1. The C/MLGOOs shall refer to the Table 1. Data Gathering and Points Distribution Matrix (page 30 of
the manual) for the Pointing System.

2. The Points and Remarks box on the rightmost part of the form is intended for the use of
C/MLGOO.

1. The Points box is where the points per indicator shall be written. Meanwhile, the C/MLGOOs may
opt to put in the Remarks box any discrepancy they find in the submitted MOVs.

TWO (2) WAYS OF DATA ENCODING

1. ONLINE GOOGLE SPREADSHEET

Shall be used only during the initial rollout of the BADAC Functionality Audit,
meaning only for this Year 2018. The NBOO shall email the online link of the
spreadsheet to all DILG provincial offices, or to the regional offices for HUCs, and
their focal persons shall forward the online link to the C/M LGOOs or CDs of their
component cities/municipalities.

TWO (2) WAYS OF DATA ENCODING

2. BADAC-BDCP ONLINE MONITORING PORTAL

Shall be launched and rolled out in Year 2019. It is designed to efficiently store,
process and consolidate BADAC and BDCP-related data in such a way that it can
automatically generate data analysis and results, particularly on:

 The progress of the Barangay Drug Clearing Program implementation; and


 The level of organizational functionality of the Barangay Anti-Drug Abuse
Councils.

The BADAC Consolidated Report Form (CRF) shall contain names of the barangays with
their corresponding total numerical points or scores and their BADAC Adjectival Rating.

Once the CRF has been accomplished, and if there have been no contestations regarding
the results, the C/M LGOO or CD shall submit the CRF to their respective DILG BADAC
Provincial Focal Person, with the subject heading:
