THE ROLE OF LGUs

IN THE IMPLEMENTATION
OF RA 9344 AS AMENDED
BY RA 10630
APPOINTMENT
OF LOCAL SOCIAL WELFARE AND
DEVELOPMENT OFFICER (Sec. 16,
Rule 19 RA 10630)
All LGUs particularly at the provincial, city and
municipality level, shall appoint a duly-
licensed social worker as its LSWDO who shall
be tasked to assist the CAR and CICL
DEVELOPMENT of the
COMPREHENSIVE LOCAL JUVENILE
INTERVENTION PROGRAM (Rule 24)
The provinces, cities and municipalities, through
LSWDO and the LPDO, shall develop their CLJIP
CLJIP shall be guided by the principles set forth
in CNJIP.

Annual assessment of CLJIP


 CLJIP shall be submitted to the RJJWC through DILG
before the start of its implementation or on the date
to be determined by DILG
 LGUs and other concerned shall participate in the
planning and implementation process
 CLJIP shall be integrated in the Local Development
Plan
 Members of RJJWC shall provide TA to LGUs in
formulating CLJIP
 CLJIP shall be reviewed and assessed
annually. Report shall be submitted by LGUs
to the RJJWC not later than March 30 of every
year, for review and integration into the
RJJWC Report
ESTABLISHMENT OF
‘BAHAY PAG-ASA’ (BPA) by LGUs
(Sec. 49 of RA 9344 as amended)
 Each province and highly urbanized city shall build, operate
and fund a BPA, following the standards set by DSWD. NGOs
and private organizations may also establish BPA.
 Part of the feature of BPA is the Intensive Juvenile
Intervention and Support Center (IJISC)
 LGUs may enter into PPP with NGOs for the construction,
operation and maintenance
 400M is appropriated for the construction of BPA in provinces
and cities with high incidence of CICL through DPWH (Pending
guidelines on the criteria). A counterpart of 5M from LGUs.
 JJWC through DPWH shall monitor the compliance of LGUs
with the national standards of construction, management and
maintenance
 JJWC through DSWD shall monitor the compliance of LGUs on
the establishment of BPA
 JJWC through CHR shall monitor compliance of BPA with IHL
1% IRA Allocation (Sec 15. Rule
18b)
Each barangay, municipality and city shall
appropriate in its annual budget – 1% of its
annual IRA for the strengthening and
implementation of the programs of LCPC

ORGANIZATION AND STRENGTHENING
OF LCPCs (Rule 18)
 LCPC to serve as the coordinating body to support
the LGU for the adoption, implementation,
assessment, monitoring and evaluation of the CLJIP

 Coordinate with and assist the SK and youth


organizations in the formulation and implementation
of juvenile intervention and diversion programs in
the community
ROLE OF LCPCs

 Provide coordinative linkages with other agencies and institutions in


the planning, monitoring and evaluation of juvenile intervention and
diversion programs in the community
 Assist the Punong Barangay in conducting diversion proceedings
 Support the LSWDO in the development of the appropriate diversion /
intervention programs
 Initiate in collaboration with schools, youth organizations and other
concerned agencies, the community-based programs on juvenile
justice and welfare
ROLE OF LCPCs
Conduct capacity building programs to
enhance the knowledge and skills of LCPC
members in handling children’s programs

Document best practices on juvenile


intervention and delinquency prevention
LOCAL REFERRAL SYSTEM
(RULE 24f)
Each LGU shall institute a Local Referral
System. The system shall tap available internal
and external resources of LGUs concerned
