Govt moots to bring BPL families under health insurance cover


JAMMU: The BPL families living in 10 districts of Jammu and Kashmir will be brought under health insurance cover, a state Minister said today. "Health insurance cover to BPL families in 10 districts of the state is being introduced under Rashtriya Swasthya Bima Yojna,"Minister of State for Health, Shabir Ahmad Khan said in Rajouri district. Srinagar and Jammu districts have already been covered under the scheme, he said. The process for purchase of 200 ambulances is in process, the Minister said. Several steps have been taken to reverse the trend of declining child sex ratio and the Health department has dedicated 2013 to "save the girl child", Khan said. The Minister said all such areas having difficult topography would be provided health centre facilities. Khan said that under the flagship programme of National Rural Health Mission, a whooping amount of Rs 333.65 crore have been provided for construction and up-gradation of various health institutions against which over Rs 274 crore have been incurred for the purpose. He said holding of Panchayat elections, enactment of Right to Information Act and Public Service Guarantee Act are among the important steps taken by the state government.

Slap Gate: When law makers turn law breakers!

We had not seen in near history a senior minister slapping a senior officer in public. But that happened in Kishtwar when Minister of State for Home affairs Sajjad Kitchloo slapped the Chief Executive Officer of Kishtwar Development Authority Riaz Ahmed Chowdhary in full public glare. According to the CEO when he was slapped third time he told to the minister what was he doing, on this the security staff and all cronies of Kitchloo pounced upon him. With great difficulty the poor CEO extricated himself from the minister's goons. Three chairs to our leaders who can resort to slapping in public. Never mind whom they are slapping. Anybody who crosses their line of grand vision is a potential target fit for something he will remember all his life. The ministers are very important and nobody should dare to question them. Even if the British have gone the political leaders are there to take their place. The credit goes to British they did not indulge in such sort of ignominy as our desi Rajas. They had a professional approach and would not follow such wrong behavior. A minister has no business to slap a public servant who is as much a servant of people as the minister is. The minister is the servant of people; he is in the government to serve and not to create hindrances in the discharge of good governance. The ministers and the public servants are partners in the smooth functioning of government. But with all the power and security the minister thinks he has an upper edge. Yes the ministers have an upper edge and that is not in flexing muscles to intimidate public servants and others but in serving people. As servants of people they forget that have to be circumspect. Another face of minister that makes him more accountable to his conscience and the constitution of the country is that he is also a law maker. As a law maker he has to respect the law and uphold the sense of law in letter and spirit. Having said so, the behavior of the Minister of Home was not in conformity with the law of the land nor in coherence with the discharge of his duties. On both these counts he has failed. Whether the Chief Minister takes notice of this matter is for him to decide. But as far as the people of this state are concerned the incident was in utter bad taste and should have been avoided. It reflects the low level of tolerance of our ministers who have turned into de-facto Rajas and assume larger than life status when they enter their constituencies. Here, they become bigger; their chests expand an extra inch or two. Surrounded by their cronies, followers, sycophants, and other standard bearers they forget everything. The flasher red lights and police security wielding guns turn their minds mad and they behave in irrational ways. The crux of the matter is that the behavior of the minister was unworthy of him and if he had a different view point than the CEO's he could have talked to him in private or rebuked him mildly. Was there something serious involved that turned the Minster of State for Home violent, is a matter of conjecture? Only he or the CEO can tell. All said and done the natural course of justice demands that the CEO should push for justice if he is clean. Let him show guts, perhaps he can light a lamp of resistance in the sea of darkness.

NEW DELHI: Ahead of parliament's budget session resuming on Monday, former telecom minister A. Raja Friday targeted Prime Minister Manmohan Singh on the 2G spectrum allocation saying everything was done in consultation with him. His reaction came a day after the draft report of the Joint Parliamentary Committee (JPC) probing the issue blamed Raja but cleared Manmohan Singh and Finance Minister P. Chidambaram of any wrongdoing. "I did everything in consultation with the prime minister," said Raja of the DMK, a former United Progressive Alliance (UPA) member, in Chennai. "I will send a note to the JPC. I hope they will call me." Raja had written to JPC Chief P.C. Chacko seeking to depose before the JPC but his request was turned down. Even as the opposition criticised the draft JPC report as biased, Chacko said it was based on facts. The Bharatiya Janata Party (BJP) said the report appeared to be a Congress document and termed its leak to the media as a "gross breach of parliamentary propriety". "The draft report of the JPC on 2G issue has been widely reported in the media. This is a gross breach of well-settled parliamentary propriety where any report/draft is debated, discussed, amendments are moved in the formal meeting and thereafter a view is taken," said BJP's Ravi Shankar Prasad. "Going by the contents of the report in the media, I can only say the 2G scam was one of the biggest scams in the history of independent India, which shamed the country," he said.

Referring to the need for enlarging facilities for the pilgrims at Adhkuwari, the Governor emphasized the need for preparing a DPR for Adhkuwari to bring about continuing improvements in the infrastructural facilities and logistics. He asked for relaying of electric wires so that the entire area gives a better look. He asked the CEO to explore the possibility of setting up a modern laundry at Adhkuwari for washing of bed linen and blankets provided to the pilgrims. Taking stock of the ongoing work on construction of an Emergency Helipad near Panchi View Point, the Governor urged for further speeding up execution of this vital facility for ensuring its expeditious completion.

