• China’s international targets are supported by its Working Guidance for Carbon
Dioxide Peaking and Carbon Neutrality and Action Plan For Carbon Dioxide
P e a k i n g B e f o r e 2 0 3 0 , a s w e l l a s t h e 1 4 t h F i v e Ye a r P l a n ( F Y P ) , w h i c h i n c l u d e s
energy and carbon intensity reduction targets, as well as energy targets such as
non-fossil shares for energy and electricity sectors.

• T h e C AT c u r r e n t p o l i c i e s s c e n a r i o , w h i c h i n c o r p o r a t e s C h i n a ’ s l a t e s t p o l i c i e s a n d
guidance as well as technological trends, shows that growth in non-fossil energy
shares and solar and wind capacity installations will surpass the country’s official
NDC targets.

• China’s updated NDC target remains “Highly insufficient” and if all countries
followed the level of ambition implicit in this development, it would lead to a
w a r m i n g o f 3 ° C d e g r e e s g l o b a l l y. W e r a t e C h i n a ' s c u r r e n t p o l i c i e s a s “ I n s u f f i c i e n t ”
to meet the Paris agreement’s 1.5°C limit, and are more consistent with a global
warming of 3°C.

• We estimate China’s emissions have risen 3.4% to 14.1 GtCO2e in 2021 due to a
large spike in energy demand as the country’s pandemic recovery continues—this
is concerning as power consumption has been projected to rise 5–6% in the
u p c o m i n g y e a r.

• In 2020–2021, China began toning down its outlook on coal, highlighted by
President Xi Jinping when he announced that China will strictly control coal
c o n s u m p t i o n u n t i l 2 0 2 5 a n d s t a r t t o g r a d u a l l y p h a s e i t d o w n t h e r e a f t e r. B y t h e e n d
o f 2 0 2 1 , h o w e v e r, C h i n a h a d s e e m i n g l y c o m p l e t e l y r e n e g e d o n t h i s s t r a t e g y t o
focus on shoring up coal (and other fossil fuels) supply off the back of energy
security and shortage concerns. China has also pledged to end financing for
building coal plants overseas, with 2021 marking the first year since 2000 that
China’s two global policy banks provided no new energy finance commitments to
international governments. The pledge could result in the cancellation of 43 GW of
new coal projects across Asia, including no new coal projects in countries such as
Bangladesh and Sri Lanka.

• In 2021, China produced its highest-ever annual output in coal production. The
continued short and medium-term reliance on coal and fossils was emphasised in
M a r c h 2 0 2 2 i n b o t h C h i n a ’ s “ Tw o S e s s i o n s ” , t h e a n n u a l p l e n a r y s e s s i o n s o f t w o o f
China’s major political bodies, and the newly published 14th FYP for the energy
s e c t o r.

• H o w e v e r, r e n e w a b l e e n e r g y w i l l a l s o c o n t i n u e t o b e a n a t i o n a l p r i o r i t y i n p a r a l l e l ;
installed capacity for renewables surpassed 1,000 GW in 2021. Energy from non-
fossil sources in China needs to grow by around 13% by 2025 and 52% by 2030
(from 2020 levels) to achieve its FYP and NDC targets.

• In the wake of the illegal and unprovoked Russian invasion of Ukraine, China is
likely to double down even more on energy security with a multi-pronged approach:
building domestic fossil and renewable production capacity at an accelerated rate
and establishing a diverse portfolio for energy imports, both from the development
of overseas projects and increase in (discounted) energy cooperation with Russia.

• China’s Long-term Low Greenhouse Gas Emission Development Strategy ( LT-

L E D S / LT S ) s u b m i t t e d t o t h e U N F C C C i n O c t o b e r 2 0 2 1 s t r o n g l y s u g g e s t s t h a t t h e
carbon neutrality target covers carbon dioxide only; previously the C AT had
analysed the target as if it covered all greenhouse gases as claimed by Xie
Z h e n h u a a n d Ts i n g h u a U n i v e r s i t y. D u e t o t h e s i z e o f C h i n a ’ s e m i s s i o n s , t h i s
difference can make up to 0.1°C more (CO2) or less (all GHGs) warming in 2100.

• Based on what I found searching in internet, most of citizens of china are aware of the
issue regarding climate change. Their response in taking action in this issue is
wonderful. There many private people working on saving mother earth. There several
group of people working on cleaning polluted lake water and cleaning it to become clean
w a t e r f o r t h e p e o p l e . J u s t l i k e i n t h e v i d e o I j u s t w a t c h i n Yo u t u b e t h a t s h o w s h o w
people in china take actions in climate change. Based on the video I discover that there
is a man in china plans to avoid heavy sandstorm in deserts in china. He is doing it by
putting grass grass grid in the desert so that it can lessen the sandstorm in the desert.
This man already put grass grid over 1.5 million square meters in deserts in china.
Moreover there are many private people in china finding ways in achieving its goal to
have zero emission throughout the years to save mother earth.

• Based on what I discover in researching about how china plans to save the planet in
climate change. People are very interested i n p u t t i n g e f f o r t s i n h e l p i n g o n e a n o t h e r.
After all we all share the same planet we should work together in saving it. Also they are
very curious on how could they help, many people are attending seminars to learn how
to save the environment. That is why I think that Chinese people putting wonderful
actions in saving earth from climate change.

Reflection
• As I research on what are the plans of china in saving mother earth I
d i s c o v e r m a n y t h i n g t h a t c a n b e h e l p f u l i n a l s o i n o u r c o u n t r y. I l e a r n
that simple little action like Eliminating Wa s t e , Saving E l e c t r i c i t y,
saving water and many more can cause big impact in saving our planet.
With the help of the government in implementing laws that can help in
saving our planet we can achieve our goal in surviving climate change.
Also I learned that every all humans are capable with change and we
c a n m a n a g e t o s u r v i v e i t i f w e j u s t w o r k t o g e t h e r. J u s t l i k e t h i s
pandemic how every scientist around the world are researching finding
cure of the virus and as of today they mange to lessen the percentage
of COVID cases around the world because of them. Just like how we
survive the pandemic I think we humans can determine a way to survive
climate change without experiencing extreme effects of it to us humans
if we just continue to work with one another to save our planet.
