INTRODUCTION
The thesis entitled “Implementation of Sangyaman Milenyo Nueve (2009) in the
City of Tabuk” focuses on the critical issue of restoring and rehabilitating degraded and
secondary forests in the Philippines. With the country facing rapid deforestation and
environmental degradation, the study delves into the urgent need to address the depletion
of natural resources and its impact on the ecological balance. By examining the
implementation of Sangyaman 2009, particularly in Tabuk City, the research aims to assess
the effectiveness of this master plan in protecting and preserving the environment, cultural
heritage, and natural resources in the region. Through a comprehensive analysis, the thesis
seeks to shed light on the challenges and successes of implementing conservation
strategies in the face of increasing environmental threats and human activities that
endanger the country’s rich natural heritage.
In the context of the Philippines’ intricate legal framework governing natural
resource management, the study explores the role of the Philippine National Police (PNP)
in safeguarding the country’s flora, fauna, and cultural properties. By examining the
provisions of Republic Act No. 3571 and the PNP Master Plan of 2009, the research aims
to evaluate the enforcement of laws over Philippine territorial waters, forests, and other
natural landscapes. Specifically focusing on the implementation of Sangyaman 2009 in
Tabuk City, the thesis seeks to analyze the challenges faced by the PNP subunit in
upholding environmental laws and preserving the region’s natural and cultural heritage
amidst the pressures of migration and ecosystem trafficking.
Theoretical Framework
The Value-Belief-Norms (VBN) theory explain how personal values, beliefs, and norms
influence support for environment support for environment causes.

Its emphasized that individuals who share environmental values, believe in their
importance, and feel they can make difference are more likely to feel a personal obligation to
support environmental movements. This theory highlights the role of altruistic, bio-spheric,
egoistic, and openness to change value in shaping pro- environment behavior. Its also
stresses the need to consider each environmental behavior separately and how individuals
internalized sense of responsibility guides their decisions towards environmental actions.

Objectives:
The study aims to assess the implementation of the program Sangyaman Milenyo Nueve in
the City of Tabuk. Specifically, it attempts to find answers to the following objectives:

1. To identify the common violations of the Sangyaman Milenyo Nueve (2009);

2. To determine the extent of implementation of Sangyaman Milenyo Nueve (2009) in


Tabuk City; and,

3. To cite the factors affecting the implementation of the Sangyaman Milenyo Nueve
(2009).
Significance of the Study:
The study will be beneficial to the following:

Students. This study will give in depth knowledge to the students regarding the
implementation of Sangyaman Milenyo Nueve (2009) in Tabuk City.

Readers. This study will give awareness on the part of the readers regarding the
Sangyaman Milenyo Nueve (2009) being implemented and provide them ample knowledge
regarding this program.

PNP Personnel. The outcome of this study will provide the data and information needed
to upgrade the capability of the law enforcers in the performance of their functions in
enforcing the program sangyaman 2009.
Citizenry. The result of this study would help develop public understanding, support and

participation of the citizenry to the tasks of the PNP towards the accomplishment of their

goals and objectives.

Future Researchers. The study would further open doors for future researchers to

refine and expand studies in relation to environmental protection. This may serve also as a

source of information about the provisions of law pertaining to environmental protection.

Researchers. The result of this study would serve as basis for the researchers to

continuously assess the Implementation of the Program of Sangyaman Milenyo Nueve

(2009)
DESIGN AND METHODOLOGY
This section presents the research design,
locale of the study, respondents of the study, instrumentation, data gathering procedure and
data analysis tools to be used in the study.

Research Design
This study will make use of quantitative research design employing survey method. It will
be used to describe and interpret the common violations of the Sangyaman Milenyo Nueve
(2009); determine the extent of implementation of Sangyaman Milenyo Nueve (2009); and,
cite the factors affecting the implementation of Sangyaman Program 2009 in the City of
Tabuk. Intensive interview will also be conducted to support the findings of the study.
Locale of the Study
The study will be conducted at the City of Tabuk, Kalinga Province. Specifically, in the
designated police substations and vicinities where checkpoints (as shown below) are
regularly conducted for purposes of apprehending violators of the law in accordance with
Sangyaman Program 2009, namely: Barangays Bulanao (Calagdao and Block 3
checkpoints), Malalao (Talaca checkpoint), Lanna (combined PNP-DENR checkpoint).
Respondents of the Study
The respondents of the study will be the selected PNP personnel of the City Police Sub-
Stations of the City of Tabuk during the Academic Year 2023-2024. Barangay Officials and
auxiliary forces of the selected barangays of the City of Tabuk will augment the respondents
of the study including the personnel of the City Environment and Natural Resources Office
(CENRO) in-charge in the enforcement of the aforementioned program.

Instrumentation:
The survey questionnaire will serve as the major instrument to be used in this study.
It will consist of three (3) parts:
Part I will deal on the common violations of the Sangyaman Milenyo Nueve (2009)
program in the City of Tabuk;
Part II will solicit answers on the extent of implementation of the said program;
Part III will delve on the factors affecting the implementation of the mentioned
program.
Data Gathering Procedure

The following steps will be undertaken to gather data;


A. Approval of questionnaire. The researchers will seek first the approval of the
questionnaire from the Adviser and the Research Professor. The purpose of this is for final
checking of the questionnaire and for the incorporation of suggestions, should there be
any.
B. Administering of questionnaire. After seeking permission, the researchers will
administer the questionnaires to the respondents.
C. Analysis and Interpretation. This will be undertaken after retrieval of the
questionnaires to keep the details intact and still fresh in the minds of the researchers. The
researchers will then tabulate, classify and analyze the date to be gathered.
Data Analysis

To determine the responses along the extent of implementation of the Sangyaman


Program Milenyo Nueve (2009), The Five Point likert Scale will be used:

The data to be gathered will be treated accordingly with the following statistical

tools in order to answer the objectives identified in the study:

Frequency. This will be used to determine the number of respondents falling into

a single class in statistical survey of variation of the characteristics.

Weighted Mean. This will be used to give meaning on the responses using the

formula.

Percentage. This will be used to determine the rate of proportion as compared to the total

population.
