DUTIES AND FUNCTIONS
Section 18, Rule V, Enclosure to DepEd Order No. 43, s. 2016

NSAC /RSAC/DSAC/ASAC/MSAC
1. Screen the documents submitted by the athletes,
coaches, assistant coaches and chaperones
(ACAC).
2. Accredit qualified ACAC. (2 months submission of
masterlists, sanction)
3. Issue photo galleries of qualified athletes for every
region/division to the tournament managers.
4. Consider replacement ACAC of during screening
5. Monitor the screening and accreditation of ACAC in
lower meets.

6.Re-check and monitor the fielding of athletes


during actual competition based on the

ATHLETES’ PARTICIPATION

1.Participants shall be elementary and


secondary athletes from public and
private schools who participated in the
lower meets (Division and Regional).
2.Participants for Elementary Level are
pupils from KINDER to GRADE 6.

ATHLETES’ PARTICIPATION

3. As a general rule, Kinder to Grade 6 shall


play in the elementary division, and Grade 7
to 12 athlete shall play in the secondary
division. However, elementary athletes who
have been declared overage in the
elementary level may be allowed to play in
the secondary level.

ATHLETES’ PARTICIPATION
4. Athlete already graduated in the Elementary level
cannot play in the elementary division, even if he is
still underage.
5. Participants for Secondary Level are students from
GRADE 7 to GRADE 12 and THOSE WHO HAVE
BEEN DECLARED OVER AGE Elementary pupils but
not more than 18 years old.
6. NO MORE CALIBRATION

ATHLETES ‘ ELIGIBILITY (Regular Sports Events)

1. Filipino Citizen.
2. Enrolled in, attended and/or completed the present
School Year in a school permitted or recognized by
the DepEd.
3. Specific cut off date of [age] eligibility in Elementary
or Secondary Level will be issued by the Palaro
Board. WITHOUT PREJUDICE TO THE TECHNICAL
RULES ON AGE REQUIREMENT IN SELECTED
EVENTS.

4.Transferees from one Region to another


Region before or at the beginning of the
School Year.

1.Over age (more than 13 years old for


Elementary and more than 18 years old
for Secondary).
2.With 3rd molar tooth for Elementary
athletes.
3.With 3 or more failing Grades in
learning areas in 2nd Grading.

4. Current or previous member of National Team,


National Training Pool, National Development Pool
and received stipend or allowance from PSC or
played in the SEA Games, Asian Youth Games,
Asian Youth Games, Asian Games or Olympic
Games EXCEPT those who participated in OTHER
FOREIGN INVITATIONAL COMPETITION or
participating for OTHER EVENT.

5. Failed to submit the required


documents.
6. Banned in the previous Palaro or
disqualified in the lower meets.
7. Other grounds i.e. falsification of
documents, misrepresentation and use
of prohibited drugs.

ATHLETES (Regular Sports Event)

1. Athletes Record (AR) signed by Athlete, Coach, and


Division Sports Supervisor/Coordinator.
2. For local-born, original and photocopy of NSO (PSA)
certified Birth Certificate. Late REGISTRATION must
be 1 year prior to the current Palaro.
3. For foreign-born, Birth Certificate issued by foreign
country and valid passport or document issued by
Bureau of Immigration or Department of Foreign
Affairs showing Filipino citizenship. (IN LIEU OF NSO
BC)

4. Certified True copy or computer printed Form 137


with Learner Reference Number, signed by Teacher-
Adviser, Registrar or School Head, and Division
Sports Supervisor, PESS Coordinator or Education
Program Supervisor in charge for sport.
5. Athletes enrolled in Alternative Delivery Mode
(home study program/open high school program),
copy of the Numerical or Descriptive Rating
equivalent to the 2nd Grading Period of regular
classes.

6. Certificate of Enrolment signed by School


Registrar or School Head.
7. Parent’s or Guardian Consent verified by
School Head, Registrar or Teacher-Adviser.
8. Medical Certificate issued by a Physician
(indicating name, license number and date
of examination) within 3 months from date of
submission, certifying that the athlete is
physically fit and within the age limit
required.

9. Dental Certificate with universal entry issued by a


Dentist (indicating name, license number and date
of examination) within 6 months prior to the date
competition.
10. 4 copies of Passport Size (1 ½ x 1 ½ ) identical and
clear pictures with name tag (indicating Surname,
First Name, Middle Initial and grade or year level).
11. Affidavit of Coach attesting to the authenticity,
validity and correctness of the foregoing documents .

ATHLETES (Regular Sports Event)

12. For Kinder to Grade 10, Certificate of Completion stating that the athlete
had attended and completed the Curriculum Year

For Grades 11 and 12, 1st Semester Final Grade must not have 3 or
more failing grades in learning areas.

For Grades 11 and 12, Certificate of Completion, to be issued by the


school where the athlete was enrolled in the 2nd Semester, stating that
the athlete had attended and completed the Curriculum Year, which
include the 1st and 2nd Semesters of said Curriculum Year.

This requirement applies to Palarong Pambansa.

(In compliance with Item a (2), Section 20 of the IRR.)

2. Other requirement(s) as may be recommended by the NSAC and


approved by the Palaro Board

COACHES AND ASSISTANT COACHES

Documents showing the following eligibility, membership and experience;

1. Relevant sports training , 24 hrs. for non-combative and 40 hrs. for


combative/gymnastics.
2. Relevant experience – 1 year for non-combative and 2 years for combative
3. Track Record (at least participated in the lower meet(s))
4. Related Educational or Sports Background
5. Membership in relevant sports association (any relevant sports
association)
6. License or certifications (Certification/accreditation issued by
National/International Sports Association, authorized organization or by
the DepEd (Division, Region or Central Office)
7. Medical records (Medical Certificate of fitness)

COACHES AND ASSISTANT COACHES

Documents showing the following eligibility, membership and experience;

1. Records/Documents showing competence, integrity, capability, and


relation to school (NOTARIZED Cert of Employment and Contract of
Service showing at least 6 MONTHS of employment prior to the
Division Meet) and/or athletes for accountability
2. Other eligibility that may be required by the Palaro Board

CHAPERONES

IF AGREED AND ISSUED, documents showing the following eligibility and


experience;

1. Relevant NURTURING training or experiences in accompanying


female athletes
2. Medical records (Medical Certificate)
3. Records/Documents of competence, integrity, capability, and
relation to school for accountability
4. Commitment that SHE will nurture female athletes only and not to
coach athletes
5. Personal Data Sheet
6. Other eligibility that may be required by the Palaro Board
REPLACEMENT

1. Meritorious Ground
2. 1 month before the opening of the Palaro

Procedure in Screening of Athletes, Coaches , Assistant
Coaches and Chaperons:
The SAC shall:
1. Refer the athlete immediately to the
medical/dental team for further medical and
dental examination in case of doubtful findings
regarding the age and physical appearance of
the athlete. The finding(s) of the RSAC Medical
Team shall be binding and legal.
2. Write down all findings, comments or notes on
the front cover of the folder of the concerned
athlete/team, properly signed by the interviewer
above his/her PRINTED NAME.
The SAC shall interview and receive the
documents in the following order:
1. The coach will be interviewed first, then, the
assistant coach, and chaperones and they
shall submit the Certificate of Employment,
Contract of service duly Notarized, Affidavit,
Medical Certificate, Personal Data Sheet and
other required documents;
2. Then, it will be followed by the athletes
arranged in alphabetical order with their
required documents.
The SAC shall interview and receive the
documents in the following order:
3. The picture gallery will served as checklist
and the SAC will check them as to the
completeness of documents submitted.
2. After the interview, the SAC shall affix
his/her signature at the back of the SPORTS
ID presented by the ACACs to signify that the
ACAC are eligible to participate and compete
in the Regional Meet.
In special cases relative to the discrepancy appearing in the
Birth Certificate of the athlete the following rules shall be
adopted:

1. In case there is a discrepancy in the entry of date of birth


between the NSO-Birth Certificate and the Form 137 of the
athlete, the following documents shall be presented:

2. Joint Affidavit of two (2) disinterested persons, attesting to


the true date of birth of the athlete;

3. Resolution signed by the Head of the Regional/Division


Delegation; and

4. Local Civil Registry (LCR)-Issued Birth Certificate.


5. In case there is a discrepancy in the entry of name
between the NSO-Birth Certificate and the Form 137 of
the athlete, the entry in the NSO-Birth Certificate shall prevail,
provided that it is supported by a Resolution for change of
entry or correction of name from the Head of the
Regional Delegation.

6. In case the first or last name is not found at the top portion
of the NSO-Birth Certificate but at the box below, the
following shall be submitted:

7. Live Birth Certificate issued by the Local Civil Registrar


(LCR);
8. Copy of the application/petition duly received by the LCR
(supplemental report to the LCR/Court);
PROTEST ON ELIGIBILITY

1. In writing and signed by Coach and Head of Delegation or his


authorized representative
2. Filed before the NSAC within 5 days from publication of the master list
of qualified participants in DepEd website (to be resolved within 5
days)
3. Supported by Affidavit(s) of witness(es) and evidence or pieces of
evidence
4. Non-compliance with the foregoing will not be given due course
without prejudice to re-filing upon compliance with the requirement
APPEALS ON DISQUALIFICATION
Section 25 (c) and (d), Rule V, Enclosure to DepEd Order No. 43, s. 2016

ATHLETES, COACHES, ASSISTANT COACHES AND CHAPERONES

1. In writing and signed by Coach and Head of Delegation or his


authorized representative.
2. Filed before the Palaro Board within 5 days from issuance of the
Decision of the NSAC (to be resolved within 15 days)
3. Supported by Affidavit(s) of witness(es) and evidence or pieces of
evidence
4. Protest and Appeals must be resolved with finality within 30 days
SANCTION AGAINST PARTICIPANTS

ATHLETES, COACHES, ASSISTANT COACHES, CHAPERONES AND


OTHER OFFICIALS

Violation of Rules on Eligibility:

1. Team competition, game of the disqualified athlete shall be


forfeited in favor of the opposing team.
2. Individual competition, game of the disqualified athlete shall be
forfeited in favor of the opposing athlete.
3. Individuals who caused the disqualification may be suspended for
future school sports competition for 1 to 3 years depending on the
gravity of the offense, and perpetual if deliberate.
4. Administrative and/or Criminal charges.
