ATHLETIC EVENTS
REQUIREMENTS AND GENERAL RULES GOVERNING
PARTICIPATION OF ATHLETES IN ALL LEVELS

GENERAL RULES
(revised 2018)

OBJECTIVES:

1. To actively involve member schools in promoting amateur sports.

2. To develop among the students, officials, and athletes of the member schools the ideals of
sportsmanship and fair play.
3. To help in the nation’s quest for international recognition in sports by developing athletes with
promising qualities.

A. PARTICIPATION RULES:

1. Category of Competition
1.1 Elementary Division
1.2 Secondary Division (Junior and Senior High School)
1.3 College Division

2. Eligibility Rules for Elementary and Secondary Students

2.1 The athlete must be a Filipino citizen
2.2 Bonafide pupil/student duly enrolled in any member school at the beginning of the current
school year is qualified to participate.
2.3 Secondary school athletes are not qualified to participate in the Elementary Division.
Likewise, over-aged secondary school athletes cannot participate in the tertiary division.

3. Eligibility Rules for Tertiary Students

3.1 Filipino citizenship. However, those of dual citizen (eg. Filipino-American) are allowed to
participate, provided, they are below 21 years of age on the date of the opening of the
National Games and have not elected their citizenship.
3.2 For College student participating in the College Division events, the student must be
enrolled in the first and second semesters of the current school year and at least sixteen (16)
academic units including Physical Education (PE) and National Service Training Program
(NSTP) of a bachelor’s degree programs with CHED permit/recognition.
3.3 A graduating student who is currently enrolled in the first and second semester of the
current school year carrying less than nine (9) units but not lower than six (6) units is
qualified to participate. A certificate of graduation issued by the school registrar shall be
submitted for the purpose.

 3.4 A cross-enrolled student and student coming from a consortium school may only be
allowed to play if he is representing his mother school.
3.5 An entering freshman student need not have to establish one (1) year residency.

4. Disqualification of Athletes
4.1 Over-aged athletes in the Elementary and Secondary Divisions.
4.2 Athletes who were banned during the previous meet and were not reinstated for one year.
4.3 Athletes who were disqualified by the Screening Committee.
4.4 Athletes from Tertiary Level at one time or another represented the country in the
Southeast Asian Games (SEAG), currently members of the National Athletes pool and
certified by the Philippine Sports Commission (PSC) receiving allowance at any time
during the period of the current school year, and members of the National Athletes pool
who dropped out of the pool prior to the staging of the meet shall not be allowed to
participate unless the date of the dropping out is at least a period of one (1) year prior to the
Commission on Higher Education (CHED) National Palaro.
4.5 Submission of falsified document in order to gain eligibility may also disqualify a player.
The Athletic Chairman reserves the right to impose sanctions on any team official who is
found to have been involved in such falsification.

5. Documents Required for Eligibility.

Every athlete should submit to the “Screening Committee” before the scheduled meet all the
requirements listed below:

5.1 Elementary and Secondary Divisions

5.1.1 AR-1 (with picture)
a) Duly signed by the athlete, coach/adviser
b) Data should be tallied with F-137 and other papers

5.1.2 Birth Certificate with picture

a) Original and Photo copy of Birth Certificate issued by the Philippine
Statistics Authority (PSA)
b) No PSA, No Play

5.1.3 Form 137 (with picture)

a) Certified True Copy extracted from the Original – duly prepared by the
teacher adviser/ computer print outs; fresh/original signatures of the
registrar/principal/school heads; teacher-adviser; with School Seal and with
DepEd Recognition/Permit Number
b) No failing grades in all subjects
c) No Form 137, no play

5.1.4 Certification of enrolment

a) Verified by the Teacher-Adviser duly signed by the School Head/Registrar;
with School Seal and with DepEd Recognition/Permit Number

5.1.5 Parent/Guardian’s Permit

a) Duly signed by the parents/guardians of the athlete verified by the Teacher-
Adviser and the Principal

 5.1.6 Medical/Dental Certificate (with pictures)
a) Duly signed by a government/school physician that athlete is physically fit
to participate in Sports Competition and within the age limit required with a
validity of six (6) months prior to the Palarong Pambansa. Forms should
have a universal entry; complete name of physician/dentist (signature over
printed name) with license number and date of examination of athlete.

