DBM-CCC-DILG JMC 2015-01 All local government units are required to tag and track all climate change expenditures in their Annual Investment Programs. DILG is designated as the primary monitoring body to ensure compliance of LGUs to the guidelines. Provinces, cities and municipalities shall: • Ensure that climate change is integrated in the budget call issued by LCE • Identify climate change expenditures in their AIP using CCE Typologies as guide • Tag identified CCE in their AIPs using the revised form • Accomplish and submit DILG and DBM the list of tagged climate change PPAs during the annual submission of budget proposals • Submit an e-copy of tagged AIP using the form and accomplished QAR to the CCC • Ensure the integration of CC PPAs in the LGU budget proposals of departments during the technical budget hearings of the Local Finance Committee and the LCE • Request CCC to create new typology for PPAs that do not qualify under the existing typologies CCET Compliance Monitoring will focus on the submission of the following required documents in MS Excel: • Approved CCE-Tagged AIP with AIP Brief on CC • Accomplished Quality Review and Assurance Tool DRR/CCA FPs shall: • Coordinate with the concerned LGUs for the submission of the earlier mentioned documents • Coordinate with C/MLGOOs for timely submission of the e-copies • Ensure that required documents submitted by LGUs are complete • Upload required documents into the assigned folders in CCET Compliance G-Drive • Update monitoring sheets in the G-Drive CCET Compliance Calendar Activity Period Covered Actor/s Collection of required NLT end of August C/MLGOOs docs from LGUs Submission of required NLT first week of C/MLGOOs docs from LGUs to September DRR/CCA FP Uploading of required NLT second week of DRR/CCA Prov’l docs to G-Drive September FP DRR/CCA Reg’l FP Updating of the CCET NLT second week of DRR/CCA Prov’l Compliance September FP Monitoring Sheets DRR/CCA Reg’l FP Uploading of Required documents • Each of the accomplished docs/forms must be a.)submitted in MS Excel Form and b.)uploaded to the relevant G-Drive Folders in the Regional CCET G-Drive • The files should be labelled using the format LGU Type_Region Code_Doc/Form Name_LGU Name Example: • P_R12_AIP_Cotabato • C_R12_QAR_Tacurong City, • M_R12_AIP_T’boli Uploading of Required documents • Click on the relevant folder and start uploading files by clicking New button on the upper left corner of GDrive Panel • Choose File Upload to select file to be uploaded • On the pop-up box, choose the file to be uploaded then click the Open button to start uploading • Once the upload is successful, a prompt will appear notifying the account use on the lower right corner of the Panel. Ensure that file is properly uploaded by double clicking the file. Updating the Compliance Monitoring Sheet • Double click on the Compliance Monitoring Sheet and refer to the information sheet • Click on the tab indicated for your area to start updating the status of submission for the required docs/forms • Under AIP, AIP Brief and QAR columns, choose Complete to indicate the status of submission and enter date of completion of the file uploading • Under the DBM and CCC columns, choose Submitted to indicate the status of compliance to JMC 2015-1 and enter the date of submission to named agencies • Every status update will be reflected in the monitoring cells within the sheet.
