GLIMPSE OF HISTORY
Adam Smith & Social Change Of The
I8th Century

- Adam Smith, FRS was a Scottish

political economist, lecturer, and
essayist. He was baptized June 5, 1723
and died July 17, 1790.
GLIMPSE OF HISTORY
- He is principally known for having
authored An Inquiry into the Nature Causes
of the Wealth of Nations (1776) and the
Theory of Social Sentiments (1759).
- As a social change theorist, He believed
that societies evolve through collections of
individual preference which take the form
of an “invisible hand” guiding society.
GLIMPSE OF HISTORY
- He explained that this invisible hand
is the collective preference of each
individual in the society who expresses
their preferences through purchasing
the items of their choosing which then
guides production to meet the
demands of the people.

IN SIMPLE TERMS, TO BE SELF-INTERESTED IS TO SEEK
YOUR OWN PERSONAL GAIN. YOU GO TO WORK TO GET
PAID SO YOU CAN BUY THE THINGS YOU WANT. YOU GO TO
COLLEGE TO GET A BETTER JOB TO MAKE MORE MONEY TO
BUY THE THINGS YOU WANT. IF YOU THINK ABOUT IT,
MOST OF THE ECONOMIC ACTIVITY WE SEE IS THE RESULT
OF SELF-INTEREST. ADAM DESCRIBED IT LIKE THIS IN HIS
BOOK: “IT IS NOT FROM THE BENEVOLENCE OF THE
BUTCHER, THE BREWER, OR THE BAKER THAT WE EXPECT
OUR DINNER, BUT FROM THEIR REGARD TO THEIR OWN
SELF-INTEREST.

A.) PLANNING AND
CONCEPTUALIZING ICT PROJECTS
ICT Project range from
community improvement to
larger economic development.
Innovations in the field of
entrepreneurship are being
strengthened with ICT as well.
Projects for the communities are
products of researchers first before
implemented. These studies
undergo the same process of
inquiry, investigation, and
immersion of the project authors to
the community for needs
assessment.
PROJECT EXCERPTS THAT FOCUS
ON THE DIFFERENT AREAS IN THE
SOCIETY IN & OUT THE PHILIPPINES

Some Experiences and
Observations” by T.P. Rama Rao,
2004
- Investigates the experiences and
observations of using ICT for social
development focused on delivering
government services.
2. “ICTs and Poverty: A
Literature Review” by C. Nyaki
Adeya , PhD
- Focuses on the relationship
between ICT and Poverty.
3. “Connect a School; Connect a
Community,” Toolkit Module-

promote indigenous people’ culture
to access information,
…to start educational
processes, and to promote the
protection of their rights, their
way of life and their
environment.
4. “Community Development
Through ICTs”

improve its operations
through ICT.

priorities of action in utilizing
ICT as a tool for development.

Programs for Education
Stakeholders”
-
7. “Digital Communications as
Tools for Climate Action”
- Discusses the climate reality
leadership corps training
focused on fundamentals of
participating, collaborating,
and partnering online.
B.) RESEARCH FOR ICT PROJECTS
Planning and developing an
ICT Project Proposal requires
several aspects to be taken
into account. Here is a list we
need to consider:
1. Identification of research areas
in the ICT work program that are
aligned with the competencies,
areas of activity, and mid- to
long-term strategic goals of your
organization. Launching
schedule should be taken care of.
2. Confirm that the funding
mechanisms available are
appropriate for your goals. Identify
other organization that
complementary in terms of skills
and perspective for achieving the
research ideas under
consideration.
3. Build a quality partnership
in the community
(international consortium) that
meets the minimum
participation rules for the
specific calls for proposals
you are targeting.
4. Has a mix of different types
of organization (e.g. academic
user organizations, industrial
companies, SMEs, etc.)
appropriate for advancing the
goals of the proposed project.
5. Has the right mix of
competencies and track
record to carry out and
manage the proposed
research.
6. Familiarize the consortium
with specific guidance
documentation and templates
published by the European
Commission for the targeted
call for proposals.
7. Draft comprehensive
proposal document that
adheres to the guidelines
published by the relevant
commission service.
C.) DESIGNING & COPYWRITING
FOR ICT PROJECTS
Designing ICT proposal can be
done using the guidelines on
writing project proposals and
can be based on existing
projects as well.
1. Required Format – This
consists of the layout and
typography of the document.
2. Organization – Enumerates the
sections essential to the proposal.
a. Title Page
b. Summary
c. Table of Contents
d. Statement of the Problem
e. Objectives
f. Technical Approach
g. Project Management Flow
Copyrighting an ICT project may
involve a third party institution or
group to handle the processes for
the project. Copyright protects
almost all creative work that can be
written down or otherwise captured
in the following different forms of
media:
1. LITERARY WORKS – these
are basically prose, whether a
news story, scientific paper,
novel, poetry, or any other
forms of “words-only.”
2. MUSICAL WORKS – these are
both the lyrics and the music.
3. DRAMATIC WORKS – These are
plays, including any accompanying
music.
4. PICTORIAL, GRAPHIC, AND
SCULPTURAL WORKS – These are
photographs, drawings, paintings,
and any other kinds of two or three-
dimentional arts.
5. MOTION PICTURES &
OTHER AUDIO-VISUAL
WORKS – These are movies,
television shows, YouTube
Videos, and any kind of
multimedia.
6. SOUND RECORDINGS –
These are separate copyright
that protects a recording
artist’s rendition of a work.
7. ARCHITECTURAL WORKS –
These are blueprints and
similar plans for buildings.
Online Copywriters are also
on the trend especially for
search engine optimization
(SEO) that is basically for
marketing.
D.) DESIGNING & COPYWRITING
FOR ICT PROJECTS
Developing an ICT Project will
focus on the project
management flow after
drafting the proposal. Changes
may occur which will be the
improvement of the proposal.
Project Management is also
implemented in ICT since it
involves technicalities,
services and management. ICT
Projects vary greatly in terms
of targets, duration, budget,
staffing, and difficulty.
KEY ELEMENTS THAT NEED TO BE
MANAGED THROUGHOUT THE
PROJECT LIFE CYCLE
1. Goals, scope, and constraints
2. Timetables and costs
3. Tasks and deliverables
4. Workloads and resources
5. Quality and risks
6. Changes
7. Communication
8. External Services
ICT4D
- ICT has greatly affected social
institutions and processes in the
different parts of the world. It
affects the cultural and social way
