SCOPE

“Too proud to whitewash and too poor to


paint..”
These specifications cover the minimum requirements of all
material, paint, equipment ,consumables, utilities, application
including all labour, supervision, inspection and tests of
performance of all operations and incidentals necessary for
painting of pipelines, steel structures, buildings as per detailed
specifications
WHITE WASH
Materials :
1. White wash shall be prepared from 5 parts of stone lime and l part
of shell lime.
2. The lime shall be dissolved in tub with sufficient quantity of water
(about 4/5 litres/kg of lime) and the whole thoroughly mixed and
stirred until it attains the consistency of thin cream.
3. The wash shall be taken out in small quantities and screened
thorough a clean coarse cloth.
4. Clean gum dissolved in hot water shall then be added in suitable
proportion of 4 Kg of gum arabic per cum of lime to prevent the
white wash coming off easily when rubbed.
5. Indigo as necessary (upto 3 gm per kg of lime) shall be mixed as
per standard practice.
Scaffolding :

This shall be double or single according to requirements and as directed.


If ladders are used, pieces of old gunny bags or cloth rags shall be tied
on their tops to avoid damage or scratches to the plastered surfaces,
etc. Proper stage scaffolding shall be erected when white washing the
ceilings.

Preparation of Surface :

The surface shall be prepared by removing all mortar droppings and


foreign matter and thoroughly cleaned with hair or fibre brush or other
means as may be ordered by the Owner/Architects to produce an
approved clean and even surface. All loose pieces and scales shall be
scrapped off and holes, cracks etc stopped with mortar to match with the
surrounding finish. The mortar should be cured sufficiently.
Application of White Wash :
On the surface so prepared the white wash shall be laid on with a brush.
The first stroke of the brush shall be from top downwards, another from
bottom upwards over the first stroke, and similarly one stroke from the right
and another from the left over the first brush before it dries. This will form
one coat, each coat must be allowed to dry and shall be subject to
inspection and approval before the next coatis applied.
When dry, the surface shall show no signs of cracking. It shall
present a smooth and uniform finish free from brush marks and it should
not come off easily when rubbed with a finger. Minimum 3 coats of white
wash shall be applied. No portions in the surface shall be left out initially to
be patched up later on. For new work, the white washed surface shall
present a smooth and uniform finish. Doors, windows floors and other
articles of furniture etc. shall be protected from being splashed upon.
Splashing and droppings, if any, shall be removed and the surfaces
cleaned.
Rates to Include :
Apart from other factors mentioned elsewhere in this contract,
the rates for white wash include for the following :-
i) All labour, materials, equipment required for white washing.
ii) Scaffolding including erection and removal.
iii) Providing and preparing the white wash.
iv) Preparing the surface for white wash including the
scaffolding.
v) Applying the white wash in three coats minimum. If a proper
even surface is not obtained to the satisfaction of the
Owner/ Architects in 3 coats, contractors shall carry out
additional coats of white wash to approval, at contractor's
expense.

