WHAT IS DEVELOPMENT CONTROL
REGULATION?
 Legal document that supports the aims of the
Urban Development Plan.

 Jurisdiction includes the areas covered under


structure plan or its LAP.

 Contains definition of precincts, permissible


uses, special conditions and restrictions.

 Explains procedures for building permit,


inspections and occupancy
WHAT IS CONSTRUCTION/BUILDING PERMIT?
 Means a valid permission, or authorization, in
writing by the ‘Implementing Authority’ to carry out
development, issued to a legally empowered
developer, with due regard to the prevailing Act /
Regulations in force at the time of issue.
WHY IS CONSTRUCTION/BUILDING PERMIT
REQUIRED?
 Building permits allow municipality to protect the
interests of both individuals and the community as
a whole.
 To ensure the proposed building meets health and
safety standards, fire, accessibility and resource
conservation, structural integrity
 Zoning by-laws are maintained
 Other applicable legislation
 To ensure that the plans for construction comply
with the local area's land use and construction
standards.
When do you require permit?
 New building /house construction.
 Renovations/ repairs/remodelling.
 Extension/additions.
 Excavate or construct a foundation.
 Boundary wall construction.
 Building colour.
 Construct a seasonal building.
 Change of building use

2.5. PROCESS FOR BUILDING DRAWING APPROVAL

note sheet by Executive Secretary. Upload
approved note sheet in system and Submit online.
Enter built-up area details and building use details
in Asset Revenue Management System(ARMS)
and submit.

and accord approval. Upload approval in system and submit
Generate demand for scrutiny fees in ARMS and print. Head, DRD
Submit 1 complete set of drawings with approval letter and
demand of scrutiny fees to CSO.

1 complete sets of drawings with approval letter and demand
of scrutiny fees.
Call applicant and submit 1 complete set of drawing after
CSO
payment of scrutiny fees is made.

Taxation
OCCUPANCY:
 Obtain occupancy certificate prior to occupancy or
use of development so completed.

 Endorsed completion report in the prescribed form.

 Two sets of ‘as built’ drawings endorsed by the


Architect / Engineer ( for deviation).

 Progress certificate endorsed by building inspector.

 Permanent service connection to be given by the


respective agencies after occupancy certificate
only.
