R4D is the Government of Timor-Leste’s leading
programme in the rural roads sector

Goal: Women and Men in rural Timor – Leste are deriving social and economi
c benefits from improved rural road access.

 R4D started in 2012.

 Government of Timor-Leste finances the road works (since 2013)

 Government of Australia provides funding support for Technical Assistance and Capacity Buildi
ng (for Contractors and for Staff of Ministry of Public Works)

 International Labour Organization (ILO) provides Technical Assistance(TA) to government offici


als and contractors.

 ILO TA is focusing on capacity development and MPW is in-charge of implementation of rural ro


ad works.

 By March 2019, 550 km of rural roads rehabilitated and maintained

 In 2019 MPW/R4D received 15.9 million in 2019 budget.

 R4D scheduled contract cycle: about 1 year.