Mode of measurement :
The measurement shall be in square metre. The mode of
measurement shall be as applicable to that for plaster.
PAINTS-SURFACE PREPARATION
 Surface preparation is the core of all painting jobs & hence due
importance to be given to surface preparation.
 The surface preparation shall be done by the party at his cost by
making full use of all mechanical tools by manual chipping and wire
brushing and cleaning with sand paper to remove loose rust.
 All the surface should be thoroughly dusted down before applying
primer.
 The cleaned surface shall not be kept exposed to atmosphere for
more than two hours
 (Particularly at night time when humidity percentage is more in
atmosphere).
PAINTS
 All primer/paints shall be strictly in accordance with those given in the
tender specifications for painting & general specifications for painting and
no deviations shall be accepted.
 When ever necessary, the paints may be tested according to IS
specification for various chemical properties like consistency, spreading
rate, time colour fasteners to light hardness, flexibility, adhesion, water
resistance etc. at approved laboratory and as per the directions of the site
engineer regarding the frequency of the test etc. Even if the party provides
manufacturing test certificates of each batch showing all the above details,
the Engineer in charge may advise the party get the paints test at his
discretion.
 The contractor shall adhere to paint manufacturers instruction strictly and
all coats shall be of uniform thickness as specified.
 All paints shall be of Ist quality Asian / Berger / Nerolac/Jenson &
Nicholson/ICI make only. However, final discretion to use a particular
brand of paints shall remain with HPCL depending upon performance, past
experience and availability of the same.
SCAFFOLDIN
G Scaffolding has to be in steel, arranged by the contractor at his own
cost for carrying out entire painting jobs at all height and provide all
facilities for proper inspection of surface at various stages.
 Material has to be erected as per safe methods. Ropes and guy
wires shall be used for tying etc. The scaffolding shall be of steel
and shall not endanger the painter. Scaffolding shall be sufficiently
away from the tank shell/ surface to be painted so as to enable the
painter to work with ease.
 The scaffolding shall be removed by the contractor promptly after
completion of the work.

DRYING
TIME
 Paints and thinners leave vapors which are inflammable.
Hence, adequate precautions shall be taken in the form of
screens, covers etc against fire while painting, mixing of
painting work is in progress
PRECAUTION AGAINST
FIRE
 The time gap of 24 hours for each coat of paint is the
minimum and if any deviation becomes necessary due to
any reason, paint manufacturers shall be consulted and
their instructions followed only with the approval of the
site-in-charge (HPCL).

USE OF THINNER
PAINTS
 The use of thinners shall be limited strictly to the paint
manufacturers instructions. Each coat of primer and
finishing coats shall be applied only after ensuring that the
paint is free from dew or moisture and the surface is hard
dry and free from dust.
APPLICATION OF PAINT BY
AIRLESS SPRAY GUN OR BRUSH
 The contractor shall engage only skilled workmen for painting
work. The application of paint on Tanks surface shall be made
strictly by airless spray gun. The application of paint can be
made by brush in case of inaccessible area or paint application
area is small. The brushes used shall be of best quality
suitable for painting.
 The paint brush shall not be dipped deep into the paint as the
bristles get overloaded and the heels gets filled up with paint
and thereby loses flexibility. The brushes shall be dipped to
only ¾ of the total length of the bristles.
 After the brush is initially dipped, the end shall be wiped
against the walls of the painting. The brush shall be held at an
angle of 45 degree to the vertical surface and several light
strokes applied in the area to be painted so as to first transfer
the paint on both turned 180 degrees in order to ensure that
the paint on both the faces of the bristles is utilized completely.
 The paint is then to be spread with gentle pressure so as to be
ensured that the ends and not the sides of the bristles come into
contact with the surface during painting.
 The paint shall be applied first using vertical strokes until the surface
is covered and then brushed crosswise for complete coverage with
light strokes so as to smooth out laps and brush marks and finally
laid off with vertical strokes.
 During painting, every time after the paint has been worked out of
the brush bristles or after the brush is unloaded, the bristles of the
brush (which are drawn together due to high surface tension of the
small quantity of paint left in between the bristles) shall be opened
up by stroking the brush against a portion of the unpainted surface
with the end of the bristles held at right angles to the surface so that
the bristles thereafter will collect the correct amount of paint when
dipped again into the container.
 A new bristle brush shall be properly conditioned by suspending it in
raw linseed oil for a period of 24 hours. The oil soaks into the
bristles which makes it further impervious to paint pigments.
 Before use, the linseed oil shall be removed from the brush by
washing it in a thinner compatible with the paint and subsequently
used.
 After each day’s work the brush shall be cleaned in mineral
turpentine oil or any other thinner compatible with paint to remove
all paint and pigments from the bristles and the heel of the brush.
 If the brushes are to be re-used the next day, they shall be hung in a
thinner or linseed oil in a container. The brushes shall not be
allowed to stand on bristles.
CEMENT-BASED PAINTS
Material:
External waterproofing cement based paints shall be of approved
quality and shall manufactured by Killick Nickshon, Berger Paints
(India) Ltd. b)
Preparation of surface:
Before painting is commenced on surface, all dirt, oil, grease,
efflorescence and organic material shall be completely removed.
The surface shall be wetted by sprinkling of water with fine spray.
The surface shall be sprayed several times with a few minutes
intervals between each spraying to allow the moisture to soak into
the surface.
Application:
Cement based paint solution shall be applied to the surface with
hair brush to get uniform finish. After the first coat of paint has
dried it shall be cured with water at least for 24 hours, before the
application of the second coat should be elapsed between the two
coats. The meaning of one coat shall be as described for white
washing
Curing
Cement based paint work shall be kept damp at least for 7 days.

