 An Issuance is generally termed as an

authorized source of written


communication sent from higher
offices/echelons to subordinates or down
the line.
 Issuances can be categorized as Orders,
Instructions, or Directives which set forth
objectives, programs and policies. In our
organization (PNP), these issuances
prescribed the procedures, methods and
systems affecting the organization.
Sometimes, the issuance is merely
informational, relevant to routinary
programs and operations.
 Patterned after the DILG, publications in
the police service are not just also limited
to MEMORANDUMS or MEMORANDA,
these are CIRCULARS, OFFICE ORDERS,
SPECIAL ORDERS, GENERAL ORDERS,
TRAINING DIRECTIVES, ETC.
 Circulars are administrative instructions
which are directory, advisory or informative
in nature, more or less permanent in
duration. They deal with subjects such as
delegation of authority to be known by field
personnel, implementing instructions or
regulations.

 This is commonly issued in the DILG.


Circulars are issued to the PNP and its
Directorates.
 This type of administrative issuance shall
contain administrative instructions which
are directory, advisory or informative in
nature, more or less general in application ,
permanent in duration and requiring
compliance by or observance from or
information of the personnel of the PNP and
the general public.
 They may prescribe certain rules,
requirements or procedures, or they merely
relay information for the guidance of those
concerned. They disseminate information
communication regarding rulings, laws or
regulation of common interest and opinion,
resolutions and decisions of higher offices.
The firearm ban is an example of this
category.
 More or less temporary in character,
Memorandum Circular (MC) deals with
subjects, such as explanations or
classifications of certain rules or
regulations which are to be complied with
or executed by the PNP personnel.
 Office Circulars cover administrative
instructions which are directory, advisory
or informative in nature, more or less
permanent in duration. They are
applicable to, or requiring compliance by,
or informing of a majority, or all personnel
in a particular PNP Directorate or Office,
not to those in the field.
 Office Orders are issuances for the
regulation of administrative matters in the
PNP National Headquarters, Regional,
Provincial, Metrodiscom and Stations.
Purely internal, Office Orders contain
administrative instructions which are
regulatory in character and requiring
definite compliance by personnel. They
usually cover subjects, such as personnel
conduct and other related matters.
 PNP Regulations are primary regulations
for the administration of the organization.
Any regulation should be based on the
issuance published by the NAPOLCOM and
it should be signed by the Chief, PNP
himself.
 The Training Directives in the PNP (or
DILG Training Orders) prescribed courses
for the individuals and /or training units.

 Specifics include time, scope and


frequency of opening of courses.
 This type refers to official PNP orders or
instructions sent in the form of a letter to
the personnel concerned. Assignments,
details, designations and other related
matters belong to this category.
 Special Orders are used to issue directives
affecting the status of individuals, such as
appointments, transfers, promotions,
reductions, relief from duty, separation
and leave of absence.
 Are used to issue administrative
instructions or directives which are more
or less permanent in duration and general
in application, such as establishment of
new policies, reorganization of existing
offices/units, and announcement of certain
rules and requirements affecting the
functions and duties of a large segment.
 The Letter Directive contains routine
directives by which subordinates
headquarters or offices are given
instructions, advice or information.

 This issuance is used when General Order,


Circular, or Regulation is inappropriate.
 This type is a routine directive to all
subordinates headquarters, units and
offices for the purpose of giving advice,
instructions or information over financial
transaction within the PNP organization.
 A SOP is a set of instructions regarding the
procedures to be followed on a routinary
basis as desired by the head of office. It set
down regular procedures to be followed in
the absence of instructions to the contrary.
Preparation and submission of reports,
maintenance of motor vehicles, and similar
movements/activities are reflected in the
SOPs.
 Popularly known as OPLAN, this written
vehicle may be effective immediately for
planning purposes or for specified
preparatory action for a particular
condition determined to exist and it
contains assumption.
 Shortened as OPORD, this OPORD carries
with it the obligation of immediate
execution at a specified time or date.
 The paragraphs starting with whereas are
the reason for adopting the Resolution.
These paragraphs end with semi-colons
and are followed by the resolution itself,
the action or actions.
 Other administrative issuance, excluding
handbooks, manuals as well as Memoranda
of limited application shall be numbered
consecutively by calendar years.
 The first two digits shall represent the last
two digits of the calendar year when the
issuance was prepared, and the number
after hyphen shall represent the serial
number of the specific issuance.
 The effective date of a PNP Regulation or of
changes thereto is the date appearing in the
heading unless a different date, either for the
regulations as a whole or for a change or for
some specific provisions is elsewhere
indicated therein. It shall have legal force
and effect of subordinate statute/law until
rescinded by proper authority.
 In case of conflict between provisions of
administrative regulations issued by order
of the Secretary of the DILG, those of the
later date will govern. All publications
specifically superseded by PNP
Regulations and changes thereto are
indicated by notes on the first page.
