SECRETARIAT
The Council is assisted by a Secretariat,
headed by the General Manager of the
NHA as its Executive Director. The
Secretariat shall provide technical and
administrative support to the Council.

 FUNDING

Charged against existing appropriations of the member agencies of the

ROLE OF THE RDCs

The RDC shall create a special BP2 Committee to
coordinate BP2 activities in the region and act on
matters needing immediate attention as it receives
guidance and instructions from the BP 2 Council.

Formulate the Regional BP2 Action Plan and engage

 ROLE OF THE LGUs

the program to their constituents in terms of
economic, infrastructure, and social service
development, and document best practices of
LGUs as a program offshoot;

PROJECT MONITORING THROUGH THE RPMES
The RPMES shall be utilized to monitor and assess the implementation
of agencies’ BP2 programs and projects. The monitoring reports shall
contain information on the following:

a. actual physical progress of programs and projects against

the target accomplishments; and
b. actual expenditures or financial progress made by the project
against its releases (funds utilization) or against the total
amount for the project (funding support)

MONITORING OF BENEFICIARIES
A system of monitoring and periodic reporting of beneficiaries
will be developed and implemented by the NHA as Council
Secretariat. Physical reporting of beneficiaries shall be explored,
especially in areas without access to information technology.