"After giving anaesthesia, more tests were conducted and we found that there were some foreign objects like candle and a 200 ml bottle of hair oil inside her body," Bansal said, adding that they were not giving her food as she had infection in her stomach also. Bansal said it was one of the worst cases his team of doctors had attended to. Police is on the hunt for the accused, who stayed on the ground floor of the building where the victim and her family lived. The girl was rescued from the accused's house on Thursday, four days after she went missing. The minor's family claimed that the police was "insensitive" by not registering a case in time and that some policemen told them that they should be happy that the girl was alive, allegations which were denied by the force. "When I went to lodge an FIR, police refused to register the case. If they had made a better attempt, they would have found her. Police told me to be happy that she was alive," her father alleged. He also alleged that doctors refused to give any information beyond that his daughter was critical. The girl's mother said the victim went out to play and was kidnapped. "The man then locked her up in his room and raped her. I want justice from the government," she said. A relative of the girl alleged that when they went to the police station to enquire about the case, the personnel told them that now they should pray for her recovery as she has been rescued. A senior police official denied the allegations saying they found the child from the same building where the girl was staying and rushed the victim to the hospital. SRINAGAR, APRIL 19: Students of Government Poly Technique College Srinagar Friday hold protest against the college authorities for lack of facilities in the college. Scores of students belonging to the college gathered near Town Square and raised slogans against the college authorities and concerned Minister. The students were complaining that boys hostel of the college was without electricity and water supply from last one month due to which studies of students staying in the hostel were suffering badly. Students lamented that they were facing immense problems due to absence of electricity and water supply in the hostel and the irony is that college authorities are behaving in such a way as they had no concerns with the students studying in the college. "Our internal exams are starting from Monday and the college authorities are showing no interest in restoring electricity and water supply in the hostel. When we approached the principal Shaista Shameem in this regard, she advised us to study under candle lights," lamented a group of students. Students said that although few months back Minister for Technical Education Vikar Rasool inaugurated a 50 KV Solar transformer in the college, but it was yet about to function. Students alleged that when they tried to call Vikar Rasool over phone, Minister initially received phone, but later on when they complained him about the absence of electricity in the college hostel he refused to respond and dropped the phone. Students urged the higher education authorities to intervene in the matter and restore electricity and water supply in the college so that their studies are not affected any more. Meanwhile a college official told CNS that there was some problem but the authorities have redressed those. "Such problems are common here and we have redressed all these problems now," he said.

CAG slams JKPCC for lack of commitment


SRINAGAR: The Comptroller and Auditor General today slammed Jammu and Kashmir Projects Construction Corporation (JKPCC) for "lack of commitment" and its failure to achieve the desired objectives as a "specialised" construction agency in the state. "The company had no infrastructure in place to undertake the activities like architecture, designing, surveyors, estimators and various other activities provided in the Memorandum of Association of the company." "This resulted in the dependence of the company on the sole activity of construction defeating the objective of creation of the company as a specialised construction agency," the CAG said in its performance audit report. It said the corporation was set up for execution of civil construction works for the state and central governments and public sector undertakings and to curb monopoly of private contractors in constructions works by providing healthy competition between private and public sectors. However, the corporation's functioning has actually "stifled competition", the report noted. The report criticised the company for non-finalisation of accounts, saying it is fraught with the risk of financial irregularities remaining undetected. "The company finalised its accounts upto the year 199495 only and accounts thereafter were in arrears, diluting accountability to stakeholders, indicating "lack of commitment" on part of the company, CAG said. It said the company remained totally dependent upon the state government for allotment of works. "Out of 350 projects taken up by the company during 2007-08 to 2011-12, only three projects were secured through competitive bidding and the rest were allotted by the project authorities to the company on cost plus basis," the report said. "Hence, there was no competitive price discovery and no assurance of costs being reasonable," it added. The report noted that 192 works were completed against 318 works required to be completed by March 31 last year. Out of these, 80 completed works suffered time overrun ranging between one and 73 months and 17 works witnessed cost overrun of Rs 21.22 crores. Among the ongoing works 30 suffered time overrun ranging between three and 172 months and cost overrun of Rs 75.80 crores, the report said. "An amount of Rs 57.72 crores was outstanding against 51 project authorities in respect of the completed projects, indicating that the works were executed in anticipation of receipt of funds from project authorities," the report said. The CAG report said the company was able to utilise only 53 to 68 per cent of funds available for execution of works and the unspent balances ranging between Rs 91.93 crores and Rs 313.51 crore during the period of 2007-12 was mainly due to delay in completion of the projects.

Fertilizer dealers blame Agriculture Minister


SRINAGAR, APRIL 19: Blaming Ministry of Agriculture for supplying fertilizers to only blue-eyed dealers, Fertilizer dealers of Kashmir Friday said that they have been ruined by the government after persuading them to make investments. Central Level Fertilizer Co-operative Societies Association said that despite paying hefty amounts, the fertilizer is not being supplied to them. "Indian Farmers Fertilizer Cooperative (IFFCO) is bound to supply 60 percent fertilizers to Cooperaives and 40 percent to private dealers. But they are violating their own byelaws and recently this company supplied 100 percent fertilizers to Agro industry, Lal Mandi," Irshad Ahmed, a dealer said. They said that such kind of acts give boost to blackmarketting. "We were directly getting the fertilizers from IFFCO but now we have to approach a middle-man first and this type of development has made us to suffer a lot," they said. Agriculture Minister, Ghulam Hassan Mir told CNS that those dealers who will pay will certainly get fertilizers. "They should approach the company as government has nothing to do with it," Mir said.