5.1.7 Gallery (Control Sheet)

a) Must be clean, neat and reliable. It must be alphabetically arranged.
b) Athlete’s ID pictures should be in one shot only and identical.
c) It must be signed by the Screening Committee Chairman and the
corresponding group members.
d) No excess number of athletes. Automatically, the last athlete will be
cancelled and will not be allowed to play.
e) No pictures of coaches no play.

5.2 College Division

5.2.1 AR-1 (with picture)

a) Duly signed by the athlete, coach/adviser
b) Data should be tallied with the Transcript of Records and other papers

5.2.2 Birth Certificate with picture

a) Original and Photo copy of Birth Certificate issued by the Philippine
Statistics Authority (NSA)
b) No PSA, No Play

5.2.3 Original Transcript of Records (with picture)

a) Certified True Copy extracted from the Original – computer print outs;
fresh/original signatures of the Registrar and the Dean; with School Seal and
CHED Recognition/Permit Number
b) No Transcript of Records, no play

5.2.4 Certification of enrolment

a) Duly signed by the Registrar and the Dean with School Seal and with CHED
Recognition/Permit Number

5.2.5 Parent/Guardian’s Permit (if the athlete is 17 years old and below)
a) Duly signed by the parents/guardians of the athlete verified by the Registrar

5.2.6 Medical/Dental Certificate (with pictures)

a) Duly signed by a government/school physician that athlete is physically it to
participate in Sports Competition. Forms should have a complete name of
physician (signature over printed name) with license number and date of
examination of athlete.

 5.2.7 Gallery (Control Sheet)
a) Must be clean, neat and reliable. It must be alphabetically arranged.
b) Athlete’s ID pictures should be in one shot only and identical.
c) It must be signed by the Screening Committee Chairman and the

d) No excess number of athletes. Automatically, the last athlete will be
cancelled and will not be allowed to play.
e) No pictures of coaches no play.

Note: Pictures of College athletes must be 2x 2 in size with white background.

Pictures of Elementary and Secondary athletes must be passport size with white
Background and name tag.

6. Age Requirements
6.1 Elementary Division
6.1.1 Pupils whose ages are not lower than 8 years old but not more than 13 years old as
of January every year covered shall be allowed to participate in the athletics.

6.2 Secondary Division

6.2.1 Only secondary students whose ages are 17 years old below but not lower than 12
years and 6 months as of January of every year covered shall be allowed to
participate up to the Palarong Pambansa.

6.3 College Division

6.3.1 A student player’s age limit is 24 years old. Upon reaching the age of 25 years old,
he/she can no longer participate in the district and provincial levels.
6.3.2 An athlete can participate for a maximum of five (5) playing years within a period
of seven (7) years from the time he/she graduates from high school.

6.4 Eligibility of Coaches

6.4.1 Coaches must be school personnel.
6.4.2 Documents to be submitted:
1. Certificate of employment duly signed by the School Heads/AO (at least six
months in service)
2. Submit Form 212 - PDS
3. Passport size pictures (5 pcs) with name tag (surname, firstname & middle
initial)
4. Medical certificate duly signed by the government physician with license no and
PTR no.

B. GENERAL INSTRUCTIONS:

1. Only screened and qualified athletes shall be allowed to play and be included in the master
list, duly signed by the chairman and the screening committee. The screening committee

 shall be composed of all the athletic coordinators headed by the Executive Athletic
Coordinator in the provincial level. However, in the District Level, the District Coordinator
is empowered to appoint four (4) competent members of the screening committee coming
from the pool of coaches. The screening committee must strictly and consistently abide by
the rules and regulations of Department of Education.

