Restructuring of electric industries have altered the framework for the provision

of power system load frequency control, and therefore studies not incorporating
power transactions may not give an insight to the provision of LFC in the
deregulated system. This work here studied LFC in a deregulated environment by
first developing a novel generalized model that can be used to develop
benchmark model for LFC studies in the deregulated environment. Furthermore

bidding/contracts and thus modelling frameworks for LFC studies must account
for such power contracts, and control scheme must be able to reject load
disturbances while keeping system parameters within safe bounds.

regulation has becoming more challenging as LFC is provided through
competitive contracts and power supply equipment operated within tight
margins, coupled with the increasing number of transactions amongst market
players.

The provision of LFC through competitive contracts, operation of power system
facilities close to their constraints bounds and increasing market players in the
deregulated environment has made the power system disturbance rejection
problem more challenging. This work proposed a novel generalized modelling
framework that is useful in developing small and large scale multi-area power
system benchmark models to pragmatically study frequency regulation problems
in a deregulated electricity environment. An MPC based LFC scheme, with a load
disturbance and states estimator, which incorporated turbine GRC and input
constraints of each GenCo was proposed. Simulation results to establish the
