Definition
That part of the administration of a state or national which mainly deals
with such matters as concern the inhabitants of particular place or
district, including those functions which the Central government may
consider desirable to be administered.

Muslim Period
 It began from 18th century.
 Country was divided into Sarkars, Deh, Mohalla and town
 Deh headed by Mir deh, Mohalla by Mir mohalla and city by Kotwal
 Qazi adjudicate the disputes and Muhtasib kept watch over public morals
Mughals period
 Mughal period was started from ( 1526 to 1857)
 Mughals were particularly urbans
 Worked on maintenance and beautification of towns and cities
British Period
 It started to spread in the southern and eastern part of India
 It was the same period that Anglo-Saxon system of local government was
being transplanted in America and Africa
 In Pakistan, the development of local councils followed by annexation of
the Punjab, Sindh and NWFP in the middle nineteenth century.
Functions of local government.
 Planning, development and maintenance of roads, bridges, street
lights and storm water drains
 Providing protection against stray animals and animal trespass, and
establishing cattle pounds
 Public Health (Hospitals, Rural Health Centers, Basic Health Units,
Family Welfare Clinics, Promotion of public health, Responsibility for
sanitations, removal, collection and disposal of Refuse, infection
diseases, registration of birth, deaths and marriages)
 Water supply and drainage
 Fire fighting service
 Civil Defense
 Slaughter House
 Streets (Permission of laying out street and proper
 Lightening of streets, Traffic Planning, Street Watering)
 Education (Adult / Primary)
 Trees, Parks, Gardens and Forests
 Culture (fairs and shows etc. Libraries, museum, exhibitions etc.)
 Widow and shelter houses and other institutions for the Social
Welfare (Welfare homes, asylums, orphanages,
 Relief of the distressed, Prevention of beggary, gambling,
 Taking of injurious drugs and consumption of alcoholic
 Liquor and other social services)
SOURCES OF INCOME OF LOCAL BODIES.
 Tax on the annual value of buildings and lands
 Tax on transfer of immovable property
 Fee for registration and certificates of birth and death,
 marriages and divorce
 Advertisements including bill board and hoarding
 Cinemas, dramatic and theatrical shows etc
 Vehicles (other than motor vehicle but including carts bicycles
and all kinds of boats)
 Tolls on roads, bridges and ferries
 Rate for the supply of water
 Schools fees in respect of schools established or maintained by
the Local Govt
 Fees for fairs, agricultural shows, industrial exhibition,
 tournaments and other public gatherings

Ayub era (27 oct, 1958- 25 March 1969)
 Ist time local election held on adult franchise and Non party
basis under the basic Democracies ordinance,1959.
Yahya khan era (25 March1969-20 Dec:1971) no election held
and official administrators govern local institution.
Zulfikar Ali bhutto president era (20dec:1971-13 august 1973)
and PM era (14 aug:1973-5 july 1977).Local government
ordinance,1972 was enacted in all the provinces of pakistan but
no election held and official administrators govern local
institution.
Fazal elahi president era(14aug:1973-16 sep: 1978) no election
held and official administrators govern local institution.
President Muhammad zia –ul –haq era (16 Sep:1978-17august
1988) , in sep 1979 2nd local election held on adult franchise
and non party basis system under local government ordinance ,
1979. and then second elections for the four term of local
council held in 1983,3rd election held in 1987 on the non party
basis.
Benazir bhutto era(2 dec:1988- 6 aug:1990), benazir bhutto
abolish the local gov: system and official administrator govern
the local system.
 Nawaz sharif era(6 nov:1990-18 july 1993) no election held.
 Banazair bhutto 2nd era(18 october 1993-5 nov:1996) no election
held.
 Nawaz sharif 2nd era(17 feb: 1997-12 oct 1999) no election held and
official adminstrator govern the local system.
 Musharaf era(20 june 2001-18 august 2008). New system of local
government was installed on august 14,2001,after holding of
elections.direct election on non party basis were held in five phases
for members of union councils, union nazim,and naib union nazim
during 31 December 2000 to july2001 successfully completed tenure
then election held on 2005 but 2009 election not held.
Asif zardari era(9 sep 2008-8 sep 2013) no election held and
official administrator govern the local system.
Nawaz sharif 3rd era(5 june 2013-28 july2017) implementing
the local government ordinances 2013 election held on
provinces.
 balochistan (dec: 7 , 2013 , dec: may 29,2014 and dec: 31
2014)
Sindh and punjab (october 31 ,2015 ,nov; 19,2015 and dec:
5,2015).
