develop your digital proficiency;
2. Explain the proficiencies that form the digital literacy; and
3. Adopt and apply all the best practices and expectations
highlighted in each of the proficiencies.
What is Digital Literacy
• “Ability to understand and use information in
multiple formats from a wide range of sources
when it is presented via computers” (Paul
Gilster, 1997).
• “The ability to find, evaluate, utilize, share and
create content using information technologies
and the internet” (Cornell University)

4.1 ICT Literacy
• “Using digital technology, communication
tools and/or networks to access, manage,
integrate, evaluate and create information in
order to function in a knowledge society”
(International ICT Literacy Panel, 2007)
4.1 ICT Literacy
There are FIVE components:
• Access – knowing about and knowing how to retrieve and/or
collect information
• Manage – applying an existing organizational or classification
scheme
• Integrate – interpreting and representing information. This
may involve comparing, summarizing and contrasting.
• Evaluate – making judgments about the quality, usefulness,
relevance or efficiency of information.
• Create – generating information by adapting, designing,
applying, inventing or even authoring information.

The THREE proficiencies are explained below:
1. Cognitive Proficiency – skills such as problem
solving and numeracy
2. Technical Proficiency – basic knowledge of
hardware, networks, etc
3. ICT Proficiency – having bot cognitive and
technical skills to maximize the capabilities of
technology.
4.2 Information Literacy
• “Information” is the result of data that has
been given a meaning.
• Information can have different meanings in
different scopes.
• Information can be in different forms – codes,
colors, images, etc.

FIVE main action components of information literacy:
1. Identify – determine the extent of information
needed
2. Find – find relevant sources
3. Evaluate – evaluate the info and the sources
4. Apply – use the information effectively in order to
accomplish the tasks
5. Acknowledge – use information ethically and
legally and acknowledge the sources.
4.3 Technology-enhanced Learning
• The term Technology-Enhanced Learning (TEL)
or also known as digital learning is used to
describe the application of information and
communication technologies in teaching and
learning environments.

• The use of technology can add value by enabling:
Becoming an effective OUM learner
• Participate in digital learning
• Use digital resources
• Use the online forum
• Use tools to plan
• Record learning outcomes
• Use tools to take notes
• Do self-assessment
• Download/submit assignment online
• Participate in live forum
• Manage your own learning time
• Work collaboratively with your other learner
• Share knowledge
4.4 Media Literacy
• Provides a framework to access, analyze,
evaluate, create and participate with
messages in a variety of forms – print to video
to the internet.

Media literacy helps in:
• Promoting critical thinking
• Understanding how media content affects culture and
society
• Identifying communication strategies
• Recognition of the purpose of the creator of the
media content
• Recognition of misinformation and manipulation; and
• Creating and sharing your own media content