JAMMU, APRIL 19Refuting all the allegations leveled against him by some vested interests through media with regard to supply of spurious drugs to the hospitals, the Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma said that a Minister of the Department has very limited role in the Departmental purchases. He said all the purchases are made by the committees constituted for the purpose. Clarifying his stand on the issue, the Minister said that a Minister has no direct role in the purchases which are made independently by respective Purchase Committees. He described spurious drugs as heinous crime in the society and advocated severest punishment for those responsible for this inhuman act. Interacting with the media persons here today, the Minister said that some vested interest groups have started a vilification campaign against him and tried to tarnish his public image by involving him unnecessarily. He said the issue has Policy and lab tests of drugs. He said it was during his tenure that random lab tests people. Possibly those affected by the repercussion of the Drug Policy are using the issue of spurious drug as tool against him, said Mr. Sham. Sharma, to discuss issues pertaining to immediate repair of Jammu-Srinagar National Highway. The Minister asked the Chief Engineer to immediately take up repair and patchwork required at several places along the National Highway. He also directed BEACON to regularly maintain the road and remove potholes on an urgent basis. "Besides the Srinagar-Jammu National Highway, we will also improve the condition of Srinagar-Leh National Highway that has been recently opened for vehiculsr traffic," he said, adding all important roads maintained by BEACON will be improved to facilitate smooth flow of traffic. Lawyers to suspend work on April Corporal Punishment 20 in protest against drug scam continues in valley schools
SRINAGAR: Condemning authorities for alleged inaction against persons responsible for supplying 'spurious drugs' to hospitals in valley, High Court Bar Association (HCBA) has said that the inaction is a violation of human rights of Kashmiris. In a statement issued here, the Bar Association said the spurious drugs supplied to the Kashmir hospitals by the supplier, which has been given to the patients, has resulted in deterioration of their health rather than accelerating the process of recovery. "The Jammu and Kashmir High Court Bar Association Srinagar held an emergency meeting of its Executive to discuss this issue. Apart from condemning the inaction of the Govt. to take appropriate action against the persons responsible, the Jammu and Kashmir High Court Bar Association Srinagar is of considered opinion that this inaction is also violation of the human rights of the Kashmiris", the statement issued by Bar General Secretary to KNS today said. He said that in case the government. fails to take any action against the culprits and against the members of the purchase committee who approved such drugs to be used in Kashmir hospitals, the Jammu and Kashmir High Court Bar Association Srinagar would be compelled to initiate proceedings in this regard before the Hon'ble High Court at Srinagar. "It was also deiced by the Jammu and Kashmir High Court Bar Association Srinagar that on this issue there would be interacting with the Doctors Association Kashmir who had already raised their voice against this scandal", he added. "It was also decided by the Jammu and Kashmir High Court Bar Association Srinagar to hold a conference with regard to the drug used in the Kashmir hospitals and the remedial measures to be taken, to stop such supply of drugs in future, on a date to be intimated later on". He said that as a mark of protest against the inaction of the government to initiate action against the wrong doers/suppliers of the spurious drug supplied to the Kashmir hospitals, the Bar Association has decided to suspend the work on Saturday the 20th of April 2013. SRINAGAR: In clear disregard for Supreme Court directions banning corporal punishment to students, reports suggest some valley schools continue to violate the orders by continuing with the age old practice. Complaints from different corners of Kashmir continue to pour in against teachers and management of schools for not paying any attention to the SC directions. "My son was ruthlessly beaten by a teacher without any reason or provocation. His arm got fractured and he received several injuries on other parts of the body", said Mohammad Afzal whose son is studying in one of the private institutions in city's Bemina area. He said that he had registered an FIR against the teacher and school management 'but justice is yet to be delivered'. Another parent from South Kashmir expressed similar views. His 7 year old daughter refuses to go school after she was allegedly beaten by a teacher resulting in head injury. "She is afraid of teachers now. It seems she is still under shock", said Ali Mohammad from Anantnag.

Retired PDD employee gets reappointed


SRINAGAR, APRIL 19: At a time when thousands of daily wagers are facing the wrath of the police and crying for justice, Power Development Department (PDD) seems busy in doling out favors to their blue- eyed employees. In such an instance the Chief Engineer, Maintenance and Rural Electrification (M&RE) wing PDD has appointed a retired official of PDD as a casual labour in the same department. The salary of the said retired employee has been fixed at Rs 200 per day while as rest of the casual labours in the department receive just Rs 125 per day. As per order no CE/M&RE/AS/27127-28/75 dated 2-1-2013, the Chief Engineer M& RE wing of PDD has directed the Executive Engineer of the Electric Division ( ED) 1st to engage one retired employee Mohd Latif Qadri as a casual laborer in the department. The order itself mentions that Mr latif had been an exemployee of PDD.

"Boycott helps National Conference and this party gets a chance to rule over us for 6 years and suppresses not only people of Kashamir but frequently lodges Hurriyat leaders into jails and in their houses," Bazaz told Sriangar based news gathering agency CNS. Pandit Bhushan Bazaz said that if Hurriyat leaders will participate in elections both NC and PDP would be wiped from the political map of Jammu and Kashmir. "I tell you with authority that you will find no traces of both these parties especially of NC, if Hurriyat leaders will come into fray. I know they will not do it but I request them not to give boycott call at least," he said Bazaz appealed Geelani and Mirwaiz to take the problems of people into account and allow people to vote freely so that they will get rid of ruling National Conference which according to Bazaz, has let loose a reign of terror in Kashmir. "When people will not vote, how can they get rid of NC? People should bear this fact in mind that if they will not vote; NC will get another chance to rule over them for more six years. Geelani Sahab should realize that people are heavily suffering at the hands of present regime," Bazaz told CNS. Condemning the frequent house arrests of Syed Ali Shah Geelani and Mirwaiz Umar Farooq, Jammu and Kashmir Democratic Forum president said that such kind of tactics on part of the present government are not going to solve any problem. "My father usually used to appeal late Chief Minister Sadiq Sahab not to put Late Shiekh Abdullah under house arrest but the irony is now that the grandson of Shiekh is following the footsteps of Sadiq sahib," he said.

"Whosoever is involved in this scam should be punished under section 302. They are killers and murderers who mint money by killing innocent people," Saraf told Srinagar based news gathering agency CNS and added that these 'killers' have supplied duplicate medicines to ailing patients of Kashmir to cause their death," he said. Sanjay Saraf said that last year he had registered so many cases in State Human Rights Commission, Srnagar over the loss of infants but no action was taken against the guilty. "All these killers are laughing at us as they know they are safe as they are at the helm of affairs," Saraf said and added that same type of House Commitee was framed but no one has been punished till date.

SRINAGAR, APRIL 19: Lashing out at Sham Lal Sharma for calling Doctors Association Kashmir (DAK) as an unregistered Association, President of DAK Dr Nisar-ul-Hassan Friday said that Sham Lal Sharma is a murderer and a murderer has no right to call Doctors Association Kashmir as unregistered. "This is not an issue right now. Sharma is trying to divert the attention of the people and DAK by no means will succumb to such attacks. We have right to form Associations and no one can deprive us from this right," Dr Nisar-ul-Hassan told. Calling DAK as the umbrella association of all associations in Jammu and Kashmir, he said that supposedly if DAK was unregistered then why he allowed us to work during his own tenure. "If it was unregistered, he should have banned us right then. By raising these immaterial issues Sharma is trying to divert the attention of the people. We demand his immediate arrest as he is responsible for the deaths of our children and mothers," he said.

