Case study:
The World Bank sponsors a $20 million grant for the Government of Laos to innovate education. The Laos
Ministry of Education has a $1 million project, aiming to renew 500,000 sets of desks for primary, secondary,
and high school students in Laos.
Step 1: The Laos Ministry of Education develops an international bidding dossier, including information on
the total estimated price, product items, technical specifications, timeline, and posts the bidding invitation
on international bidding websites or sells directly.
Step 2: Businesses from various countries (such as Hoa Phat Furniture, Xuan Hoa...) (referred to as
contractors) seek information, research, and prepare bidding documents, then submit them.
Step 3: The Laos Ministry of Education evaluates the bidding documents and selects the winning contractor
(such as Hoa Phat) based on factors such as cost, technical characteristics, finances, and experience.
Step 4: The Laos Ministry of Education announces Hoa Phat as the winning bidder.
Step 5: The Laos Ministry of Education and Hoa Phat sign an international trade contract.
