I recommend that we come up with a shorter (through choice of folks who can answer a wider range of
questions), well-balanced (to cover our Narrative Outline 1 as thoroughly as possible) highly prioritized (people
in authority or possessing authoritative knowledge) list to submit first, to get us started. My recommendations
follow. Note: I am arranging them by the Narrative Outline roman numerals, but these particular ones were
selected because they could speak to many of the other points as well.

Creation and Evolution of Civil Aviation System (the history lesson)

a. Paul Busick

b. Bruce Butterworth

c. Anthony Fainberg

d. Irish Flynn

e. James Hall

f. Brian Jenkins

g. Lee Longmire

h. Patrick McDonnell

g. One or more airport representatives

III. System Elements

a. DOT IG Briefing

b. FAA Briefing

c. GAO Briefing

IV. Aviation and Terrorism 1995-2001

a. Claudio Manno

b. Lynne Osmus

This is just 16 named individuals for interviews (plus airport folks) and three sets of briefings. I think the same
process of discipline we are applying to length of our Narrative should apply to our highest priority initial
interview requests so I would urge we set a goal of no more than 20 for this "tranche."
