NIRAPON Directives
&
Challenges in
Factory Safety Inspections & Training
1.NIRAPON vs ALLIANCE
● NIRAPON`s directives are to conduct following actions by employing QAF(Qualified Assessment Firms)s and
LTP(Local Training Provider)s by factories at its own expenses :
(i)Initial Safety inspection(for onboarding of new factory).
(ii)Reviewing of Design & Drawings before conducting of SMV (for any substantial changes as approved before
by ALLIANCE)
(iii)Safety Monitoring Visit(SMV).
(iv) Pre Final inspection for CAP closing named as PCCVV.
(v) Newly introduced Safety Management Training(SMS) & Worker Safety Training.

● Whereas ALLIANCE carried out following actions at its own cost at factories:
(i) Initial Safety inspection. (for onboarding of new factory)
(ii) Follow up inspections named as Remediation Verification Visit(RVV).
(iii) Final inspection for CAP closing named as PCCVV/CCVV.
(iv) Reviewing of design & drawings.
(v) Safety Training at factories.
(vi) Safety Monitoring Visit(SMV) after completion of 18 months from CCVV(already done at TISWL, SWDL
and TISL).
Note: Factories employed consultants /QAFs only to produce structural design/drawings, electrical(LPS, SLD)
and fire(FDS & FPS) at its own costs for review of ALLIANCE.
2.OBSERVATIONS
Safety Monitoring Visit(SMV):
1. QAF & LTP Engagement for SMV involves huge fund and time consuming:
a) Wasting of time for collection of offers from QAF’s and negotiations.
b) Fund for appointing QAFs for conducting SMV - Tk 75.6 Lac ($ 90,000)
c) Fund for reviewing of drawing and design & ELD preparation(new requirement)
by employing QAF. - TK 104.4 Lac ($ 124285)
d) Fund for appointing LTPs for training. - TK 67.5 Lac ($ 80,357)
Total Approx. Expenses for Hameem Group per year - Tk 2.47 Crore ($ 2,98,162)
e) Services of LTPs and QAFs:
(i)LTP-1 will provide the necessary training on BFST(Basic Fire Safety Training), SGBFST, SC & SMS.
Note: LTP-1 will create only trainers of the factories and onsite & offsite visits as a part of capacity building.
(ii)LTP-2 will be involved for training assessment during SMV.
(iii)QAF- will do Fire, Structural & Electrical assessment during SMV.
Each of the factories must have sufficient trainers to train 100% workers. The trainer requirement of the
factories are according to factory strength.
f) Assessment ratings of SMV are as below:
i) Satisfactory : Next SMV after 18 Month
ii)Satisfactory with Comments : Next SMV after 12 Month
iii)Action required : Next SMV after 6 Month
If Factory result become “Action required” then the above cost will be per six month.
2. According to NIRAPON`s new requirement factory has to make the Electrical Layout Diagram (ELD) of
electrical system by NIRAPON vetted QAFs which involve fund and appointment of QAF’s.

3. Safety Management System training for each factory includes following:


i) Production Head
ii) Compliance Head
iii) Maintenance Head
iv) Safety Head
The above persons in turn will provide training to all the employees of the factory as trainer. These four
persons remain so busy and it will be very difficult for them to act as a trainer to complete training of work
force. Moreover this is a new training which was not included in ALLIANCE or ACCORD.

60 Day Safety Monitoring Process and Report Submission to NIRAPON:

4. Procedure to complete the check list for 60 days safety monitoring process has been introduced by
NIRAPON. Ha-Meem’s factories are submitting video graphic & pictorial evidences with documents which
involves more man power but it works good to keep continuing the factory sustainable in safety aspects.
Initial Inspection in New Factory or Expansion of Existing Factory: Employment of NIRAPON vetted QAFs
are required.
5. To conduct Initial Inspection in any factory or expansion of existing factory, it has to be conducted through
brands but not directly through NIRAPON though initially the decision of NIRAPON was there that NIRAPON
will conduct inspection without sponsorship of any brand.

ALLIANCE CCVV Completed Factories Shared with ACCORD: No requirement of SMV.

6. CCVV completed ALLIANCE factories shared with ACCORD, are still under Follow-up Inspection(FUiN)s in
structural, electrical & fire and ensure sustainability in safety aspect, need not to conduct SMV by NIRAPON.

Letter of Recognition Received ACCORD Factories shared with ALLIANCE: No further inspection of
NIRAPON shall be conducted for onboarding of NIRAPON brands.
7. Factories having” Letter of Recognition” from ACCORD for completing Non Compliance(NC)s in Structural,
Electrical and Fire Safety and if the factory wants for business sourcing of NIRAPON buyers for this factory,
should not be going for conducting any Safety Inspection, SMV or PCCV/CCVV for this factory under
NIRAPON. In other way NIRAPON should accept the remediation completion certification ”Letter of
Recognition” of ACCORD.
Cost Involvement for Employment of QAFs / LTPs at Factories under Ha-Meem Group:

RECOMMENDATIONS & CONCLUSION
1. RSC will start its functioning at the end of the current year in coordination & collaboration with BGMEA as
per MOU with ACCORD. Likewise NIRAPON may also be inducted in RSC absorbing its entity.
2. All brands of ACCORD, NIRAPON or EX-ALLIANCE should have been worked with RSC as Safety Standards of
both organizations as made in the year 1913/revised in Aug-14 is nearly same.
3. RSC should play its roll as only one safety monitoring organization for RMGs of Bangladesh to keep same
safety standard and compliance.
4. SMV after CCVV can be conducted by RSC or Lead Brand which will reduce expenses at factory end &
wastage of time for QAF selection.
5. Drawing/design review can be done by RSC for acceptance by all brands as it was done before by ALLIANCE
and presently is done by ACCORD for European Brands.
6. For a little change in layout of building/electrical system/fire hydrant system/fire alarm system the review
of the drawing may be allowed and finalized by the factory engineer who has the IEB membership.
7. Workers safety training can be done by RSC/Lead Brand as it was done before by ALLIANCE.
8. CCVV completed ALLIANCE factories shared with ACCORD are still under follow-up inspection on structural,
electrical & fire safety basing on ALLIANCE’s initial safety inspection reports and CAPs, may be omitted for
conducting SMV by NIRAPON.
9. Recent less cost of products and less POs as offered by buyers has led to factories in monetary constraints
to run factory operations adding to expenses required for conducting of SMV, Initial Safety Inspection, Review
of Drawings, PCCVV will be a great burden and strongly suggested to conduct these actions by NIRAPON/RSC
without any expenses of factories as done before by ALLIANCE.
