INTRODUCTION
 The Philippine tourism data and statistics have been disrupted; thus, as a result, a
number of tourism and hospitality establishments have been affected immensely.
 The Philippine hotel sector may have considered 2020 as the return of the Golden
Age of the Philippine Tourism.
 Pandemic has made us rethink new ways of coping up with the change in the demand
for the industry
 Philippine accommodation and lodging sector, its trends, contemporary issues, as well
as what lies ahead for all our tourism and hospitality professionals.

CONTEMPORARY ISSUES IN THE PHILIPPINE
ACCOMMODATION SECTOR
• Fluctuating travel demands, seasonality of jobs, the existence of alternative
accommodation options, and increasing competition are among some of the
country’s concerns in the accommodation sector.
• Demand fluctuation and seasonality has been a common concern in the hotel
business. Not every day is a profitable day in the hotel. Some days run full and
out of rooms; some days, hotels are like ghost towns and have low occupancy.
• Job security in the hotel is another issue
• The existence of alternative accommodation options and increasing competition
is another thing that hotel managers must look into.
THE FUTURE OF THE PHILIPPINE ACCOMMODATION
SECTOR
• The COVID-19 pandemic has severely impacted the travel and tourism sector,
causing hotels to implement security, health, and safety protocols. Stricter dining
policies and business continuity challenges will arise. As travel regains momentum,
future hoteliers must prioritize guest satisfaction, exceptional services, and safe
spaces to maintain business continuity.
THE PHILIPPINE HOTEL CLASSIFICATION SYSTEM
The Department of Tourism (DOT) has issued a Memorandum Circular Order No.
2012-02, governing the accreditation of accommodation establishments, specifically
hotels, resorts, and apartment hotels, requiring specific star rating points.

In Book Two, Section 1 of the Accreditation Manual, there are descriptive explanations provided to identify if the
property is a one-star or a five-star brand.

a. One Star: 25-40% achievement (251-400 points) - These enterprises appeal to budget-minded travelers. There is
a limited range of facilities and services.

b. Two Star: 40-55% achievement (401-550 points) - These enterprises appeal to the tourists seeking more than
basic accommodation. They offer expanded facilities and a higher level of comfort.

C. Three Star: 55-70% achievement (551-700 points) - These enterprises offer a very good level of
accommodation. There are more spacious public areas, higher-quality facilities, and a greater range of services.

d. Four Star: 70-85% achievement (701-850 points) - These properties are upscale in all areas. Accommodation is
refined and stylish. The service is responsive and often includes an extensive array of facilities.

e. Five Star: 85-100% achievement (851-1,000 points) - These properties reflect the characteristics of luxury and
sophistication. The facilities are world-class in every manner, and the meticulous service exceeds all guest
expectations.
The validity of the Certificate of Accreditation is two years subject to renewal by the accommodation
establishment unless sooner revoked by the DOT. The DOT has also laid down the ground for cancellation and
downgrading of an accredited establishment. Such grounds are as follows:

1. Making any false declaration or statement or making use of any such declaration or statement or any document
containing the same or committing fraud or any act of misrepresentation for the purpose of obtaining the issuance
of accreditation.
2. Failure to comply with or contravene any of the conditions set forth in the certificate of accreditation.
3. Failure to meet the standards and requirements for the operation of the establishment as prescribed in these
Rules and Regulations.
4. Allowing or permitting the establishment or its facilities to be used for prostitution particularly those involving
children or any illegal, immoral or illicit activities.
5. Violation of or non-compliance with any of the provisions of these Rules, promulgated orders, decisions and
circulars issued by the Department and other concerned government agencies.

The hotel and accommodation sector of our country is being regulated and periodically monitored by the DOT to
ensure that our hotels are in compliance with the minimum standards set to provide high-quality and high-touch
service to all of their guests.