Reiterating the commitment of the government that to ensure holistic development of all the regions of the State with special focus on border and hilly areas, the Minister said the governments' pro-people policies and exemplary initiatives have filed the State on the track of peace and prosperity. He affirmed that this tempo would be carried onward with a mission to ensure all-round development of rural as well as border people. Referring to the development of block Manjakot, the Minister said that Rs.4crore is being expended for upgradation of basic facilities in the block during current year under MGNERAGA. He said under BADP Rs 1.02 crore would be spent on various developmental works in the area. He said construction work on water supply scheme Dehri-ralyote would be taken up soon to meet out the water scarcity problem in the area. He said due consideration would be given to upgrade the health care facility in the area. The Minister said that provide health insurance cover to BPL families 10 districts of the State is being brought under Rashtriya Swasthya Bima Yojina (RSBY) adding that Srinagar and Jammu districts was already covered under this Scheme. He said to strengthen the patient transportation facility the purchase of 200 ambulances is in process. He said several steps have been taken to reverse the trend of declining sex ratio and Health Department has dedicated year 2013 to "save the girl child". Highlighting the priorities under health sector, the Minister said that all such areas having difficult topography would be provided health center facilities. He said in this regard the government has already moved a proposal to the Centre for approval of funds. The Minister said that under the flagship programme of National Rural Health Mission, a whooping amount of Rs.333.65 crore have been provided for constructionand up-gradation of various health institutions against which over Rs.274 crore have been incurred for the purpose in the State. Interacting with several deputations during his tour to Manjakot Block, the Ministerreaffirmed that being the local representative equal development of all the areas of the district was my priority and no injustice would be done to any area of the district on the developmental front. He assured the people that all their genuine developmental needs would be carry out in a phased manner. He also impressed upon the officers to solve the peoples genuine. The Minister said that people fastened their hopes with public representatives and asked the Panchs and Sarpanchs to work sincerely for welfare and development of the people who gave them their self-assurances. He said that primary responsibility of the public representatives is to go to the people for determining and addressing their problems through Government agencies. While the past decade has seen the rule of these two fronts, the future seems uncertain as their base is eroded with disenchanted constituents looking elsewhere. The reason for this erosion is that the national parties have become weak; lack strong leadership and have failed to live up to the expectations of the electorate. The Congress faces severe organisational weaknesses, while the BJP, post-Atal Bihari Vajpayee, battles to fill a leadership vacuum. The simultaneous rise of regional and caste-based parties is yet another contributing factor. The emergence of strong regional satraps like the Samajwadi Party

Is this end of the road for Pervez Musharraf ?


he former President of Pakistan, General Pervez Musharraf, may have fled from court to evade arrest on Thursday, but he can't ignore the fact that he is fast approaching the end of the road. That he once led the Pakistani Army may now buy him some time, but Gen Musharraf should use that bonus from his friends in the military to craft a face-saving exit route for himself rather than waste it on resuscitating his political career. The former dictator returned to Pakistan last month after nearly four years in self-imposed exile, determined to participate in the general election scheduled for May 11 and take back power in his country. However, the small crowd that greeted him at Lahore airport, leading many to wonder if he had grossly miscalculated the amount of popular support he enjoyed, was only the first sign of things to come. In the weeks since then, Gen Musharraf has suffered a series of setbacks. First, all his nomination papers have been cancelled. He had applied to fight the election from four parliamentary seats Chitral, Karachi, Kasur and Islamabad - and his nomination was rejected right off the bat in the first three. In the case of the Islamabad seat, his papers were initially accepted but then rejected by an election tribunal. Second, on Wednesday, the Supreme Court ordered the Interior Ministry to put Gen Musharraf on the Exit Control List; thereby, preventing him from flying out of the country and shutting down the former President's most convenient escape route. In effect then, not only can Gen Musharraf now not contest the election for which he had risked the relative safety of self-imposed exile, he now finds himself facing the full force of a judiciary he had once antagonised. Against this backdrop, Thursday's court decision is only the latest blow to Gen Musharraf. The Islamabad High Court cancelled his bail and ordered his arrest, in relation to his fallout with the judiciary while he was still President. In 2007, Gen Musharraf, desperate to hold on to power, had proclaimed Emergency on November 3 and in its aftermath detained over 60 judges, including Chief Justice Iftikhar Muhammad Chaudhry. Critics say his decision was unconstitutional; the former President has been charged with treason. And there is more to Gen Musharraf's legal woes. Apart from the judges' detention case, he is facing trial for his alleged role in former Pakistani Prime Minister Benazir Bhutto's assassination in 2007. Earlier this week, the Lahore High Court in Rawalpindi extended his bail in that case to April 24; however, there is no telling how things will play out after that. Additionally, Gen Musharraf has also been charged with the 2006 murder of Baloch separatist leader Akbar Bugti, and that is yet another sword that hangs over his head. For now, the options before him are limited. Instead of trying to run away from the law in a manner that makes him look like he is above the law, Gen Musharraf should consider more sensible options and face trial. Perhaps, that will gain him some respect.

CONGRESS, BJP MUST SET THEIR HOUSE IN ORDER

leader Mulayam Singh Yadav, BSP chief Mayawati, AIADMK leader J Jayalalithaa, Trinamool Congress's Mamata Banerjee and the BJD's Naveen Patnaik is because they have been able to capture the imagination of the people. They have become increasingly assertive and have broadly held on to their support base. In States like Uttar Pradesh, Bihar, Andhra Pradesh, Tamil Nadu, Maharashtra, West Bengal and Madhya Pradesh, trends indicate that the regional satraps may constitute a significant section of the next Parliament and may become kingmakers or even the king. Most regional parties have had an experience of being part of the UPA or the NDA coalition and some like the DMK have been in both. But what is worrying is that if the UPA and the NDA shrink further, it would mean the rule of a Third Front. This may not be desirable, as past experience has shown they

were unstable. The regional satraps, unmindful of national concerns, bargained and blackmailed the Centre to extract what they wanted. Therefore, it is in both the Congress and the BJP's interest to get their act in place. The recent public spat between the BJP and the JD(U) on the issue of naming Gujarat Chief Minister Narendra Modi as NDA's prime ministerial candidate has fuelled speculations about the coalition's future. The NDA has come a long way from a centre-right 24partner front in 1998 to just about a dozen constituents today. And it is not the first time the NDA faces a threat. Before the 2004 Lok Sabha poll Trinamool Congress, DMK, BJD, National Conference and the Lok Janshakti Party quit the NDA on one pretext or the other. The Telugu Desam Party withdrew after the 2004 poll. Since then the NDA has been in the opposition. If the JD(U) and the BJP decide

to part ways, the latter would find it difficult to get allies, as the dominant regional parties which are eyeing minority votes may not support the NDA. How will then the NDA form the Government or find allies to reach the magic number? It was Congress chief Sonia Gandhi who stitched the UPA in 2004, from which the Left parties withdrew support on the issue of US-India nuclear deal. It is to Ms Gandhi's credit that the UPA returned to power in 2009. But the Congress-led dispensation has since lost credibility in the wake of various scams, inflation and slump in economic growth. One of the major things that should worry the Congress is the parting of ways with its major allies like the TMC and the DMK. The UPA today consists of eight allies. Outside support is provided by SP, BSP, and RJD. Allies like TMC, DMK, Jharkhand Vikas Morcha and MIM have left the UPA in the past

