4.3 LSI Development
Turn-key Installation Description

• In Option 1, the state enters into a contractual relationship with a


maintenance contractor, i.e., APL/SAIC, who is responsible for
performing system installation & maintenance
• System installation & maintenance options include:

Issuing and evaluating a Request for Quote (RFQ) for system hardware

and software
– Procuring system hardware and software on the state’s behalf

W Turn-key– Providing initial installation, configuration, and system check-out


Installation

Providing hardware and software maintenance and help-desk support for a


contractually agreed upon period of time
– Providing a Legacy System Interface (LSI) development course

• Estimated cost range for installation & maintenance services,


depending on options, is $50K-100K/year
RFQ for CVIEW Hardware & Software

•A Request for Quote (RFQ) for CVIEW hardware and software will be issued to
two or more vendors based on the detailed CVIEW hardware and software
specification developed during the CVISN Prototype project
• The RFQ will specify that a TBD number of CVIEW systems will be procured for

states electing the CVIEW Turn-key Installation & Maintenance option; a


better pricing structure will be achieved with increased volume
• The RFQ will be evaluated based on cost, delivery schedule, and maintenance

contract options

• CVIEW Installation
hardware and software will be exclusively procured from the winning
vendor(s) for a one year period after which the RFQ will be re-competed
• Issuance of the RFQ and its evaluation will be the responsibility of JHU/APL

• CVIEW system hardware and software procurement will be the responsibility of

the Scientific Applications International Corporation (SAIC) under


subcontract to JHU/APL
CVIEW System Installation

• Provide States with a CVIEW Installation Kit. This kit will include:
- a detailed listing of system hardware and software components
- an installation guide for installing and configuring system hardware and software
- a communications guide detailing the communications methods supported by the
CVIEW system and recommendations regarding the establishment of
communications contracts with network service providers

•Install and configure the CVIEW system in the state and provide system
checkout support

CVIEW System Maintenance

• System maintenance options include:


Providing all hardware maintenance for a contractually agreed upon

period of time
– Providing all commercial-off-the-shelf (COTS) and CVIEW software

maintenance for a contractually agreed upon period of time


– Providing a help-desk service for a contractually agreed upon period of

time
– Providing a Legacy System Interface (LSI) development course to facilitate

W the creation and installation of LSI modules into the state’s CVIEW

State-based Installation Description

• In Option 2, a CVIEW Pilot State elects to perform all of the installation


and maintenance tasks specified in the CVIEW Turn-key
Installation option
• Option 2 is not recommended because it contains no provisions for

installation support, technical support, software maintenance,


software upgrades, etc.
• The state would be provided with the CVIEW Installation Kit

LSI Development Description

• A Legacy System Interface (LSI) is a collection of one or more custom-


developed modules that allows the CVIEW system to exchange
non-EDI formatted data with a specific state legacy system
• LSI’s are not required when data exchange is performed via the CVISN

• LSI development can be accomplished directly by the state’s

information systems staff or by out-sourcing the task to an


independent contractor, e.g. SAIC