2. Teams failing to appear fifteen (15) minutes at the scheduled time as announced after the
calls shall lose the game by default.
3. An area of warming-up will be designated.
4. An athlete is allowed to a maximum participation in two team sports and
one individual event or one team sports and two individual events.
5. The only double elimination system of competition in ball games will be utilized in this
athletic meet.
6. All ball games in volleyball (EB/EG/SB/SG/M/W) eliminations will be played in 2 out of 3
sets in elimination and championship games will be played in 3 out of 5 sets.
7. All ball games in basketball should be played in 4 quarters. Scores must be 25 points in all
sets in elimination. The score in championship must be 25 points in set 1-4 and in set 5
must be 15 points.
8. Racket games like badminton and Table Tennis shall have team events and individual
events.
9. BULPRISA shall abide by any directives coming from the Division Office regarding
athletic competition.
10. The uniform should have the following:
a. Basketball #’s 0 – 9 9 Volleyball 1 – 12 (Front and Back)
b. BULPRISA logo should be placed on the left side and school logo on the right side.
Surname of the player should be placed at the back of the jersey.
No BULPRISA logo, No play.
11. No games on Sunday and Holiday. All games must be played during school days only.
Games start at 7:00 AM and must end at 6:00 PM. Games must resume the following
school day. Maximum of two (2) games only.
12. Seedings/Pairing of teams will be done during the meeting of all coaches during the
scheduled meeting for this purpose.
13. The person in-charge of the games should always carry a copy of the athletic guidelines.
14. The different events in this sports competition and corresponding number of
athletes/players are shown in Table below:

C. PROTEST, PENALTIES AND SANCTIONS

1. Protest on eligibility must be filed before the start of the second game and must be addressed
to the Athletic Coordinator. Protest filed after prescribed period shall not affect the scheduled
games. However, the case shall be pursued accordingly after the meet.
2. Protests on technicalities arising from the games shall be resolved in the following manner:
2.1 The Tournament Manager concerned is empowered to conduct on-the-spot
investigation and decide immediately on any protest so as not to disrupt the progress
of the games.
2.2 If the protesting party is not satisfied with the decision of the Tournament Manager,
a formal protest signed by the coach concerned and the head of the delegation, may
be filled with Board of Appeals not later than 12 hours after the incident. The
decision of Board of Appeals shall be deemed final. The Board of Appeals shall be
composed of the grievance committee and Executive Athletic Chairperson
2.3 A bond of Php. 3,000.00 shall be required together with the formal complaint
attached with evidences.
3. The corresponding sanctions for violations of rules and regulations are as follows:
3.1 Eligibility Rules – Suspension or permanent disqualification of athletes, coaches
and officials who will be found guilty without prejudice to the filing of
administrative charges. All games wherein ineligible player competed shall be
forfeited. The decision of Board of Appeals is final.
3.2 Technical and Playing Rules – In the case of team sports, the game of the guilty
athlete / player or official involved will be forfeited in favor of the opposing
team(s). In the case of individual sports, the result will be nullified in favor of the
athlete who placed runner-up to the guilty athlete.
4. It should be noted by all concerned that undesirable behaviors exhibited by an athlete, coach,
official or spectator are punishable under the technical rules of the game and that such
behaviors which are deemed contrary to such rules shall merit the corresponding appropriate
sanctions. Such behaviors could include, but not limited, to roughness, use of indecent or

 profane languages and gestures, participation in a game while under the influence of alcoholic
drink and other boisterous and unsportsmanlike conduct contrary to the values being promoted
in the meet. Suspension or permanent disqualification from further participation in the games
shall be applied to the offenders, as the appropriate meet officials may deem proper.
5. If the school is found to be guilty of tolerating any irregularities and violation of BULPRISA
rules;
1st offense – a fine of Php 3,000.00 and the chance to participate in the particular
event will be forfeited.
2nd offense - a fine of Php 4,000.00 and suspension for 1 meet in the particular event
3rd offense - a fine of Php 5,000.00 and suspension for one year in all events.
6. A fine of Php.1,000.00 shall be imposed on a team or player who abandons a scheduled game
without valid reason.
7. All officiating and coaches shall observe the Code of Conduct and proper decorum anywhere
and anytime and must serve as model to the athletes/players.
8. Coaches have the right to file a protest on any game played by contested player, provided, that
the protesting party is equipped with sufficient evidence.

D. TECHNICAL RULES

1. The international rules and regulations of the different sports events shall govern the conduct of
the meet. However, international rules that were amended by “ground rules” shall be adopted to
suit local conditions. Ground rules supersede international rules.
2. Ground rules shall be agreed upon during the technical meeting presided by respective
Tournament Managers of different events. It must be signed by the coaches of the participating
teams and approved by Athletic Chairman.