four years. Therefore, the Congress too is in search of new allies. Although it has a better chance of getting secular allies, the common thing for a large number of regional parties is that their political battle in the States is with the Congress or its partners. For them to support the Congress or to depend on it, means harming their own base. Besides, there is no commonality in the regional block. All of them cannot sit on the same table at the same time. There is still time for the Congress and the BJP to set things right before the big election. Interestingly, the Congress's loss does not seem to be the BJP's gain as it has failed to exploit the antiCongress wave so far. Placing the country's reins in the hands of regional satraps who are pulling in different directions, is not desirable. India needs a pan-national outlook, and only the national parties can provide this.

THE INDIAN LEFT AVOIDS SEEING CASTE AS A POLITICAL CATEGORY


By Mukul Kesavan The Communist Party of India (Marxist) still doesn't know what to do with the social fact of caste. Intellectually it would rather caste didn't exist so that India could be assimilated into Marx's generalizations without the strain of pretending that caste was a feudal leftover or class by another name. Politically, too, a casteless society would make the task of mobilizing the oppressed easier. Adapting Marx's principles for proletarian struggle to peasant societies is hard enough; adapting them to a society where plebeian solidarity is systematically fissured by jati and varna identities must be a nightmare. The failure of the traditional communist parties to make political headway in the Indian hinterland beyond their eastern and southern redoubts of Kerala and Bengal has something to do with their unwillingness to come to terms with caste as a political category and as lived reality. This reluctance has provoked curiosity and criticism. Today, with the Left Front out of power in Kerala and Bengal, and electorally in retreat nearly everywhere else, the social composition of the CPI(M)'s leadership is the object of scrutiny. It is a commonplace that in Bengal the CPI(M)'s leadership has been dominated by the bhadralok: not only does a Bhattacharjee succeed a Basu, even the party's renegade answers to Chatterjee. It is in this context that Sitaram Yechury, politburo member and the CPI(M)'s parliamentary group leader, was asked about the dominance of upper castes in the Left in a recent magazine interview (Outlook, April 22). In his reply, Yechury offered two sorts of explanation. The first was a 'we're getting there' defence: Yechury said that the party's state level committees and student unions, the organizational positions below the apex national leadership, were dominated by backward and Dalit communities. This trend, he suggested, would percolate upwards. It was Yechury's second line of argument that was startling. It took the form of an anecdote: Kanshi Ram, said Yechury, once asked him "why there wasn't a single Dalit minister in the West Bengal government. I was shocked, so I said let me find out. I discovered many Dalits and tribals. Kanti Biswas was the education minister for many years in West Bengal. I had no idea he was Dalit. We used to travel all across the country in the same coupe. I did not know he was Dalit till Kanshi Ram asked this. The point was these things were never part of our consciousness." Here Yechury claimed for himself and his comrades such ideological purity that caste literally didn't cross their minds. To be innocent of caste is, by this argument, a state of political grace. This is not a position confined to the Left; it is familiar to many Indians who consider themselves liberal modernists. An individual who moves from a state of active upper caste prejudice to an indifference to caste identity, progresses. Obliviousness represents the attempt of the savarna individual to become human and in this evolution from monstrousness to humanity, a willed blindness to caste is better than bigotry. But amnesia about caste can't be an operating principle in Indian politics because it is much easier for upper-caste individuals to forget caste hierarchies than it is for Dalits who have to deal with discrimination every day. But in the interview Yechury appears to see the political acknowledgment of caste as a kind of Fall: "Unfortunately, instead of raising the country's level to mine, where I, a Brahmin, did not even know I am in the same carriage as a Dalit, we had to stoop down to the Kanshi Ram level. We are doing it now." Reading this I tried to imagine a plausible way of 'raising the country's level' of consciousness to Yechury's state of innocence and failed because the privilege of forgetting caste is available only to comfortable Brahmins and their savarna ilk. In passing I wondered why a recognition of the political relevance of caste identity or an attempt to compensate for the historical absence of Dalits in the leadership of the CPI(M) amounted to stooping to Kanshi Ram's level. So what is Kanshi Ram's level and why does Yechury think it's so low? Kanshi Ram drew on Jyotirao Phule's and Bhimrao Ambedkar's ideas to imagine a political constituency made up of Dalits, backward castes and religious minorities which might constitute a social majority, a bahujan samaj. He founded the Bahujan Samaj Party in 1984 to consolidate the political potential of this imagined community. By 1995 the BSP had produced in Mayavati a Dalit chief minister for India's most populous state, Uttar Pradesh, and in less than 30 years, the party's electoral success had made a Dalit-led political establishment at the provincial and national level a possibility. Yechury is entitled to disagree with Kanshi Ram's politics but he ought to ask himself why the BSP succeeded in mobilizing the wretched of the north Indian earth where India's communist parties so conspicuously failed. He might also ask himself why Kanshi Ram's insistence that a political party should be concerned about the caste composition of its leadership, struck him as a low idea. In pointing to the under-representation of Dalits in Indian political organizations, Kanshi Ram was saying nothing that Phule and Ambedkar hadn't said before him. The CPI(M) doesn't have to genuflect towards Kanshi Ram - or Phule and Ambedkar - but given the BSP's massive fillip to subaltern politics in north India, it is rude and impolitic to condescend to his political legacy. Especially if the Left is grudgingly going to take his advice. As Yechury said in the interview, the Left was now prepared to stoop to conquer: "We're doing it now." The depressing thing about the interview is that Sitaram Yechury is the CPI(M)'s most plausible and least dogmatic spokesperson. The party he speaks for supports affirmative action and reservation for Dalits, tribal people and backward castes; the CPI(M)'s own figures show that scheduled caste and scheduled tribe members account for 25 per cent of its total membership. In spite of all this, Yechury lets himself be caught out comparing a Dalit leader's awareness of caste unfavourably with a Brahmin politician's casteblindness. Not only is the comparison politically toxic, it is a symptom of his party's unwillingness to accept that a politically progressive leadership isn't a substitute for a socially diverse and inclusive one. To have Dalits in cabinets and politburos as a matter of principle isn't tokenism as Yechury argues in the interview, it is an acknowledgment of fraternity, an assertion that in spite of visible inequality and difference we are connected by an imagined republican kinship. And fraternity (as Yechury must know) is a revolutionary ideal. Kanshi Ram was right to ask his question and Yechury was wrong to offer innocence as an alibi. If the CPI(M) plans to take Kanshi Ram's advice to heart, stooping will be unnecessary. Diversity is Indian society's defining characteristic and fraternity ought to be the republic's cardinal political virtue. When his party's leadership makes room for Dalits at the very top, Yechury won't have to bend at all: he will, if anything, be entitled to stand a little bit straighter.

