THEME: “UPLIFTING UNITY TOWARDS
SPORTS COMPETITION”
INTRODUCTION
Summer is the perfect season for sports activities. The Federation of the Sangguniang
Kabataan of Amulung West headed by SK Federation President Jerico B. Guizzagan held a
Summer Inter Barangay League 2022 for youth’s ages 15 to 25 years old.  With the theme
“Uplifting Unity, Towards Sports Competition”. The 12 Barangays of the municipality
participates in said event.
SK Federation President Jerico B. Guizzagan said that the Inter Barangay league
enables the youth to develop their skills, sportsmanship, team work, social skills and it will
help them to become mentally and physically fit and also to save youths from using
substance.
The Local Government Unit of Amulung West headed by Municipal Mayor Ryan G.
Laurente, together with the members of the Sangguniang Bayan headed by Municipal Vice
Mayor Angelica Calaoagan supported the sport program made for the youth.
The opening program of the Inter Barangay League of Amulung West will take place on
April 9, 2022. The program supposed to start with a parade around the Amulung area.
Every respective team will display their players and their respective muse. The proper
opening program will start at 8 o’clock in the morning.    
We hired professional referees that can handle the game properly. Fans, parents,
players are now very excited to witness the said league. With that, the organizers are now
ready for the summer sports activities.
Be ready for the most awaited upcoming Inter Barangay League Amulungenos!! Come,
Support and Cheer for your favourite Team!!!

SAFETY PROTOCOLS
1. All players must be vaccinated.
2. Facemask shall be always worn.
3. Observe social distancing
4. Bring hand sanitizer
5. No individuals below 15 years old allowed inside the gymnasium.
6. Individuals getting inside the gym shall register and present their vaccination cards/certificate.

GENERAL RULES AND GUIDELINES OF EVERY EVENT


RULES OF THE BASKETBALL TOURNAMENT

I. ELIGIBILITY
1. Category A - Junior
All players must be 17 years old or below.
2. Category B – Senior
All players must be 18 years old to 30 years old.
3. General Rules
- To be eligible to participate in this tournament, a player must be a resident of the participating
barangay for no less than (6) six months prior to the opening.
- Must submit a photocopy of birth certificate or any valid ID with birthdate on/before the Opening
Day – April 8 2022 at 1:00pm.
Must have submitted the list of all team members before April 9, 2022 at 5pm.
No player can transfer to other teams if final list has been submitted.
II. TEAM COMPOSITION
Participating teams may have maximum of (17) seventeen players
III. UNIFORM
All players must wear any sports attire and rubber shoes.
Slippers, jeans and other non-sporty attire is not allowed.
All players must at any way show and display their player number during the game.

IV. DUTIES AND RESPONSIBILITIES


1. Both coaches of the playing team should know the rules and regulations of the game and must see
to it that they are in total control of their players and their benches.
2. Only the coaches of the playing team are allowed to stand and make necessary
verifications/complaints during the progress of the game.

