BASIC EDUCATION ENROLMENT POLICY
Early Registration :

When: January 27, 2018 to February 23, 2018

Who: Kindergarten, Grades 1, 7 and 11 only

Why:
a) To ensure all new entrants for Kindergarten,
Grades 1, 7 and 11;

b) To locate, identify and register Out of School Children and Out of


School Youth in the community based on their characteristics.

EARLY REGISTRATION FOR KINDER AND GRADES 1, 7, AND GRADE 11
The LIS module for Early Registration of Kinder, Grade 7, and Grade 11 learners (DO 6, s. 2017) is now open.
HOW TO USE THE EARLY REGISTRATION MODULE
1. Log in using your School Head/Admin account. (Advisers CANNOT use the Early Registration module.)
2. Upon accessing the LIS, you will be presented with the Early Registration page.
3. When you are ready to enter your Early Registration Data, enter the number of male and female learners; otherwise,
click other modules to continue using the LIS.
3a. Elementary school profiles will allow you to enter data for Kinder and Grade 1.
3b. Secondary school profiles will allow you to enter data for Grade 7.
3c. If your secondary school has SHS, you will have to enter data according to track; the total number of learners will
adjust based on data entered.
4. When ready to submit your Early Registration data, click Submit.
REMINDERS:
1. Note that you can still use other LIS facilities and input your Early Registration data later.
2. You can still edit your Early Registration data as long as the facility is open.
3. The facility opens on 28 January 2018 and closes on 23 February 2018.
4. Any number entered on this facility after it closes shall be considered as the school's official count for Early
Registration.

1. Learners shall fill out the Basic Education Enrollment Form (Annex 2);

2. Submit their Birth certificate;(PSA or Local Civil Registrar or Barangay


Certification);

3. Pertinent information from these documents shall be encoded in the LIS to


create learners’ profile;

4. Tagged learners as PRE-REGISTERED LEARNERS;

Note: LRN will only be issued on the FIRST DATE of Attendance.


• Grades 1, 7 and 11 learners with LRN shall be tagged as PRE-REGISTERD but will still need to update their
information by filling out the ANNEX 2: Basic Enrolment Form.

• During Early registration, learners aged 6-12 who shall be enrolling in basic education for the FIRST time shall
be enrolled in appropriate grade levels on basis of the following:

1. Completion of Kindergarten Catch –Up Education Program :


> Learner shall be enrolled in Grade 1

2. PEPT Result
> Learner shall be enrolled in the appropriate grade level based on the PEPT Result

* Learners aged 13 and above who shall be enrolling in basic education for the FIRST TIME, shall be advised
to undergo ALS PROGRAM;

In the ABSENCE of PSA Birth Certificate:
 The parent or guardian must submit a:

* Birth Certificate from the local civil registrar; or


* Barangay certification containing the BASIC INFORMATION of the child such as:

1. Name of the child (first name, middle name, last name)


2. Name of parents
3. Date of birth
4. Sex

 If documents mentioned above are not submitted by the end of Early Registration ( February 23, 2018, learners will be
given until August 31, 2018 only to submit the requirements.

 Birth certificate shall be an attachment to SF10 or formerly Form 137.


1. SF 9 ( FORMERLY FORM 138); or
2. A letter certifying the last grade level the learner completed signed
by the school registrar. ( DO 54, s. 2016 Guidelines on the request
and transfer of learner’s school records.

All public school officials, SDOs and R0s together with the local officials shall ensure that the pre-
registered learners shall report to public schools on the FIRST DAY of classes.

 A week before the opening of classes, school shall post the respective classes/section assignment of learners.

 Learners who are not pre-registered must proceed to the enrolment desk located in the principal’s office,
guidance office or any designated strategic location in school for enrolment and subsequent placement in a
specific section.

 Class advisers shall take note of the learners’ FIRST DATE OF ATTENDANCE.

 Only learners with first date of attendance and complete documentary requirements shall be considered officially
enrolled.

 Section assignments and date of first date of attendance shall be finalized through LIS.
• Transferees from public or private schools in the Philippines who failed to submit the SF 9 during early registration or
upon enrolment shall only be TEMPORARILY enrolled until the submission of required documents on or before
August 31, of the current SY.

• They shall be required to submit the ANNEX 3: AFFIDAVIT OF UNDERTAKING signed by the parent/ guardian in
order to be temporarily enrolled.

• For temporarily enrolled learners, the receiving school shall issue a TEMPORARY PROGRESS REPORT CARD
( ANNEX 4) signed by the class adviser for the parents/guardians to monitor the progress of his/her child.

• The TEMPORARY PROGRESS REPORT CARD (ANNEX 4) is inadmissible for transfer and enrolment purposes
and is only issued for progress monitoring.

• Upon complete submission of the requirements, the learner shall ne tagged as OFFICIALLY ENROLLED in the LIS.

• Otherwise , the learner retains the temporarily enrolled status.


 Temporarily enrolled learners:

* cannot be officially promoted to a higher grade level;

* cannot officially graduate from the school;

* will not be recognized should he/she attain the qualifying average and other
criteria for academic honors ;

* the receiving school shall not release official documents such as SF9, SF10,
Certificate of Completion, Diploma, etc.
• A school may accept late enrollees provided that the learner will be able to meet 80% of the
prescribed number of school days for each SY and the quarterly requirement to pass the grade level
as governed by the latest existing applicable DepEd issuance.

If the learner cannot meet the required number of school days and the quarterly requirement, the school
head may exercise his/her discretion to accept the enrollee and implement CATCH-UP ACTIVITIES or
INTERVENTIONS under acceptable circumstances.
• Learners may move in / out from one school to another school anytime during the SY for valid reasons such
as, but not limited to, family migration and disasters, among others.

• Learners moving in or out from school in the Philippines shall submit the latest SF9.

• Receiving school shall coordinate with the originating school to verify the grade level and last quarterly grade
of the learner.

• Failure to submit the required documents upon moving in shall be considered TEMPORARILY ENROLLED.

• Learners who transferred to ALS shall not be considered school leavers. The adviser will make the necessary
notations on the learners’ SF1, signifying transfer to ALS program. The effective date of transfer, the ALS
program being attended and the name of the ALS facilitator should be indicated.
* No fees shall be collected during enrolment.

* Non-payment of voluntary contributions shall not prohibit enrolment of learners.

* Collection of authorized voluntary contribution should not be done during the


schedule of release of financial assistance for CCT or 4 Ps subsidy.
SCHOOL HEADS shall encode the enrolment data on the first day of attendance up to the last
school day of the opening month of the SY under the QUICK COUNT module.
The SGOD of SDO will conduct monitoring, provide TA and
gather issues, best practices and feedback to ensure that School
Heads comply with the provisions of this Policy.