INCORRIGIBLE CONGRESS
enior Congress leader Shakeel Ahmad's unwarranted remark soon after a terror attack near the Bharatiya Janata Party's office in Bangalore on Wednesday reflects the mindset of his party. Although senior leaders of the Congress rushed to downplay Mr Ahmad's statement that the blasts will benefit the BJP on the eve of the Assembly election in Karnataka, the fact is that the Congress has always explored ways to politicise terrorism. It may be recalled that senior party leaders like Mr Digvijaya Singh had gone to the extent of ridiculing the Batla House encounter in Delhi where a Delhi Police officer sacrificed his life battling terrorists holed up inside the building. A few Congress leaders even visited the homes of terror suspects in Azamgarh in Uttar Pradesh in the wake of the incident, and Mr Salman Khurshid claimed that Congress president Sonia Gandhi had tears in the eyes when she saw images of the militants gunned down during the Batla House encounter that took place in September 2008. Even before and after this, Congress leaders have left no opportunity to politicise terror attacks. Remember, one of the first reactions from Mr Singh to the 26/11 incident was that Mumbai Anti-Terrorism Squad chief Hemant Karkare, who lost his life in the carnage, had spoken with him hours ago. The senior Congress leader stated this in the backdrop of criticism that Karkare had received from the Sangh Parivar when the former was investigating a few 'Hindutva' leaders in connection with some terror strikes. Clearly, Mr Singh was deviously trying to put two and two together and politicising the incident. He had to eventually shut up and clarify that he never meant that 'Hindu elements' had planned or executed the carnage, after Karkare's widow slammed him by so correctly remarking that his immature statements only helped Pakistan's cause. The fact that the Congress high command has never acted against leaders who have repeatedly made obnoxious remarks, demonstrates that it is comfortable with playing politics over terror, and that its dismissal of such statements is only for public consumption. Nor has it shown the spine to stand up to its allies who have taken positions contrary to that of national interest in dealing with terror. A good recent example is the outpouring of sympathy for Parliament attack mastermind Afzal Guru, after he was hanged. Leaders of the National Conference, which governs Jammu & Kashmir in collaboration with the Congress, virtually attacked the Centre for hanging Guru. The Congress took it lying down. While casting aspersions on and imputing motives to political rivals is bad enough, what is worse is that Congress leaders who shoot their mouths off don't realise that their utterances result in focus being shifted from the crucial task of identifying and punishing the perpetrators of the crime. Once politics is dragged into acts of terror, investigating agencies come under enormous pressure and have to struggle to conduct a fair and impartial probe.The last thing that probe authorities need is political pressure or gentle nudges of the kind that come camouflaged in the remarks that Congress leaders have been making. The task before the agencies is to find and punish the attackers, regardless of the country, community or caste they belong to.

The politicization of the terror strike, which is an invariable result when the state government bears a political colour different from the one at the Centre, would perhaps have been

less gross had Karnataka not been awaiting its assembly elections. The bitter competition between the BJP, with its chips down, and the Congress, with its confidence boosted by the recent urban local body elections, has turned an act of violence into a political game. For the BJP, the blast could serve as a morale booster for its cadre, particularly after B.S. Yeddyurappa's Karnataka

Janata Party carried away a big chunk of the mother party's leaders and supporters. However, the Congress's nervousness at the BJP cashing in on the blast tells a bigger story. It has done little spadework to increase its acceptance among the electorate as an alternative political choice - unlike the Janata Dal (Secular), which launched a blitzkrieg by exposing the state BJP for its corruption. As the second

largest party in the state, the Congress depends entirely on anti-incumbency for its comeback besides hoping for the KJP to eat into the BJP's votebank. Riven by factionalism and misled by a confused central leadership, the Congress is edgy about the BJP scoring an advantage so close to the elections. Had it been more conscientious, it would have known that one blast does not make an election.

Talking to reporters during a private visit here, Jethamlani said, "The political party wanting to come to power should declare the name of its prime ministerial candidate in advance, for giving people enough time in selecting the party." He was replying after being asked for a comment on newspaper reports which said that former BJP chief Nitin Gadkari had assured JD(U) leader Nitish Kumar that Gujarat Chief Minister Narendra Modi would not be projected as prime ministerial candidate of NDA. Gadkari, however, has refuted the reports. The Rajya Sabha MP also said today that JD(U)'s possible departure from NDA will not make any impact, but "it will hurt Nitish". "People want change and there will be change in the government at the Centre after the polls," he said. PATNA, APRIL 19: Bihar figures at fifth position in the country in terms of receiving foreign remittances, with a total of over Rs 200 crore sent through post offices in the last fiscal. Tamil Nadu, Kerala and Uttar Pradesh are ahead of Bihar in terms of remittance sent by Indians to their home through Western Union money transfer with assistance from post offices, Anil Kumar, Director, Business Development, Bihar Postal Services told MEDIA. Like other States, remittances to Bihar also came mostly from the Gulf countries, he said. Within Bihar, a major share of the remittance was sent to post offices in Siwan, Bhojpur, Muzzafarpur, Gopalganj and Patna, the Director said. Due to large sums of money coming from abroad, these districts are popularly referred as "money order districts." Kumar said in Bihar, more than one lakh people sent remittance through the Western Union money transfer. Of 9,614 post offices in the State, 225 have money transfer facilities. Across the country there are 1.55 lakh post offices, of which 80,000 have the Western Union money transfer facility. The official said the department has started mobile money transfer (MMT) in rural areas of the State to make the transfer of money even easier. This service was launched in 118 post offices in rural areas of Bihar, he added. "The satellite imageries placed before the court with regard to environmental damage and destruction has shocked judicial conscience," the bench said while referring to illegal mining in the state. New Policy In Offing To Plug Defence Deal Loopholes