V. TEAM DISCIPLINE AND CONDUCT OF PLAYERS


1. A team must be present at the playing court fifteen (15) minutes before the scheduled match. In
case a team will not show up after a grace period of fifteen (15) minutes, THE TEAM WILL lose THE
GAME by forfeiture
2. Any team who commits two (2) consecutive game defaults will be withdrawn from the tournament
without prior notice.
3. Any player, coach or manager who commits any of the enumerated acts of violence or
UNSPORTSMANLIKE conduct shall be penalized with a technical foul and or a suspension in the game
depending upon the gravity of the violation/situation.
4. Players who are under the influence of liquor or any prohibited substance are not allowed to play.
5. Only the team captain in the floor can communicate with the game officials including table officials
regarding technicalities but not judgment call. However, it should be in a courteous and calm manner.
6. A player shall be disqualified / send out of the game if:
a. He commits two (2) technical fouls in a game;
b. He commits two (2) unsportsmanlike fouls in a game;
c. He commits both or combination of the two type of fouls mentioned.
d. The technical committee has the power to disqualify any player that may cause detrimental
values to the league.
7. A player/coach disqualified or send out of the game shall be automatically suspended on his
next game. Repeating this offense shall be automatically disqualified from further participation in
the league. In case it’s the last game, the suspension will be imposed on the next league.
8. The following are prohibited from the court’s premises:
a. ALCOHOLIC BEVERAGES
b. PROHIBITED DRUGS
c. GUNS or DEADLY WEAPON/S
9. Team members found positive either on alcohol or high on drugs will be automatically banned
from the league.
10. A team who “walked-out” on the game shall lose the game by forfeiture.
11. In case of fights, every player involved will be automatically banned from the league. A fight
means: someone who has thrown a punch or kick an opponent or other physical contact that is not
related to basketball. The officials and the technical committees still have the final decision.
12. All postponed games will be re-scheduled at the end of the round.
13. In the absence of the coach, the team captain will act as the playing coach.
14. Player/s caught giving an obscene sign such as dirty finger or heard saying bad words to any
official/s, technical committee/s, or to an opponent, that player/s will be given:
a. Technical foul on the first offense;
b. Thrown out of the game on the second offense and will be suspended on his next team
game.
15. At least 7 players of the team must be present on the opening day on April 27, 2019.
16. Teams who did not attend or failed to have at least 7 members on opening day without
valid cause will not be allowed to participate in the tournament.
17. All players must bring at least 1 valid ID on/before the opening day for evaluation
purposes.
18. Players who did not submit the required documents will not be allowed to play in the
league.
19. A team shall have a maximum of 15 players but only 12 players can play in every
scheduled game. Every playing member of the team must sit on the bench provided for the
team.
20. The game shall strictly start as per schedule prepared by the committee. Elimination
Rounds / Semi –Finals / Championship (based on best of 3 series). Each team shall be given
ten (10) minutes for warm up before the schedule start of the game.
VI. GAME STOP PROCEDURE
1. If a game is stopped due to unavoidable circumstances like power failure, bad weather
condition and render the court is not unplayable.
a. If the match is in progress is stopped in the 1st or 2nd period, the game shall be reset to a
new game with another playing date. The score will be back to zero and the time will be reset.
NOTE: PLAYERS WHO ARE NOT AROUND/PRESENT DURING THE MATCH WILL NOT BE
ALLOWED TO PLAY DURING THE RESCHEDULED GAME.
b. In the game was stopped in the 3rd, 4th or overtime period, the game will be resumed to
another playing date adopting the score and the remaining time of the game when it was
stopped. NOTE: PLAYERS WHO ARE NOT
AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO PLAY DURING THE
RESCHEDULED GAME.
VII. FORMAT OF THE TOURNAMENT
The schedule of the games will be made after the final submission of entries.
In case of 2-way tie on team standings, win over-the-other will be applied
In case of 3-way tie on team standings, quotient system will be applied. Two teams with highest
quotient will advance to the next round.
4. Single Elimination
5. Semi-final rounds to be played by 4 top teams.
6. The 2 top teams will qualify for the Championship Games to be played in a Best of Three
Series.
7. The other teams who came out 3rd and 4th finishers in the second round will play for 3rd
runner-up finish respectively.
VIII. PROTEST PROCEDURE
Any protest on the eligibility of the player can be made anytime during the elimination round. If
found ineligible, all the games in which the ineligible player played shall be forfeited and declared
lost in favor of the opponent.
2. Protesting team must present evidences to prove its case before the Chairman of the
Basketball Committee within 24 working day hours after the schedule game. The Technical
Committee will be compelled to hear and render its decision to solve the protest.
Representatives of both teams must attend the deliberations of the Technical Committee.
IX. SUPPLEMENTAL RULES
1. The committee officials’ and referees decision is final.
2. The 2010 FIBA rules and regulations shall govern this tournament.
“Any rules, which is not covered by this undertaking, shall be announced by the organizer as soon
as the need arises.
Basic Volleyball Rules for Playing the Game
 6 players on a team, 3 on the front row and 3 on the back row
 Maximum of three hits per side
 Player may not hit the ball twice in succession (A block is not considered a hit)
 Ball may be played off the net during a volley and on a serve
 A ball hitting a boundary line is "in"
 A ball is "out" if it hits an antennae, the floor completely outside the court, any of the net or
cables outside the antennae, the referee stand or pole, the ceiling above a non-playable area
 It is legal to contact the ball with any part of a players body
 It is illegal to catch, hold, or throw the ball
 If two or more players contact the ball at the same time, it is considered one play and either
player involved may make the next contact (provided the next contact isn't the teams 4th hit)
 A player cannot block or attack a serve from on or inside the 10 foot line
 After the serve, front line players may switch positions at the net
 At higher competition, the officiating crew may be made up of two refs, line judges,
scorer, and an assistant scorer.
Safety Tips in Playing Volleyball
 Use the right gear:
 Knee pads to protect the knees when sliding or falling. 
 Padded shorts to protect the hips when diving for a ball. 
 Other pads and braces such as elbow or forearm pads, ankle or wrist braces, or thumb splints.
 Volleyball shoes for good traction on gym floors and extra padding for comfort. 
 Mouth guards to protect the teeth, lips, cheeks, and tongue. 
 Prescription goggles for players who wear glasses and shatterproof sunglasses when
playing outside.
 Athletic supporters for boys and sports bras for girls for support and comfort. 
 Safe Volleyball Training
 To prevent injuries during training, players should:
 Get a sports physical before starting any training program.
 Be in good shape before playing volleyball.
 Always warm up and stretch before practice and matches.
 Use proper technique. If there are concerns about technique, a trained instructor
can help.
 Stop training if they get injured or feel pain. They need to get checked by an athletic
trainer, coach, doctor, or nurse before going back on the court.
 Play different sports throughout the year to prevent overuse injuries.

On April 09,2022 the barangay of Annafatan will have an Inter Barangay League with the
theme “ Uplifting Unity towards Sports Competition” 2022, As one of its summer events. On April
09,2022, the game will commence. The aim of this event is to improve the physical, social and
mental health of all youth athletes and aspiring athletes, and harness the power of sport to Uplift
Unity towards Sports Competition as a symbol of respect for all athletes.

In connection to this, we would like to request financial assistance for the event's awards,
trophies, and other requirements. We appreciate any amount you may provide. Any amount you
may provide to the league will be much appreciated.
