DepEd issues
implementing rules of
Kindergarten Act
REPUBLIC ACT NO. 10157
“An Act Institutionalizing the Kindergarten
Education Into the Basic Education
System and Appropriating Funds
Therefor,” otherwise known as the
“Kindergarten Education Act.”

Under the MTB-MLE, Kindergarten to


Grade 3 pupils will use the mother tongue
– the common language in the area or
lingua franca – as a medium of
instruction and as a subject matter.
RA 10533
Republic Act No. 10533 or the Enhanced Basic
Education Act directs DepEd to adhere to the
principles and framework of MTB-MLE in its
curriculum development.

 Kindergarten and Grades 1 to 3 learners are required


to receive instruction, teaching materials, and
assessment in their respective regional or native
language.
Undersecretary for Curriculum and Instructions
Diosdado San Antonio said the DepEd is keen to
continue implementing the MTB-MLE despite the early
challenges of its implementation.

Usec. San Antonio added that the Department already


produced teaching and learning resources for 19
languages of the Philippines, which covered almost 80%
of the learners’ population, and are focused to develop
resources for indigenous peoples (IPs) languages.

KINDERGARTEN EDUCATION ACT”

 for the information and guidance of all concerned,


enclosed is a copy of the Implementing Rules and
Regulations (IRR) of Republic Act (RA) No. 10157
entitled “An Act Institutionalizing the Kindergarten
Education Into the Basic Education System and
Appropriating Funds Therefor otherwise known as the
“Kindergarten Education Act.”

 Pursuant to Section 24 thereof, these IRR shall take


effect fifteen (15) days after its publication in the Official
Gazette or in two (2) newspapers of general circulation.
All Orders, Memoranda and other related
issuances inconsistent with these IRR are
deemed amended accordingly upon its
effectivity.
Immediate dissemination of and strict
compliance with this Order is directed.

DO16, S. 2012 – GUIDELINES ON
THE IMPLEMENTATION OF THE
MOTHER TONGUE-BASED-
MULTILINGUAL EDUCATION (MTB-
MLE)
Starting School Year (SY) 2012-2013, the
Mother Tongue-Based-Multilingual
Education (MTB-MLE) shall be
implemented in all public schools,
specifically in Kindergarten, Grades 1, 2
and 3 as part of the K to 12 Basic
Education Program. The MTB-MLE shall
support the goal of “Every Child-A-Reader
and A-Writer by Grade 1.
 The Lingua Franca Project (1999-2001) and the Lubuagan
Project (1999 to present) have provided valuable inputs in the
implementation of the MTB-MLE. Nine hundred twenty-one
(921) schools including those for children of indigenous people
have been modeling MTB-MLE with support from the following:
a. Basic Education Assistance for Mindanao (BEAM);
b. Third Elementary Education Program (TEEP);
c. Translators Association of the Philippines (TAP);
d. Save the Children, and the Summer Institute of Linguistics
(SIL).
 Eight (8) major languages or Lingua Franca and others as cited
below shall be offered as a learning area and utilized as
language of instruction for SY 2012-2013:
a. Tagalog; g. Hiligaynon;
b. Kapampangan; h. Waray;
c. Pangasinense; i. Tausug;
d. Iloko; j. Maguindanaoan;
e. Bikol; k. Maranao; and
f. Cebuano; l. Chabacano
Likewise,a team of trainers for each
region composed of education supervisors
coming from the different divisions has
been organized.
In addition to the languages of instruction
mentioned in DepEd Order No. 16, s. 2012
entitled Guidelines on the Implementation of
the Mother Tongue Based-Multilingual
Education (MTB-MLE) under the K to 12 Basic
Education Program, the following shall be used
as the languages of instruction for Grade 1
pupils who speak the same languages. These
languages will used in the specified regions and
divisions starting school year (SY) 2013-2014:

The MTB-MLE aims to improve the pupil’s
language and cognitive development, as
well as his/her socio-cultural awareness as
provided in the enclosure of DepEd Order
No. 16, s. 2012. The child’s language will
serve as the fundamental language for
literacy and learning.
As soon as the Teacher’s Guide (TG) and
Learner’s Materials (LMs) of these
languages are ready, the Department
through the Instructional Materials Council
Secretariat (IMCS) shall issue a
Memorandum announcing the schedule
and manner of distribution to the schools.

GUIDELINES ON THE
IMPLEMENTATION OF GRADES 1 TO
10 OF THE K TO 12 BASIC EDUCATION
CURRICULUM (BEC) EFFECTIVE
SCHOOL YEAR 2012-2013
Effective School Year (SY) 2012-2013, the
K to 12 Basic Education Curriculum (BEC)
shall be implemented starting with the
roll-out of Grades 1 and 7 in all public
elementary and secondary schools.
Private schools are enjoined to do the
same. They may further enhance the
curriculum to suit their school
vision/mission.
The general guidelines for the
implementation of Grades 1 to 10
Curriculum which cover the following
areas are stipulated in Enclosure No. 1:

a. Design of the Curriculum;


b. Desired Outcomes of Grades 1 to 10
Program;
c. Nomenclature /Learning Area and its
Description;
d. Medium of Instruction;
e. Time Allotment;
f. Sample Class Program;
g. Learning Resources;
h. Assessment and Rating of Learning
Outcomes; and
i. Culminating Activities/Performances.
The Sample Report Card for Grades 1 to 6 and
Grades 7 to 10 are in Enclosure No. 2.
Schools are challenged to implement the
guidelines in creative and innovative ways, for
the curriculum can be localized without
compromising the philosophy of total learner
development.

At the end of every quarter, the end users of the


Curriculum Guide are encouraged to send their
feedback to the Division Office which will submit
these reports to the Central Office (Attention: Dr.
Yolanda S. Quijano, Undersecretary for Programs
and Projects) through the Regional Office (RO).