REPUBLIC ACT NO. 10676

AN ACT PROTECTING THE AMATEUR NATURE OF STUDENT-ATHLETES IN THE

PHILIPPINES BY REGULATING THE RESIDENCY REQUIREMENT AND PROHIBITING
THE COMMERCIALIZATION OF STUDENT-ATHLETES

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. – This Act shall be known as the "Student-Athletes Protection Act".

Section 2. Declaration of Policy. – Article XIV, Section 1 of the 1987 Constitution recognizes the role
of the State to protect and promote the right of all the citizens to quality education at all levels, and to
take appropriate steps to make such education accessible to all. Further, Section 19(1) of the same
Article provides that the State shall promote physical education, sports programs and competitions
alongside training for international competitions to foster self-discipline, teamwork and excellence for
the attainment of a healthy and alert citizenry. Thus, the State shall recognize and uphold the rights of
student-athletes to further hone their skills and abilities in their respective fields of amateur sports
without neglecting their education and general well-being.

It is the intention of this Act to protect and promote the rights of the student-athlete, who is, first and
foremost, a student. To this end, the rights guaranteed by this Act and the obligations imposed on
schools and athletic associations and their officials, athletic directors, coaches, members of the
coaching staff, administrators, alumni, and representatives shall seek to ensure that the student-athlete
attains quality education while honing his/her skill and reaching his/her full potential as an athlete in an
amateur sports setting.

Section 3. Definition of Terms. – As used in this Act, the following terms shall be defined as follows:

(a) Athletic association refers to any public or private organization that is responsible for
governing inter-school athletic programs and competitions including, but not limited to, the
Private Schools Athletic Association (PRISAA), the University Athletic Association of the
Philippines (UAAP), the National College Athletic Association of the Philippines (NCAA), the
Women’s National Collegiate Athletic Association (WNCAA), the State Colleges and
Universities Athletic Association (SCUAA), the Cebu Schools Athletic Foundation, Inc.
(CESAFI), the National Capital Regional Athletic Association (NCRAA), the Association of

 Local Colleges and Universities Athletic Association (ALCUAA) and the National Athletic
Association of Schools, Colleges and Universities (NAASCU);

(b) School refers to an institution recognized by the State which undertakes educational
operations such as grade school, high school, college, university, or technical-vocational
education and training institution; and

(c) Student-athlete refers to a student currently enrolled in any school who is a member of any
of the school’s athletic teams or programs and who represents or has intentions of representing
the school in an inter-school athletic program or competition. The student-athlete must be
enrolled in at least a minimum full-time curricular program and must be in good standing to be
eligible to represent the school in an inter-school athletic program or competition.

Section 4. Residency of Student-Athletes. – Without prejudice to the respective rules of athletic

associations on student-athletes who are foreign imports, the following rules on residency shall be
applied:

(a) Residency requirement shall not be imposed on a student-athlete who is a high school
graduate enrolling in a college or university;

(b) Residency requirement shall likewise not be imposed on a high school student-athlete
transferring from one high school to another high school: Provided, That, to address the issue
of piracy, a maximum of one (1) year residency may be imposed by an athletic association on a
high school student-athlete who transfers from one member school to another;

(c) In the case of a tertiary student-athlete transferring from one college or university to
another, a maximum of one (1) year residency may be imposed by an athletic association
before a student-athlete could participate and represent a school in any athletic competition;
and

(d) The residency rules mentioned in paragraphs (a) and (b) of this section shall likewise apply
to a Filipino student-athlete from other countries enrolling in a school in the Philippines.

No school, or its representative, shall be authorized to perform the following acts on a student-athlete
on the sole reason of his/her transfer to another school:

(1) File an administrative charge for possible violation of school rules and regulations;

(2) Require the payment of tuition and other miscellaneous fees covered by the scholarship
granted, including monies given and the cash equivalent of non-monetary benefits received;

(3) Refuse to issue or delay the release of grades and school records, clearance, or transfer
eligibility;

(4) Give incomplete grades in subjects in which the student-athlete is exempted by virtue of
being a student-athlete; and

(5) Impose other forms of punishment.

Section 5. Benefits and Incentives. – Schools may grant a deserving student-athlete the following
benefits and incentives:

(a) Tuition and miscellaneous school fees including books and other learning materials;

(b) Full board and lodging;

(c) School and athletic uniforms including supplies, equipment and paraphernalia;

(d) A reasonable regular monthly living allowance, the amount of which shall he set and
standardized by the athletic association to which the school is affiliated with;

(e) Medical examinations and consultations, emergency medical services, life and medical
insurance and other reasonable and similar benefits that would further enhance the academic
and athletic performance of the student-athlete; and

(f) Other reasonable and similar benefits that would further enhance the student-athlete’s
academic and athletic performance.