Rates to include
Apart from other factors mentioned elsewhere in this contract, the
rate of providing cement paint shall include for the following :
i) All labour, materials and equipment to provide cement paint.
ii) Scaffolding, including erecting and removing.
iii) Preparing the surface as stated above.
iv) Applying 2 coats of approved cement based paint. If a proper
and even surface is not obtained to the satisfaction of the
Owner/Architects in the coats applied, the contractor shall provide
additional coats of painting to approval, at contractor's expense.
v) Curing as stated above.

Mode of Measurement :
Measurement shall be in square metre and as applicable to white
wash. Nothing extra shall be allowed for painting on rough surface,
for example, external sand faced plaster, rough cast plaster etc.
PAINTING,FRENCH POLISHING
Material
Ready mixed oil paints and primer, in general shall be of
approved quality, colour and shall manufactured by ICI, Berger
Paints (India) Ltd, Asian Paints Ltd. These materials shall be in
sealed tins and shall be opened in the presence of the
Owner/Architects at site.

Preparation of Surface
i) Iron and Steel works : Surface to be painted shall be
thoroughly cleaned, sand papered and/or rubbed with emery
cloth, if necessary, to remove grease, mortar or any other foreign
materials. In case of rusted surface, it shall be first cleaned with
wire brushes till the corroded rust is removed. the prepared
surface shall be shiny and free from brush marks, patches,
blisters and other irreqularities. The surface thus finished shall be
got approved for painting.
Application :
After preparing the surface, a primer coat shall be applied. The
primer coat shall be ready mix of approved make and
manufacturer. After the primer coat is applied and perfectly dried,
all holes, cracks, etc. which shall remain, shall be filled in with
putty and the surface sand papered smooth.
Then a second coat of paint of approved shade and
manufacturers shall be evenly applied and allowed to dry. The
third coat shall be carefully applied to achieve smooth and even
surface after the previous coat has dried up. Minimum 3 coats of
paint shall be applied inclusive of a primer coat. If a proper and
even surface is not obtained to the satisfaction of the
Owner/Architects in 3 coats, contractor shall carry out additional
coats of painting to approval, at contractor's expenses. Care
shall be taken that dust or other foreign materials do not settle or
otherwise disfigure the various coats.
Rates to include :
Apart from other factors mentioned elsewhere in this contract,
the rate for the item of painting shall include for the following :-
i) All labour, materials equipment necessary to carry out the
work.
ii) Supplying the approved paint for priming and finishing coats.
iii) Preparing the surface including knotting and stopping for
receiving the priming and finishing coats.
iv) Scaffolding including its erection and dismantling.
v) Application of atleast one primer coat and two coats of
finishing for wood work and atleast two finishing coats for steel
work unless otherwise specified. If a proper and even surface is
not obtained to the satisfaction of the Owner/Architects,
contractor shall carryout additional coats of painting to approval
at contractor's expense.
vi) Protection to painted surface till dried and handed over.
Mode of Measurement
Painting to wood work and steel shall be measured separately,
as per I.S. l200 (Part XV) of latest edition.
