temperature and abundant rainfall
• Improving the current DRRM system would make a significant contribution to protecting the
people and national development. Philippine disaster management is lacking capacities of line
agencies and LGU’s to assume DRRM activities.

• Among the reasons include limited manpower, lack of technical knowledge and understanding,
limited financial resources and lack of technology such as multi hazard early warning system,
and information dissemination.

• This expressed the conviction that every society can take direct or indirect precautions, such as
the establishment and maintenance of effective disaster protection to counter the effects of
natural hazards or climate change.
• The report also found that the Philippines was among the top 10 countries with the highest
exposure to disasters. The country ranked fourth with 39.99 exposure, trailing China, Japan,
and Mexico.

• At the core of these interventions is the National Climate Change Action Plan and the
National Disaster Risk Reduction and Management Plan, which were established to
systematically integrate the various disaster risk management and climate change adaptation
activities, coordination, and financing mechanisms of the government.
