correlations to an extent, especially applicable to single-interference
scenarios.

Besides spatial and temporal, MICC also introduced other

dimensions(1/2/3). LQI improved by 15%~40%(GBSS18.1:
7%~25%)
 It is applies to multiple–interference scenarios.

 Enhanced in GBSS19.1(Turbo receiver), provide better performance.

2G Feature [3] Call Reestablishment

Call
reestablishment When an MS encounters a radio link failure during a
start
call, Call Reestablishment can be used to
reestablish the radio link connection (rather than
drop the call) so that the original call can proceed.

Call reestablishment procedure is controlled by the

MSC. The BSC sets up channels and forwards layer
3 messages.
So, Feature requires Core Network to support

Benefits: Shorten the call intermission

and therefore improves user experience.
Reduce Call drop Rate
Call

5
2G Feature [4] RACH Storm Filtration
In case an MS sends excessive random access
request messages to the BTS, an RACH storm may
occur, which deteriorates network accessibility.
The possible causes for an RACH storm are as follows:
MS exceptions
A large number of abrupt location update requests
A large number of abrupt random access requests due to malicious
manual operations
A large number of abrupt paging requests.

The RACH Storm Filtration feature effectively

restrains the RACH storm because the BTS will
discard random access request messages (AB) that
meet the filter conditions
-2 Consecutive ABs time interval <= 1ms
-2 Consecutive ABs Delta TA <= 4
- Max Consecutive ABs with same REF. value > 4

Expected gain: Improve Accessibility

KPIs e.g.
Immediate Assignment Success Rate,
SDSR.
6
2G Feature [5] Duty-Cycle-based PDCH Management
The Duty-Cycle-based PDCH Management feature enables the BSC to improve the efficiency with which packet data channels
(PDCHs) carry temporary block flows (TBFs) and increase the proportion of CS services using the full-rate coding scheme,
thereby improving the CS service quality with minimum decrease in the traffic rate.
The PDCHs can be classified as follows:
- Static PDCHs: PDCHs that are configured for PS services.
- Dynamic PDCHs: PDCHs that are converted from traffic channels (TCHs).
Duty-Cycle-based PDCH Management decreases the number of required dynamic PDCHs by improving the efficiency with
which PDCHs carry TBFs.

Benefits
Increases the efficiency with
which PDCHs carry TBFs by
a maximum of 60%, and
reduce intra network
interference
Risks
Throughput may be decreased

7
2G Strategic [1] Quality Limit Parameter Tuning
BQ handover is a type of emergency handover in which the system makes the decision based on the uplink/downlink receive
quality on the Um interface.
The uplink receive quality is greater than or equal to the uplink receive quality threshold of the serving cell.
The downlink receive quality is greater than or equal to the downlink receive quality threshold of the serving cell.

Expected Gain
Reduce %Bad Quality
Risk: HOSR may be degraded

Faster Trigger BQ Handover

8
2G Strategic [2] Directed Retry Optimisation
Directed Retry Feature (already enabled in TSEL network).
When the MS initiates a call, after the BSC receives an ASSIGN REQ message from the MSC, the BSC determines an assignment mode based
on the load of the serving cell.
If the serving cell is so overloaded that new calls cannot be admitted or admitting new calls will affect ongoing services, the
BSC triggers a directed retry procedure. By using the directed retry, the MS is handed over from Serving Cell SDCCH channels
to the target cell TCH Channels and part of the traffic in the serving cell is distributed to the target cell. This avoids traffic
congestion in the serving cell.

Proposed additional Optimisation on Directed Retry Feature

Expected Gain
Decrease TCH blocking

If DRTAGCELLSEL is set to YES, the directed retry can be performed to multiple target cells..
If DRTAGCELLSEL is set to NO, the directed retry can be performed to only one target cell.
The number of available candidate cells is controlled by HOTRYCNT

9
2G Strategic [3] Enable Immediate Assignment Optimized

Expected Gain
Improve Accessibility KPIs,
reduce call setup time
The channel activation and immediate assignment messages are sent at the same time to accelerate the signaling
processing, thus increasing the response speed of the network.

10
2G Strategic [4] PS UL Power Control Adjustment
Uplink PS power control is classified into uplink open loop power control and uplink closed loop power control.
Currently, only uplink open loop power control is supported.
the uplink open loop power control enables the MS to adjust the output power based on the RX level.
For all the PDCHs allocated to the GPRS/EGPRS MS, the output power is calculated as follows:
PCH = min (Γ0 - ΓCH - α x (C + 48), PMAX)
Here,
ΓCH is the value of the GAMMA parameter.
Γ0 is 39 dBm for GSM850 and GSM900, and 36 dBm for DCS1800 and
PCS1900.
α is the value of ALPHA.
C is the filtered RX signal strength.
PMAX is the maximum transmit power of the MS allowed in the cell. It can
be specified by the cell-level parameter FMSMAXOPCC.

Propose to increase GAMMA to have more UL power control effect

Expected Gain
Reduce UL Interference
Risks PS KPI may be degraded
11
2G Strategic [5] N200 activation

During Establishment
If the BTS does not receive a response message from the
MS after transmitting the frame several times (The number
of retransmissions is determined by N200),
the BTS reports an ERROR INDICATION message with the
cause value "RLM Cause: 1 timer T200 expired (N200+1)
times (0x01). the default time is T200 x (N200 + 1).
Retransmit for N200 times

Propose to activate N200 (retransmission) Expected Gain

Improve Accessibility KPIs,
SDSR
