1.1 BACKGROUND
The purpose of this report is to summarize all the project activities that were taken during the
implementation stages of Simunye Indoor Sport and Community Centre (Indoor Exercise),
Simunye forms part of Rand West City Local Municipality, Gauteng Province.
Simunye Indoor Sport and Community Centre (Indoor Exercise) is an existing gymnasium which
comprises of exercise facilities. The project objective to extend the facility as far as the client
scope of works is concerned.
Morad Consulting Engineers were appointed by Rand West City Local Municipality on the 5 May
2015 to execute full professional services for the construction of Simunye Indoor Sport and
Community Center(Indoor Exercise) and the services offered by Morad consulting included
planning and design of Architectural, Structural and Civil related works.
1.3 LOCALITY
Simunye is situated in the versenity of Rand West City Local Municipality. It is situated about
50km from west of Johannesburg and is serviced by a number of major roads, including the N12
from Johannesburg to Cape Town and the R28 (the main road which goes thought Randfontein
and).
The purpose of a project close out section is to detail formal acceptance and an orderly process
for ending the project and handing it off to the Client.

3 SCOPE OF WORK
The following are the professional services which were rendered by Morad Consulting.

The purpose of the investigation was to determine the nature of the material and class of
dolomite in the area. This was an important aspect of the investigation as it would assist the
Structural Engineer to decide on the type of footing required and also the type of pipes to be
used for civil works.

4 DESIGN PRINCIPLES
A detailed site investigation was done during the period of October/ December 2015. A copy of
the report has been made available and attached on the close-out report.
The investigation results showed that the soil material on site was a G7 and according to
THR14 the material cannot be used for platform layers. It was also found that the site has high
potential expansive soils and no signs of shallow water tables. Final conclusion shows that the
dolomite class for the site is class 4. The site can be used for the proposed development, and a
foundation design of 5m sinkhole was designed for.
In preparing the site material, the site had to be ripped by 300mm after the existing buildings
were demolished and the platform layers had to be compacted in layers of 150mm to a
minimum of 93%ModAshtoo. In order to reach the required platform levels G6 material was
imported from a local source and was also laid in layers of 150mm and compacted as
mentioned above.
4.3.1 Foundations
The foundation choice for this site was not merely determined by the load bearing due to walls
and weight of the bricks. The most important factor was the settlement of the soil and whether
the foundation will be able to handle this settlement. Two foundation types were considered,
namely reinforced strip foundation and reinforced raft foundation.
Due to the soil conditions which were dolomite, strip foundation was found to be the risky
option, as when settlement occurs the rate will not be the same and structural cracks would
occur even causing building to collapse. So we had to consider a foundation that would allow
the building to move simultaneously during cases of settlement. Raft foundation is a reinforced
concrete slab that would allow the required movement. We used a 600mm deep edge beams
and 150 surface bed thickness; this was based on the dolomite class on the site.
4.3.2 Roofs
The steel roofs were designed and constructed to match the existing structure which consisted
of 254x105x45kg/m Steel Rafters and a series of 90x90x6 kg/m lipped channels for purlins and
structural connections.
The concrete roof is an only contains 25% coverage of the entire building and is a block and
lintol 170mm thick slab.

PROJECT RELATION
Client Relations
The professional team and the client were consistently kept abreast of all
developments on site. Information was often requested before Steering site
meetings.
Relations between both the clients and professional team remained healthy
throughout this very difficult project despite the various setbacks.
Team relations
Morad consulting was appointed to perform the role of principle agent [PA].
The PA executed their role as appointed and carried out their duties with due care and
diligence. The PA administered the contract from inception to completion, duly making
recommendations on variation orders, extension of time claims, approving payment
certificates and issuing the relevant completion certificates as required by the contract.
The Contractor
Kgatha Trading were appointed as the contractor on the project. The contractor was
lacking in terms of procuring materials which were on the critical path which led to the
delay of the project completion.
Morad carried out their duties of civil and structural engineer with due care and
diligence. Morad delivered beyond the scope of services of their appointment,
assisting the contractor with design queries and resolving issues directly with the
contractor. Drawings and specifications were delivered timorously and under pressure
so as to meet the information required deadlines.

Morad consulting was appointed for geotechnical studies but due availability of the
geotechnical report which was carried out by VGI, the required geotechnical
information was adopted from that report.

Finding:
The contractor had delayed the project by four months as he could not supply and
install the steel roof timeously which was the major item on the project. The steel roof
has held back works such as painting, flooring, tilling, air-conditioning and electrical
works.
Feasibility Studies
The project entailed the extension of the existing facility which needed to match
altogether and all the feasibility studies were carried out during the first phase of the
project. Morad obtained all the information available from the previous consultant
through the municipality.
The EIA was not applicable to our scope of work as it is an existing facility and had
been carried out in the first phase of the project.
Topographical survey
These studies are foundational to any project and should have been conducted prior
to commencement.

QUALITY ASSURANCE
The contractor had supplied the site instruction book and was regularly utilised by
Morad to give site instructions.
The contractor had also provided all the necessary test results pertaining to a specific
task such as the compaction test results to verify the stability of the ground, concrete
cube test results to verify the strength of concrete.
Shop drawings for the steel roof were submitted by the contractor in order for Morad to
evaluate prefabricated elements and connections prior to commencement.
Site inspections were held during the construction of the project by Morad to ensure
that the contractor is compliant in aspect of the project.
A resident engineer was present on the project and regularly signed the site diary to
record daily activities.
DELAYS EXPERIENCED
One major delay on the project was that the contractor failed to procure the steel roof
timeously and it had delayed the project with 3 months and other items which were
held back by this item.
