Road Maintenance – periodic and routine
Periodic maintenance
• Repair of minor damage before it becomes major and blocks the road
• Examples – repairing broken drains, regravelling
• Unpredictable
• Need materials and equipment
• Paid by measuring the completed work
• Best done by contractors with transport and cash

Routine maintenance
• Cleaning of the road to keep it in good condition and prevent minor
damage
• Examples – cleaning drains, cutting vegetation, small landslides
• Predictable
• Need hand tools and labour
• Paid by a monthly fee for good performance
• Best done by workers from the local community – Community
Maintenance Groups

Routine Maintenance

Routine Maintenance work is done by:


 CMG(leader & members) from the communities
 Selection of CMG is from communities in coordination with local authorities.
 Criteria for selection CMGs are –
 Preference should be given to poor households, households with more dependants and indi
viduals who are interested in construction
 No more than two people from each household should be recruited
 Choose people from different age groups
 Rotations are allowable, but should not be less than 6 weeks
 Women – 5 0%
 People with disability – 2%

 Task rate is 1 KM per month per CMG


Dry season – 10 to 12 days work
Wet season – 23 – 25 days work
• Payment Based on performance - In month end will be inspection to check maintenance w
ork.

Community Maintenance Groups – CMGs
• Typically based on Sukos, supported by the Suko Chief

• Typically 4-6 km long

• Work is predictable and can be planned by the CMG for each month

• CMG has a leader and members – the leader also does the work

• Typically 1 worker for 1 kilometre during wet season

• CMG signs an agreement with the contractor

• CMG gets handtools

• CMG gets safety equipment, first aid kits, drinking water

• CMG gets accident insurance, like all other workers

• CMG gets training during mobilisation

• Large and unpredictable work – large landslides – are paid extra

Road maintenance work:

• Inspection and removal of obstacles in drain/culvert/road surface


• Grass cutting and bush clearing with in 1 to 2 m from road edge
• Clean culverts + inlets and outlets
• Clear debris from bridge
• Clean mitre drains
• Clean side drains and lined drains
• Repair scour checks
• Side-slope repair
• Shoulder repair
• Patch potholes
• Fill ruts in carriageway with supplied gravel
• Reshape carriageway to camber
• Bio-Engineering maintenance

Payment to CMGs

Task rate is 1 KM per month per CMG, Example;


Dry season – 10 to 12 days work(say 12 days, then 12X$7 = $84 will be pai
d)
Wet season – 23 – 25 days work(say 23 days, then 23X$7 = $161 will be pa
id)

Payment is Based on performance - In month end will be inspection to ch


eck maintenance work.

Every month end, there will be joint site inspection by MPW, R4D, local auth
ority and contractor along with CMG leader to verify work done. If some se
ctions are not maintained/cleared as per R4D standard, then payment will
be deducted.
