1. Background
• Smart power lock or smart power scale can be enabled if the average power of
cells working in different RATs or sector split groups is to be kept within a
required range.

 Recommended scenarios
 This function is recommended if the average transmit power of cells or carries is to be kept lower than a certain value in
multi-RAT scenarios.
 Taking inter-carrier equal power spectral density (PSD) as the example scenario, it is recommended that the sum of Pemf of
all carriers divided by the sum of Pmax of all carriers be greater than the average PRB usage.
 Positive impacts
 Different from single-carrier/single-cell scenarios, multi-RAT smart power scale enables associated cells/carriers to share
regulation-allowed power. In this way, heavily loaded cells can obtain additional gains in user-perceived rates.
 Negative impacts
 Disabling multi-RAT smart power scale for any cell in an SPS group may cause data services of other cells in this group to
fluctuate for a maximum of 30 ms.
 If the load is extremely unbalanced between associated carriers and the power is limited due to heavily loaded cells, the
gains for UEs in lightly loaded cells decrease, or even the power or RB insufficiency occurs in both heavily and lightly loaded
cells.
 When this function is enabled, the power may fluctuate in a short period of time and the MCS update may cause the rank to
be inaccurate. Frequent power changes may lead to the IBLER/RBLER increase.
 If this function is enabled, the available cell power and the spectral efficiency may increase. As a result, the average uplink
UE throughput may increase, the transmission delay may decrease, and KPIs such as the proportion of last TTIs may
change. The proportion of each CCE aggregation level may change because the PA and PB values are automatically
adjusted on the LTE side.

2. Multi-RAT Smart Power Scale (Activation Verification)
 If cells enabled with smart power lock form a multi-RAT SPS group:
 NR: Query the maximum average downlink transmit power in a cell (indicated by the N.DL.AvgPrdPwr.Max
counter). If the value of this counter is less than or equal to the specified power control threshold, this function has
taken effect.
 LTE: Query the maximum average downlink transmit power in a cell (indicated by the L.DL.AvgPwr.max counter).
If the value of this counter is smaller than or equal to the specified power control threshold, this function has taken
effect. In sector split scenarios, the average downlink power of each sector split cell represents the average
downlink power of a sector split group.
 If cells enabled with smart power scale form a multi-RAT SPS group:
 NR: Query the maximum average power of downlink grid groups in a cell (specified by counters from
N.DL.GridGroup0.AvgPwr.Max to N.DL.GridGroup27.AvgPwr.Max). If the values of all these counters are smaller
than or equal to the specified power control threshold, this function has taken effect.
 LTE: Query the maximum average power of downlink grid groups in a cell (specified by counters from
L.DL.GridGroup0.AvgPwr.Max to L.DL.GridGroup27.AvgPwr.Max). If the values of all these counters are less than
or equal to the specified power control threshold, this function has taken effect. In split scenarios, the average
power of downlink grid groups of each sector split cell represents the average power of downlink grid groups of
the sector split group.
