“An act to enhance the mobility of
disabled persons by requiring
certain buildings, institutions,
establishments and public utilities to
install facilities and other devices.“
PURPOSE
Provide minimum
requirements and
standards to make
buildings, facilities and
utilities for public use
accessible to disabled
person.
Categories of Disabled Persons:

Confinement to wheelchairs
Requiring use of braces, crutches and
artificial supports
Impairment of hearing or sight
Condition of aging
Acquired or congenital mental
impairments
Outside and Around Buildings

PARKINGS
•Parking spaces for the disabled should allow enough space for a person to transfer to a
wheelchair from a vehicle.
•Should be located as close as possible to building entrances or to accessible entrances.
•Should have minimum width of 3.70 m
DROPPED CURB
• Changes in level at walkways should be effected by slight ramps and dropped curbs.
• Dropped curbs should be provided at pedestrian crossings and at the end of footpaths of a
private street or access road.
• 0.90 m min. width or same width as crossing
• The lowest point of a dropped curb should not exceed 25 mm height above the road or gutter.
RAMPS
• Ramp shall have a minimum clear width of a 1.20m
• The length should not exceed 6.00m. if the gradient is 1:12.
• Level area not less than 1.80m, provided at the top and bottom of any ramp.
• Handrails will be provided on both sides of the ramp
• Shall be equipped with curbs on both sides with a min. height of 0.10m.
Inside Buildings and Structures

SWITCHES
• Manual switches shall be positioned within 1.20m to 1.30m above the floor.
• Manual switches should be located no further than 0.20 from the latch side of the door.
WASHROOMS AND TOILET
• Accessible public washrooms and toilets shall permit easy passage to the disabled person.
• Water closet stalls shall have a min. area of 1.70 x 1.80mts.
• A turning space of 2.25 sq. m with a minimum dimension of 1.50m for wheelchairs.
• Shall have accessories reachable by a person in a wheelchair. e.g. mirrors,towel, paper
dispensers etc.
• Signage to aid visually impaired persons to readily determine whether a washroom is for men
or women.
