curriculum year and should have participated in the
preliminary meets.
6. Student athletes who transferred from one region to another are allowed to participate;
provided, that their transfer was done before or at the beginning of the school year.
Transferees from one division to another within the region are allowed to participate,
provided that they have participated in the lower meets.

III. PARALYMPICS

1. A Filipino citizen.
2. Enrolled in special education (SPED) classes in a public or private school; and
3. Suffering from restriction or different abilities, as a result of a mental, physical or
sensory impairment to perform an activity in the manner or within the range
considered normal for human being. Provided that the age categories for the
Paralympics as defined in the IRR shall be; (1) 16 years below, and (2) 16 to 25 years
old.
IV. GROUNDS FOR DISQUALIFICATION:

For Regular Sports events

1. Athletes who have been declared overage.


2. Elementary athletes with 3rd molar tooth.
3. Athletes with failing grades in more than two (2) learning areas in the first grading
period.
4. Athletes who failed submit himself/herself for interview and to submit the
required documents.
5. Athletes banned during previous Palaro or disqualified during lower meets.
6. Athletes with pending appeal.
7. Athletes who played in the Sea games, ASEAN youth games, ASEAN and/or
Olympic games; provided, however, that those athletes who played in other
foreign invitational competitions shall not be disqualified to play in regional
meet/palarong Pambansa; provided that the said invitational competition is not
included in the above-mentioned international games.
8. Other grounds, including but not limited to falsification of documents,
misinterpretation, and use of prohibited drugs.

V. ELIGIBILITY OF COACHES

 Must be a permanent SDO-SGA Personnel


Required Documents:

 Certificate of employment
 Certificate Xerox copy of original appointment duly notarized
 Form 21 with ID picture
 Medical certificate

 Must be physically fit.

IV. ELIGIBILTY OF OFFICIATING OFFICIALS

 Must be a permanent SDO-SGA Personnel

Required Documents:

 Certificate of employment
 Certificate Xerox copy of original appointment duly notarized
 Medical certificate

 Must be physically fit.


For Paralympics:

1. SWD athlete who have been declared overage; and


2. SWD athlete who failed to submit the required documents.
VII. DOCUMENTARY REQUIREMENTS:

1. Athletes record (AR) signed by the athlete, coach and authorized division sports
officer.
2. Original and certified photocopy of their birth certificate issued by the national
statistics office (NSO). Late registration shall be accepted provided that the BC
was issued one (1) year prior the current Palarong Pambansa.
3. In case of foreign-born Filipino athletes, in line of the NSO birth certificate, the
original birth certificate issued by the country where he was born and a valid
passport or a document issued by the bureau of immigration or department of
foreign affairs showing his/her nationality as a Filipino.
4. Form 137 with entry of LRN, certified true copy from original or computer
printed, duly signed by teacher-adviser or registrar or principal or school heads
and by authorized division sports supervisor in charge of sports.
5. For athletes who are enrolled under the alternate delivery mode (home study
program or modified in school out school approach or open high school program),
a copy of the numerical or descriptive rating equivalent to the 2 nd grading of the
regular classes should be submitted.
6. Certificate of enrolment duly signed by the school registrar or school head.
7. Parents or guardian consent, verified by the principal or registrar or teacher-
adviser.
8. Medical certificate signed within three months from the date of issuance and
signed by a physician stating that the athlete is physically fit and within the age
limit required. The complete name of the signing physician shall clearly appear on
the medical certificate, with the license number and date of examination.
9. Dental certificate with a universal entry, duly signed by a dentist over his/her
clearly printed name and license number and with the date of examination which
should not be more than six (6) months prior to the opening of Palarong
Pambansa.
10. Five (5) passport size 1.5 x 1.5 identical and clear pictures with name tag
(surname, first name, middle initial) with grade/year level to be used for the
athlete’s record/AR-1, dental certificate, gallery, athlete’s ID and medical.
11. Affidavit by the coach attesting the authenticity/validity and correctness of the
entries on the above-mentioned documents.
SPECIAL CASE:

1. In cases where there is discrepancy on the entry of name between NSO-BC and form
137, the following documents shall be presented.

a) Joint affidavit of two (2) disinterested person attesting to the true date of birth of
athlete.
b) Resolution signed by the head of the division/delegation for change of entry or
correction of entry in the date of birth certificate.
c) Local civil registry (LCR) issued birth certificate.
SPECIAL CASE:

2. In cases where there is discrepancy on the entry of name between NSO-BC and form
137, the entry in the NSO-BC shall prevail, provided that it is supported by resolution for
change of entry or correction of name from the head of the delegation.
SPECIAL CASE:

3. In cases where the first name or the last name is not found at the top portion of the NSO-
BC but below, the following documents shall be presented:

a) Live BC issued by the LCR.


