DEFINE CFS?
A CFS(Container freight station) is an
extended port facility where the
containers meant for a nearby port are
stored to support and advance main
port goal in larger interest of the Nation.

Import container as delivered by Line


and Export cargo Carted from Cfs by
Container train or trailers as chosen by
the Customer and Stuffed in Containers
to be moved to port.

Clearance request is made by Custom


House Agent and after due clearance
from customs authorities,
Documentation formalities of the CFS is
completed, Import delivery is made and
Export movement to port is done.
NECESSITY OF CFS
Storage Charges(Ground Rent) at a port are very high, not
withstanding the volume of port business must go on and
on.

To avoid any congestion at a port and succeed in large


volume of EXIM .

Cargo carting and stuffing facilities as an extension of Port


is facilitated expeditiously.

Connectivity to a Hinterland by Rail, Road as an added


advantage.
IMPORT OPERATIONS
Steps Involved at Import
Operations:-
Receiving of En-block Movement from Shipping line.

Movement of Import loaded containers from Port to CFS.

Procedures undertaken at the admin counter, In-Gate, Out-


Gate and at the Port-Gate.

Compliance of Yard Procedures with all forms/ Documents.

Custom Examination and mandatory clearances.

Delivery of Import Containers with proper records.


Receiving of Documents:
Receive En Block Movement from the shipping line to move
the containers from port to CFS, i.e receive IGM and Advance
List from shipping line through in-mail for Custom Notified
Import Cargo.

Clearances done by the CHA after necessary shipping line


document and customs clearance document submitted to CFS
with the help of the EDI System on checking the list forwarded
by the CHA.
 Prepare Job order Sheet and after checking all documents if
are in proper order, delivery of container is allowed by CFS.
Movement of Import Containers:
Co ordinate with port authorities regarding movement of
containers.

Transporter places trailers in the port and brings the


containers to CFS.

Those containers selected for scanning must be scanned and


scanning proof must be sought.

Cross verify container description with job order and collect


EIR and Scanning Proof from the driver of the trailer.
Procedures at the Gates:
Physical check of the EIR, Seal, Container damage(If any)
is done.

Entry to be made in the system about all the particulars


and damage containers(If any).

Gate Security should verify the containers and


documents.

Retain a copy of the Gate Pass, the same should be


forwarded to the Import Executive by the surveyor for
record purpose.
Yard Procedures:
 Yard executives monitors and arranges to offload the
containers at their respective locations.

Proper stacking of containers is to be done.

Reefer containers must be offloaded at the reefer point


for plugging.

Hazardous cargo must be kept at the Hazardous area and


Special care must be taken in case of Hazardous cargo.
Custom’s Examination:
CHA approaches the delivery counter with necessary
documents and Bill of Entry.

If the documents are in correct order, seal cutting is given.

Import Executive should approve the request for seal


cutting.

CHA gets the examination of the cargo done by the customs.

After examination, custom gives the out of charge.


Delivering of Import Containers:
CHA brings the valid delivery order and customs out of charge.

The counter staff must duly verify everything and also check
whether CFS payments have been made or not.

Cash executive should collect the cash/cheque and issues a


cash receipt.

Import Executive should receive Tally Sheet from the surveyor


and re-verify the details/documents received, everything being
in order, then approval is granted for the cargo to be delivered.

Then the delivery gate pass is given. Gate Executive should


verify the gate pass for appropriate authorisation, then the
vehicle is allowed to go out.
EXPORT OPERATIONS
Steps Involved at Export
Operations:-
Cargo Carting.

Customs Examination.

Cargo Stuffing.

Movement of Export Containers to port.

Vessels Arrival at Port.


Cargo Carting
The CHA comes with Checklist copy for Carting request.

Export Warehouse Executive checks whether storage space is available


and whether cargo category is acceptable in warehouse.

If YES, then space is allotted for the export cargo to be stored.

Check whether any special care is to be taken for the cargo i.e. reefer,
hazardous , ODC etc.

The details of the checklist are updated in the CFS system. On EDI
system on checking CHA’s Check list for export EDI System generates a
7-Digit Shipping Bill Number reflected in subsequent documentation
and after payment of carting charges, Carting Job Order and Gate Pass
in duplicate are issued.

Cashier should ensure that payment has been done and issues a receipt.
CUSTOM’S EXAMINATION
After Carting, Warehouse Executive checks and monitors
stacking of cargo and damage if any during carting check
list and handling by gang labors, CHA approaches the
Customs for examination of his Cargo and gets his cargo
examined by the respective Custom Officer.

If it is cleared by the customs, Customs issues a Let


Export Order(LEO).

The cargo is now ready for stuffing.


CARGO-STUFFIING
The CHA hands over the LEO copy to forwarder and the forwarder
arranges for empty container for stuffing.

The Forwarder’s representative approaches Export Executive for


preparation of Stuffing Job Order.

On preparation of Stuffing Job Order, one copy is handed over to


Master Marine for placement of Container and Stuffing Tally and
another copy to labor supervisor for arrangement of
labor/equipment.

Subsequently, Tally is taken by the Surveyor while stuffing is in


progress.

After completion of stuffing, CLP- Container Load Plan is generated


and endorsed by the Custom Officer.
MOVEMENT OF EXPORT
CONTAINER:
 After stuffing is completed the container will be ready to leave for port.

Forwarder hands over the CLP along with Form-13 and CFS invoice to
the export executive for movement of containers to port.

Export Warehouse Executive updates the details in CFS system and


Movement Work Order is generated.

Movement Order, CLP and Form 13 is handed over to the Transporter


and the container is moved to Port.
VESSEL’s ETA AT PORT
When the particular vessel
gates are open at the port, the
export container is moved
from CFS to Port.

The transporter should arrange


for trailers and ensure safe
movement of the containers.

Sufficient trailers must be


arranged to see to it that there
is no delay in movement.

In the port it is stored in the


respective yard and on the
vessel’s arrival is loaded on it
for export.
