REDUCTION MANAGEMENT IN THE MUNICIPALITY OF MALITA IN TIMES OF CALAMITY CHAPTER I THE PROBLEM AND ITS BACKGROUND Introduction
In the context of the changing climate relative to
the development and industrialization of countries in the global spectrum, humanity is challenged by nature that fights back through calamities. Since then, people found little and slow measures to mitigate or lessen the effects of unexpected disasters as such, countries frequently visited by natural calamities have become vulnerable to severe damage of properties and a number of casualties. Globally, hazards are increasing in both frequency and intensity. The number of people affected by natural hazards is increasing and has already averaged 231 million people annually, according to the Emergency Events Database (EM-DAT, 2012). Flooding is considered one of the most serious and widespread natural hazards due to its devastating effects that endanger lives and cause property damage in the affected areas. Human activities such as urbanization and growth of settlements and assets in flooding areas likewise contribute to the increasing impacts of floods (Danumah et al., 2016). In the Philippines, the occurrence of natural hazards and disasters is frequent due to the physical environment of the country, which faces Pacific Ocean where catastrophic typhoons originate; furthermore, the Philippines is located in a part the pacific ring of fire. The Philippines is vulnerable to typhoons, floods, earthquakes, storm surges, and tsunamis (Gurenko & Lester, 2004). The researchers believe that by choosing the municipality of Malita, Davao Occidental as the locale of the study, it may ameliorate the disaster preparedness of the focused community and other barangays. Furthermore, choosing Malita may also encourage other researchers in choosing research locales which are not given much attention and thus improve their disaster preparedness, vulnerability, plan, and disaster response. This study aims to assess the capacity of
Municipality of Malita Disaster Risk Reduction Management based on the framework, or guidelines and standards set by the National Disaster Risk Reduction and Management Council.
Specifically, this sought to answer the following
questions: 1. What is the level of satisfaction of the respondents on the performance of Municipality of Malita Disaster Risk Reduction and Management in implementation of their programs and projects on the following areas: 1.1 Prevention and Mitigation; 1.2 Preparedness; 1.3 Response; and 1.4 Recovery and Rehabilitation
