GUIDELINES ON THE RECOVERY AND DECLARATION OF

FREEDOM FROM AFRICAN SWINE FEVER (ASF) FOR


LOCAL GOVERNMENT UNITS (LGU)

Administrative Order No. 30 Series of 2021

Biosecurity Officers
(BBOs and VetBOs)
 BOs are the frontliners of the Bantay ASF sa Barangay Program
o Barangay Biosecurity Officers (BBOs)
o Veterinary Biosecurity Officers (Vet BOs)
 Roles of BOs
o Conduct regular farm visitation for animal health monitoring,

surveillance and biosecurity evaluation and assessment


o Conduct sample collection for ASF testing
o Submit reports for disease monitoring and surveillance
o Shall report immediately animals showing clinical signs

suggestive of ASF infections


Registration and Deputation
of VetBOs and BBOs
 VetBOs and BBOs shall be registered and deputized at the
Office of the Provincial Veterinarian (PVO).
 VetBO shall apply directly to PVO, while BBOs shall be
assigned/endorsed by the CVO/MAO.
 VetBOs and BBOs shall undergo one-day orientation and
training as regards to their duties and responsibilities and be
issued a certificate of training provided by ATI
 Biosecurity Officers must have their Biosecurity Officer
Code.
Barangay Biosecurity Officers (BBOs)
Animal Health Workers who are assigned to assist in the
implementation of different animal health programmes shall be
readily designated BBOs
• Community/Village-based Animal Technicians (CBATs)
• Para Veterinary workers
• Barangay Animal Livestock Aide (BALA)
• Barangay Animal Health Workers (BAHW)

 Volunteer veterinarians (not resident or consulting vets of any


farm)
 Any person assigned by the city/municipality at the Barangay
 Barangay chairman or other barangay officials

What are the requirements for LGUs to join
and participate in the swine repopulation
program?
1. All LGUs affected by ASF but has no existing cases or
outbreak in swine population
a. At least 40 days from the last case

2. LGUs that are able to pass an Ordinance dealing with the


prevention and control of ASF at the Provincial and
City/Municipal levels.

a. In the absence of an Ordinance, an Executive Order


(EO) is accepted on the condition that an ordinance
will be passed within 12 months of the EO issuance
3. LGU will have a registration of swine farmers, both
commercial and backyard

4. Recovery Protocol
a. Infected and exposed pigs are culled
b. Cleaning and Disinfection
c. Environmental Surveillance of Affected Areas
d. Placement of Sentinel Animals from areas
being upgraded from Pink to Yellow Zones

 If positive, repeat the C&D and collect again environmental swab samples 7 days after.

 For municipalities/city with no ASF outbreaks detected for the past 90 days after its last ASF case,
environmental surveillance may commence provided thorough Cleaning and Disinfection following
the protocol. If environmental samples were tested negative, placement of sentinel animals can be
performed immediately.