NEW DELHI: Stung by the recent VVIP chopper scam, the Defence Ministry will unveil a new procurement policy to plug loopholes that allow bribery and encourage indigenous acquisitions. As part of its efforts, the Ministry is planning to enforce strict provisions to discourage Indian private firms from offering imported products to the armed forces with a 'Made in India' tag and ask them to produce the equipment indigenously. The new Defence Procurement Procedure (DPP) will be unveiled very soon and the amendments to be made in the policy would be finalised by the Defence Acquisition Council (DAC) meeting to be held tomorrow, Ministry officials said here. The policy changes would be such that it will plug all the loopholes in the present processes to avoid any scope of bribes to be paid by the vendors, they said. Under the proposed rules for procurement under the 'Buy and Make India' provisions, the Defence Ministry is relaxing the norms for Indian players for production in joint ventures with foreign players. However, the provisions for indigenous content in these products are getting tougher as the government will not allow the vendors to import equipment from abroad and offer it to the armed forces with a 'Made in India' tag, sources said. Under the new plans, the Indian vendors would be allowed to form JVs with foreign companies under which they will have to have 50 per cent indigenous component in overall equipment inventory whereas earlier this percentage was to be maintained throughout the tender completion process. In its last meeting on April 2, DAC had decided on several issues including ending the Raksha Udyog Ratna (RUR) status for the indigenous private sector players giving a level-playing field to all the players involved in defence production. DAC is also going to take a final call on the proposal to finalise all the specifications in the tenders for procuring military equipment before it is approved by DAC, the sources said. The amendments in DPP are based on the Ravinder Gupta Committee report on boosting indigenisation which has given suggestions to give the first right of refusal to the indigenous industry for the weapon system requirement of the armed forces. DPP will also focus on bringing more changes in the ship- building sector in the country to increase the production capabilities of the Indian shipyards to construct ships at a faster rate.

"If the bauxite mining project, in any way, affects their right to worship their deity, known as Niyam Raja, in the hilltop of the Niyamgiri range of hills, that right has to be protected," the court said, creating fresh uncertainties for the multicrore project. Adding fresh trouble, the court allowed filing of fresh community as well as cultural and religious claims by tribals before the gram sabha within six weeks. "The gram sabha is also free to consider all the community, individual as well as cultural and religious claims, over and above the claims which have already been received from Rayagada and Kalahandi districts," a bench of Justices Aftab Alam, K S Radhakrishnan and Ranjan Gogoi said. The bench asked the gram sabha to decide the issues relating to religious and community rights and Niyam Raja within three months and submit it to the ministry of environment and forests. "The MoEF shall take a final decision on the grant of Stage-II clearance for the bauxite mining project in the light of the decisions of the gram sabha within two months thereafter," it said. To protect the purity of the decision making process in gram sabha, the court asked the Orissa High Court chief justice to nominate a district judge who would attend the meetings of the village body as an observer and certify that "proceedings of gram sabha took place independently and completely uninfluenced either by project proponents or central government or state government". "The alumina refinery oroject is well advised to take steps to correct and rectify the alleged violations by it on the terms of the environmental clearance granted by MoEF," the court said, adding these corrective steps would be taken into account by the ministry while taking a final decision. The stage-II environment clearance to the project would depend on the findings of the gram sabha, which was tasked by the court to determine in three months "whether the proposed mining area, 10 km away from the peak, would in any way affect the abode of Niyam Raja". By giving this ruling, the apex court made sure that tribal rights - both religious and cultural - cannot be overlooked by project proponents as well as governments, who think that their obligations are discharged by just providing compensatory alternative land to the forestdwelling community. The environment and related clearances to Vedanta's alumina project had been a bone of contention between the Congress-led UPA government and the Naveen Patnaik government in Odisha. While the environment ministry had done flip-flops over grant of stage-I clearances and subsequent rejection of stage-II clearance, the Odisha government had maintained that it had taken all environment and tribal aspects into consideration before seeking the central government's nod. Justice Radhakrishnan, who authored the judgment for the bench, took note of the fact that the gram sabha had received a large number of individual community claims from Rayagada and Kalahandi districts on allocation of alternative land and had settled most of them.

WASHINGTON: Finance Minister P Chidambaram today rejected suggestions that India is imposing restrictions on investments and said the country's economy is opening up in a gradual manner. "I think the right way to look at it is we are not restricting. We are opening up in a gradual manner. Where were we in 1991. What are we today, in 2013? In the space of 22 years we have opened practically 90 per cent ofIndia's economy," Finance Minister P. Chidambaram told the popular Charlie Rose Show in an interview. "There are still some areas which are closed or which are restricted. But they will open up. But the areas that are being opened up are so large, all this manufacturing. Steel, power, roads, airports, seaports, all this is open. Therefore, there's a huge opportunity for investors," he emphasized. Observing that India has liberalisation since 1991, Chidambaram said that the country could become a "giant economy" if it grows at eight per cent continuously the for seven-eight years. "See, our savings rate in the worst year was 30 per cent. In the best year, was 36 per cent of GDP. Pick any number between 30 and 36 for incremental capital output ratio, what economists call ICOR, is about 4. Our potential growth rate is about 8 per cent," Chidambaram said. "If we continue to grow at eight per cent for, say, seven years or eight years or ten years, like China did at 10 per cent for over ten years, it compounds, and we become a giant economy," the Finance Minister said. NEW DELHI: Foreign direct investment (FDI) inflows into the services sector declined by 3.5 per cent to $ 4.66 billion during the April-January period of last fiscal, according to the Department of Industrial Policy and Promotion(DIPP). The financial and nonfinancial services sector had attracted FDI worth $ 4.83 billion during the same period in the previous year. "The global economic situation is still not healthy. Investors are hesitant to invest their money in the sector," an official said. As far as overall FDI inflows are concerned, during the April-January period of 2012-13 financial year, it declined by 39 per cent to $ 19.10 billion. In 2011-12, foreign investment in the services rose to $ 5.21 billion from $ 3.29 billion in 2010-11. Service sector contributes over 60 per cent to India's GDP. The other sectors which have received FDI during April-January 2012-13 include hotel and tourism ($ 3.19 billion), metallurgy ($ 1.38 billion), construction ($ 1.2 billion) and drugs ($ 1 billion). India received maximum FDI from Mauritius ($ 8.17 billion), followed by Japan ($ 1.69 billion), Singapore ($ 1.82 billion), the Netherlands ($ 1.51 billion) and the UK ($ 1.04 billion). Expressing optimism, the official said liberalisation of the FDI policy in various sectors would help boost inflows in the coming months. It has allowed FDI in multi-brand retail sector besides hiking the cap to 100 per cent in the single brand retailing. Foreign investments are considered crucial for India, which needs around $ 1 trillion in the next five years to overhaul its infrastructure sector such as ports, airports and highways to boost growth. Decline in foreign investments could affect the country's balance of payments (BoP) situation and also impact the rupee.