b) Copy of the application/petition duly received by the LCR 9supplemental report to
the LCR court)
c) Resolution signed by the school’s division superintendent.
d) Affidavit of the parents, attesting to the true first or last name of the athlete.
e) Affidavit of two (2) disinterested persons attesting to the same.
SPECIAL CASE:

4. When an illegitimate athlete uses the username of his/her father, he/she shall submit.

a) An acknowledgement copy signed by the father (2nd page of the NSO-BC) or duly
notarized acknowledgement by the father; and,
b) An annotation on the NSO-BC for subsequent marriage of the parents

5. When the sex cannot be categorically determined by mere ocular inspection, an affidavit
of two (2) disinterest persons, attesting to the true sex of the athlete shall be submitted.
The RSAC/DSAC medical team shall conduct physical examination. The findings of the
medical team shall be binding (for purposes of SRAA records only).
SPECIAL CASE:
6. Unreadable entries in the NSO-BC shall be supported by the original live BC from the
LCR and affidavits of the parents and two (2) disinterested persons, attesting to the true
correct entries.
7. Any typographical errors shall be supported by a resolution signed by the school’s
division superintendent (for BARMMAA and higher meets only).

REPACEMENT OF ATHLETES PRIOR TO THE ISSUANCE OF THE MASTER


LIST OF ACCREDITED ATHLETES
Replacement of athletes may be allowed, only before the final deliberation of the DSAC, and
upon the written request of the of the delegation, on the following grounds.

1. Due to medical or health issues.


2. The original athlete was not screened or interviewed.
3. Due to lack incomplete set required documents on the date set by the DSAC.
4. The original athlete is not eligible to play, e.g. overage, impersonation, etc.
5. Withdrawal of athletes for some valid reasons.

PROTEST ON ELIGIBILITY

1. Protest shall be in writing and duly signed by the coach and noted by the head of the
delegation or his/her official representative and shall be filled before the start of the
second game of the concerned team with the chair of the DSAC. Protest filed by the other
person shall be automatically dismissed without prejudice of refilling the same upon
compliance of the above-mentioned requirements.
2. The DSAC may MOTU PROPIO investigate and resolved the protest if there is obvious
truth on the merits of the allegation.
3. Athletes who have been disqualified on the grounds provided in these rules may appeal the
decision of the DSAC. However, the appellant cannot play pending the resolution of the
appeal.
4. Protest shall be accompanied by affidavit, witnesses and/or evidence to support the thereof
and shall pay a protest fee of 5, 000 and is not refundable.
5. The protest shall be acted immediately by the DSAC upon receipt thereof. Decision of the
DSAC shall be appealable only to the SDS office.
6. The protestant shall have the burden of proof and shall provide jury of appeal
(documentary/testimonials), otherwise the protest shall be dismissed “MOTU PROPIO”.
SANCTIONS

1. When a violation on the rules on eligibility is proven in team competition, then games
which the individuals has taken part shall be declared forfeited in favour of the opposing
team. The individual performance in case of individual events, shall be nullified.
2. Any violations on the rules on eligibility is punishable by lifetime ban from participating in
the school sports competitions without prejudice to the filing of appropriate
administrative criminal charges against erring officials and athletes.

2024 GENERAL GUIDELINES:


SGA ATHLETIC ASSOCIATION MEET
Duties and Function of the Screening and Accreditation Committee (DSAC)

1. Evaluate, verify the authenticity of the athlete’s, coach’s and chaperon’s documents before
and during personal interview.
2. Issue master list of qualified athletes/coaches/chaperons before opening of the division
meet, on soft and hard copy copies.
3. Consider replacement for disqualified athletes during the period of screening.
4. Issue to tournament managers photo galleries of qualified athletes/coaches/chaperons for
every zone.
5. Re-check and monitors with the tournament managers the fielding of athletes during actual
competitions based on the photo gallery.
6. Investigate and renders decision/s on cases of protest/complaints on eligibility of the
athletes filed before the committee, and inform the tournament managers on the
decision/s made for its guidance and implementation. All decisions shall be approved by
the majority of the members of the DSAC.
7. Submit all the updated records of athletes to the school sports events and activities unit for
centralized filing and safekeeping.

THE TRUE SPORTMANSHIP

1. Will consider all athletic opponents guest and treat them with all the courtesy
due to friends and guests.
2. Will accept all decisions of the officials without questions.
3. Will never hiss and boo a player or official.
4. Will never utter abusive and irritating remarks from the side lines.
5. Will applaud opponents who make good plays or show good sportsmanship.
6. Will never attempt to rattle on opposing players such as the pitcher in a
baseball game.
7. Will seek to win by fair and lawful means, according the rules of the game.
8. Will love the game for its own sake and not for the winning may bring him.
9. Will do unto others as he would have them do unto him.
