Advocate for funding for Green


- An OPEN innitiative launched by solutions with priority given to clean

Objectives of Million Green Houses

Overall objective: Contribute to Green development in Vietnam


through promoting the shift to clean energy with the active engagement
of the community and bring about benefits to the community

Specific objectives:
1. Mobilize private funding and social resources for RE application and
Green solutions in households;
2. Communicate benefits of rooftop solar power and other green
solutions to communities;
3. Pilot and replicate solutions for green houses.
Rooftop Solar Power Component
Implementation plan (2018 – 2030)

8/2018-06/2019: Kick-off and Study


– Establish Multi-lateral Cooperation Alliance and develop cooperation program,
project
– Call for Vietnam to join the ISA
– Launch the pilot solar power portal (3/2019)
01/2019-12/2022: Pilot project and communication campaign
– At least 5 pilot projects and communication campaign
– Operation of the portal, expected to be launched on 20/3/2019
– Further support solar power projects in areas that do not have electricity
access or have electricity shortage
– Mobilize the funding and policies to promote solar power application in
project communities
01/2023-12/2030: Green House for everybody
– Digitalized map on green houses in Vietnam
– Further raise the funding and implement communication activities, support
the implementation

Proposal: policy support

• FiT for rooftop solar power should be higher than FiT for farm
solar power;
• All activities related to the solar power should be included in the
list of prioritized sectors, from solar farm, equipment
manufacturing to wholesale and retail;
• Develop Green standard for construction works that have the
rooftop solar power solution;
• Promote PV panel production sector for the local market;
Proposal: Loan package & funding source

The State should issue documents to promote banks to design loan


package for solar power sector
– Large loans: manufacturers
– Medium loans: rooftop solar project of the plants and large
buildings
– Small loans: households
The loan package includes:
– Favorable interest rate
– Grace period until when the system is put into operation
– Preferential equity rate (10-20%)
Funding sources
- EPF
- GG Fund
- Funds for science and technology development
Proposal on tax preference

Tax preference for small and medium power projects (below 1MW)
– Income tax exemption for the first 6 years (payback period)
– VAT refund for equipment and devices for rooftop solar power
projects

Tax preference for manufacturers


– Base on export rate and local content
– Ensure the quality of devices
Proposal to EVN

• EVN should have specific instructions on electricity testing


procedure, interconnection procedure for offices in localities
nation wide;
• Provide capacity building on rooftop solar power;
• Promote communication to households on rooftop solar power
program;
• Pilot the rooftop solar power system on the public buildings such
as office, hospital, school;
• Share data on households with rooftop solar power system nation
wide.
