11th Ward Veterans Memorial Rededication
Ceremony
Jonathan Carroll, a student at Averill Park High School, who
organized and coordinated a plan to upgrade the 11 th Ward
Veterans Memorial, has announced the date for the rededication of the memorial site. The event will be held at 4 pm on
Thursday, November 11, 2010, Veterans Day. The memorial
stone, which contains the names of 286 neighbors who
served in World War II, is located on the eastside of Third
Street between Adams and Jefferson one block south of
Troys Washington Park. The event will include the Posting
and Retiring of the Colors by the RPI ROTC Joint Service
Color Guard, a welcome by Jonathan, remarks by several
guest speakers and a placing of a wreath. The public is invited. The 11th Ward Memorial Committee is contacting
family members of those veterans whose names are inscribed
on the memorial to inform them of the ceremony. Members
of the committee assisting Jonathan are Mary and Brian Barnes, Judy Brearton, Robert Caprara, Dan Carroll, Kellie and
Sam Chiappone, Michael Esposito, Barbara McMahon, and
Blanche and Jim Rivers. Please help us spread the word. In
the meantime anyone interested in additional information

Little Italy of Troy DVD
Bank Loan
An Italian walked into a bank in
New York City and asked for the
loan officer. He told the loan officer that he was going to Italy
on business for two weeks and
needed to borrow $5,000 and that
he was not a depositor of the bank.
The bank officer told him that the
bank would need some form of security for the loan, so the Italian
handed over the keys to a new Ferrari. The car was parked on the
street in front of the bank. The Italian produced the title and everything checked out. The loan officer
agreed to hold the car as collateral
for the loan and apologized for having to charge 12% interest.
Later, the bank's president and its
officers all enjoyed a good laugh at
the Italian for using a $250,000 Ferrari as collateral for a $5,000 loan.
An employee of the bank then drove
the Ferrari into the bank's underground garage and parked it. Two
weeks later, the Italian returned,
repaid the $5,000 and the interest of
$23.07. The loan officer said, 'Sir,
we are very happy to have had your
business, and this transaction has
worked out very nicely, but we are a
little puzzled. While you were
away, we checked you out and
found that you are a multimillionaire. What puzzles us is, why would
you bother to borrow $5,000?'
The Italian replied: 'Minga! Where
else in New York City can I park
my car for two weeks for only
$23.07 and expect it to be there
when I return?'

A three part DVD on the history of


the South Central/Little Italy
neighborhood will be available for
sale in early December by Troy
Little Italy. Part One of the 30
minute DVD is a brief documentary of the neighborhood reunion
held in the old public market following the June 2004 Flag Day
parade, created in a video workshop at RPI by Tamara Gordon.
Part Two is a selection of 30 photos Michael Esposito chose from
his book Troys Little Italy which
he uses during book promotional
tours. Part Three is the neighborhood history project developed by
Dan Lennon and narrated by
Rocco DeFazio, Michael Esposito,
Lisa Graham, and Frank LaPosta
Visco for last years Troy Quadricentennial celebration which
features more than 100 vintage
photos. Proceeds from the sale of
the DVD will be used to support
programs and events sponsored by
the neighborhood group, Troy
Little Italy. Anyone who chooses
to reserve a copy of the DVD

South Central Troy Neighborhood Watch Update


Our last meeting was held on October 20th at the USTA Headquarters. Tina Dimitriadis from the City of Troy and
David Barnett from GAR Associates gave a presentation on the reassessment process. Here are some of the main
points they covered in their presentation:
There are over 14,400 parcels in the City of Troy
There will be 18 months of data collection that will be complete in mid 2012. Property owners should have
already filled out an inventory survey.
GAR Associates will be starting physical data collection in Lansingburgh and moving South to South Troy. If
you want to be there when the data collection on your property takes place, please call (866) 910-1776 and
they will schedule an appointment to collect data on your property. Please call now if you would like to
make such an appointment.
The valuation process will take place mid 2012 - end of 2012 and preliminary values will be established based
on recent sales of comparable properties.
The informal review process will start in February of 2013. At this time, property owners will have a chance
to challenge their assessment if they believe there is an inequity.
In April of 2013, the outcomes of the informal review will be shared with property owners that challenged
their preliminary value.
On May 1, 2013, the tentative assessment roll legally must be filed.
On the 4th Tuesday of May, property owners will have the official opportunity to grieve their tax assessment.
Both Ms. Dimitriadis and Mr. Barnett answered all questions from the community and they stressed that the
intention of this process is to make the tax situation in the City of Troy equitable. Typically in this type of
process, 1/3 of the assessments go up, 1/3 go down and 1/3 stay the same. Please feel free to contact Ms.

Fall Clean up and Planting Photos


Thank you Neighbors!
Our first fall neighborhood clean-up was a great success. Thanks to all of the volunteers who picked up garbage,
reported problem areas and most importantly, planted all of the new greenery around the market. Thanks to Colleen Goldston and Dave Dean for the special attention to garbage problems in our area. Marion Field (through the
help of a City Council grant) was able to purchased some colorful mums, tulips and mulch. A special thank you to
Claire Davis who coordinated the planting and also donated several Rose of Sharon bushes for the project, Christopher Robinson for helping Claire dig them up, RPI Circle K students, drop in center parents and attendees, Joe
Popson, Don Windlespect, Jane & Jim Otto, Colleen Golston and all our neighbors who showed up to work. If
you havent seen it yet, be sure to drive by and check it out! Jane Otto did a great job distributing flyers too!
