LEGAL ACTIVITY OF PARTIES
 In Azerbaijan the underground national
parties began to act openly:
 Musavat – led by M.E.Rasulzade
 March 1917 – in Ganja Turkic
Federalist Party was formed – Nasib
bey Yusifbeyli–
 June 1917 - Turkic Federalist Party
and Musavat united and there was
established Democratic Party of
Turkic Federalists
 Adalat Party and Birlik Party, which
broke away from Hummet party
THE NATIONAL LIBERATION MOVEMENT
DEVELOPED IN 3 MAIN DIRECTIONS:
1. Against the colonial policy and
the policy of discrimination
pursued by the Provisional
Government against Azerbaijani
Turks in the South Caucasus

2. Against the Baku Soviet of


Workers Deputies (Baku
Council) which activities were
against the national interests of
the Azerbaijani nation

3. Against the massacre qırğın,


резня, committed by armenians
on the eve of the empire’s
collapse

THE ISSUE OF AUTONOMOUS FEDERATION

April 15-20, 1917 – Congress of the Caucasian Muslims in


Baku:

 Turkic Federalist party and Musavat maintained an idea


about transformation of Russia into Federation of
autonomous territories

 The idea of national-territorial autonomy for Turko-


Muslim peoples in the Russian Republic was firstly
declared and confirmed in the Congress of Russian
Muslims on May 1 in Moscow.
ESTABLISHMENT OF SOVIET POWER IN BAKU
 November 2, 1917 – establishment of
Soviet power in Baku. S.Shaumyan
was appointed as Chairman of the
Executive Committee of the Baku
Council (Soviet). V.Lenin appointed
him the Extraordinary Commissioner
of the Caucasus

 November 15, 1917 – Transcaucasian


Commissariat

 February 10, 1918 – Transcaucasian


Seym. Azerbaijan political parties
received 44 seats in the Sejm.

 April 22, 1918 – Transcaucasian
