     This is a follow up meeting to the June 21st Community Meeting 

• During the June 21 meeting the community members provided excellent


qualitative information about traffic conditions on Emory Road

• With the information learned on June 21 and the traffic data collected
between June 21 and June 26 – sufficient information was collected
Emory Street to address the traffic control issues

Traffic o During first community meeting the residents expect timely results


and that the matter not be put through extensive studies 
Control Plan o The data collected would have qualified Emory Road for the City's
Neighborhood Traffic Managment Program (NTMP)

o The decision to implement as a Vision Zero Project will result in more


timely installation due to the structure of the program

• This has been reviewed by members of the City's Vision Zero Cross

• This traffic calming plan is comprehensive, and we will continue to monitor


traffic conditions on Emory going forward 

• The Vision Zero approach is based on traffic engineering judgement 


Emory Street Issues

Public Meeting June 21, 2023

Traffic Data was collected from June 21 to June 26


Traffic Speed – 10% of the traffic volume must be traveling 5 MPH or more over the
Traffic Volume – Must be between 500 and 7,500 vehicles per day 
speed limit (90th percentile speed)

Vandalism at City Parks
Over the recent past we have seen an increase in
vandalism at our City Parks Citywide 
Park • In recent months, the City has experienced vandalism and targeted theft of

Vandalism copper wiring from our Park lighting and irrigation systems affected several
parks Citywide including in District I
o There has been an uptick in outdoor restroom vandalism
o Includes damage to playground equipment, park amenities, sports
courts, irrigation systems, lighting systems, and graffiti
o The impact of the damage caused by vandalism at Parks affects other
maintenance areas of the City; Facility Maintenance, Graffiti
crews, Signs and Signals Crews (park lights)

• Recent vandalism has resulted in costly damages and forced the City to
adjust our operation to mitigate, repair and establish counter measures to
protect our assets, such as:
o Added roving security for City Parks during peak usage
o Parkland Maintenance Staff has an established line of communication
working with PD on these matters 
o Working with PD on a camera system that feeds directly to the City
Fusion Center