PATNA: Bihar figures at fifth position in the country in terms of receiving foreign remittances, with a total of over Rs 200 crore sent through post offices in the last fiscal. Tamil Nadu, Kerala and Uttar Pradesh are ahead of Bihar in terms of remittance sent by Indians to their home through Western Unionmoney transfer with assistance from post offices, Anil Kumar, Director, Business Development, Bihar postal services told PTI. Like other states, remittances to Bihar also came mostly from gulf countries, he said. Within Bihar, major share of remittance was sent to post offices of Siwan, Bhojpur, Muzzafarpur, Gopalganj and Patna, the Director said. Due to large sums of money coming from abroad, these districts are popularly referred as "money order districts." Kumar said in Bihar, more than one lakh people sent remittance though western union money transfer. Out of 9,614 post offices in the state, 225 of them have the facility of money transfer. Across the country there are 1.55 lakh post offices out of which 1.20 lakh have money transfer facility. The official said the department has started mobile money transfer (MMT) in rural areas of the state for making transfer of money even more easier. This service was launched in 118 post offices in rural areas of Bihar, he added.

Goldman Sachs' five reasons for gradual pickup in India's GDP growth
NEW DELHI: India's GDP growth has slowed sharply in the past two years from 9.3 per cent in FY11 to 5 per cent in FY13, the weakest in the last 10 years. Goldman Sachs, however, expects a pickup in FY14 to 6.4 per cent, above consensus estimates. According to the global brokerage firm, the falling economic growth has raised market concerns about a prolonged economic slowdown. However, the key to an improvement in activity is a pickup in the investment cycle going forward. With market concerns about leverage on corporate balance sheets, high bank nonperforming loans (NPLs), and limited room to ease interest rates, consensus expectations are for a sluggish growth outlook continuing in FY14, Goldman said in a note. Goldman Sachs identifies five reasons for a gradual pickup in growth from the second half of calendar 2013: Upcoming general elections and expected fiscal stimulus: India's general elections are scheduled in the first half of the year 2014 (1H2014) and possibly even earlier, i.e., in late 2013. Prior to the general elections, there are state-level polls in six states over the next eight months. It is generally seen that prior to elections, the government spending increases as a percentage of GDP. This has also been associated with a higher fiscal deficit, thus imparting a positive stimulus to the economy. With large increases in spending funded by optimistic projections on privatization and telecom receipts, Goldman thinks that the fiscal deficit may come above the budget. Indeed, there are strong incentives for the government to spend, especially given the current state of the economy. Lower interest rates to stimulate economic activity: Even though the Reserve Bank of India (RBI) has gradually been reducing rates, there is considerable skepticism in the market about its impact on investment demand.

New SEZ norms to help real estate and IT sector, say experts
MUMBAI: The government's move to do away with the mandatory requirement of 10 hectares of minimum land area for setting up an information technology/ITenabled services special economic zone is likely to prove a major boon for the real estate and IT sector. On Thursday, the government announced the minimum built-up area requirements to be met by SEZ developers will be 100,000 square meters for the seven major cities, 50,000 square meters for Category B cities and only 25,000 square meters for the remaining cities. "Some IT SEZ developers who have already met the 100,000 square meter built-up area criteria will now convert the balance land for residential use, giving the mixed-use edge while also making the formation of many more walk-to-work residential projects possible," says Ramesh Nair, Managing Director - West, Jones Lang LaSalle India. Real estate developers will now be able to divide up their land holdings and allocate smaller parts to IT companies to construct their own IT SEZs. With new announcements, it will now become easier to exit from SEZs given that transfer of ownership of SEZ units - including sale - has now been allowed. Moreover, Real EstatePrivate Equity Funds with foreign capital will now be able to do smaller deals, and this is bound to bring in more FDI into the sector, Nair says. According to experts, with these amendments many more IT companies will be able to launch their own SEZs as against only large IT companies managing to do so due to capital required to buy minimum 25 acres. National Association of Software and Service Companies (NASSCOM) also welcomed the annual supplement to the Foreign Trade Policy aimed at enhancing exports and easing export procedures. Large mandatory land requirements made it difficult for small companies to take advantage of the SEZ policy. Waiving away land requirement and reducing minimum built up area will now make it feasible for IT SEZs to come up in Tier II/Tier III locations. These changes are likely to make the SEZ policy more inclusive by attracting SMEs to consider their options,NASSCOM said in a release.

Forex reserves jump $1.4 bn to $295 bn


MUMBAI: India's forex reserves jumped for the second consecutive week, rising USD 1.40 billion to stand at USD 295.25 billion for the week ended April 12, due to an increase in core currency assets. The reserves had gained USD 1.19 billion to USD 293.84 billion in the previous week. Foreign currency assets (FCAs), a major component of the reserves, were up USD 1.386 billion to USD 262.90 billion for the week ended April 12, Reserve Bank's weekly statistical supplement said today. FCAs, expressed in dollar terms, include the effect of appreciation or depreciation of the non-US currencies such as the euro, pound and yen, held in the reserves. Gold reserves remained unchanged at USD 25.69 billion during the week, the apex bank said. For the week under review, the special drawing rights (SDRs) were up by USD 11.5 million to USD 4.345 billion, while India's reserve position with the IMF rose USD 6.1 million to USD 2.310 billion, the RBI data showed.

Mike Denness passes away after lengthy battle with cancer


LONDON: Former England captain and ICC match referee Mike Denness passed away on Friday after a lengthy battle with cancer. He was 72. Denness played 28 Test matches and 12 One-Day Internationals (ODIs) for England in a career spanning over 22 years. He was captain in 19 of his 28 Test matches and once held the record of highest invidividual score by an England skipper in Australia, scoring 188 at the Melbourne Cricket Ground.