Section 6. Commercialization of Student-Athletes – Schools shall not offer a student-athlete or the

immediate family members benefits or incentives beyond those enumerated under Section 5 of this Act
which are contrary to the nature of amateur sports and which may result in the commercialization of a
student-athlete.

Section 7. Authority of the Department of Education (DepED) and the Commission on Higher
Education (CHED). – The DepED in furtherance to its mandate to supervise all basic education
institutions, and the CHED with its mandate to supervise higher education institutions, are hereby
further authorized to regulate and oversee school athletic associations, and are tasked to ensure that the
rights of student-athletes are respected and protected. They are likewise authorized to handle
complaints against the school athletic associations, and schools. They may consult the Philippine
Sports Commission (PSC) for technical expertise, as may be needed.

Section 8. Prosecution of Action. –

(a) Who May File. – For purposes of this Act, a written complaint may be filed by a student-
athlete, his/her parents or guardians, member schools or their alumni, or any person or any
entity in behalf of a student-athlete who, or a school which, may be affected by any violation of
this Act.

(b) Who are Liable. – School officials, athletic directors, coaches, members of the coaching
staff, administrators, alumni, or representatives shall be liable for any violation of this Act.
Athletic associations or schools shall likewise be liable for knowingly permitting or failing to
prevent such violations, without prejudice to any direct liability by the aforementioned
individuals.

(c) Investigation. – Athletic associations may, motu propria or upon written complaint,
investigate violations of this Act and impose the appropriate penalties, such as suspending or
banning the student-athlete from playing and/or the school from participating in their respective

 leagues: Provided, That if the respondent is the athletic association, or if there is reason to
believe that the athletic association will not act upon the complaint, a written complaint may be
filed directly with the DepED or the CHED.

(d) Appeal. – Within fifteen (15) days upon receipt of the decision of the athletic association,
an appeal may be filed with the DepED or the CHED.

(e) Inaction or inhibition. – Within thirty (30) days from filing of the complaint, there being no
action from the athletic association, the student-athlete or his/her representative may directly
file a written complaint with the DepED or the CHED.

(f) Sanctions and penalties. – Upon notice and hearing, the DepED or the CHED may impose
the appropriate penalties under relevant laws, rules or regulations, including:

(1) On erring schools:

Any violation of the provisions of this Act shall be punishable by suspension from
participating in the athletic organization/s and/or a fine ranging from one hundred
thousand pesos (P100,000.00) to one million pesos (P1,000,000.00) depending on the
gravity of the offense; and

(2) On erring athletic associations:

Any violation of the provisions of this Act shall be punishable by a fine ranging from
one hundred thousand pesos (P100,000.00) to one million pesos (P1,000,000.00)
depending on the gravity of the offense.

The availment of remedies under this Act will not preclude the complainant from seeking
further recourse from the courts of law.

(g) Nothing in this section shall prevent any of the persons mentioned herein from filing for a
temporary restraining order or any other injunctive relief in court if there is no other plain,
speedy, and adequate remedy in the ordinary course of law.

Section 9. Implementing Rules and Regulations. – Within ninety (90) days from the approval of this
Act, the DepED and the CHED, in consultation with the PSC, shall promulgate the rules and
regulations implementing the provisions of this Act. The implementing rules and regulations issued
pursuant to this section shall take effect thirty (30) days after its publication in two (2) national
newspapers of general circulation.

Section 10. Implementing Agencies. – The DepED and the CHED shall implement the provisions of
this Act.

Section 11. Separability Clause. – If any provision of this Act is declared unconstitutional the
remainder of this Act or any provision not affected thereby shall remain in full force and effect.

Section 12. Repealing Clause. – Any law, presidential decree or issuance, executive order, letter of
instruction, administrative order, rule or regulation contrary to or inconsistent with the provisions of
this Act is hereby repealed, modified, or amended accordingly.

Section 13. Effectivity. – This Act shall take effect fifteen (15) days after its publication in the Official
Gazette or in a newspaper of general circulation.
