Role of the Youth in
Community Development

“The state recognizes the vital role of the youth in
nation-building and shall promote and protect their
physical, moral, spiritual, intellectual and social
well-being. It shall inculcate in the youth patriotism
and nationalism, and encourage their involvement in
public and civil affairs.”
The 1991 Local Government
Code
Provides Youth participation in local
development and establishment of the
Sangguniang Kabataan (SK).
Republic Act No. 10742 or the
Sangguniang Kabataan (SK) Reform
Act of 2005
Established reforms in the SK in order to
allow meaningful youth participation in
nation-building. Section 10 of the Act
includes anti-dynasty provision making it the
first law to do so.
Republic Act No. 8044 or the
Youth in Nation-Building Act
Provides a national, comprehensive, and
coordinated program on youth development.
Philippine Youth Development Plan
(2012-2016)

Serves as the framework for national youth


development. This was formulated by NYC,
in consultation with the youth sector.

Read the copy of Philippine Local Government Code of 1991 and RA 10742
(Sangguniang Kabataan Reform Act of 2015).
Do the following:
1. Compare and contrast the two laws. Identify their similarities and differences.
2. Research the issues that plagued the Sangguniang Kabataan under Local
Government Code 1991 and explain how RA 10742 address such issues.
3. As a youth, do you think that RA 10742 will truly reform the Sangguniang
Kabataan?
4. Do you see yourself being involved in the Sangguniang Kabataan under the
new law? Why or why not?
