Minutes of the extraordinary meeting of Old Hutton and Holmescales Parish Council on the 1st October 2015

The purpose of this extraordinary meeting was to discuss urgent planning applications.

151001-3 Declaration of interests


Ruth Rigg declared an interest in respect of items 4 and 6
151001-4 Solar Farm Planning application
The Parish Council decided to oppose the planning application by New Energy for the World to construct a solar farm
on land next to Popplemire Lane (application number SL/2015/0694). The vote was three against and one in favour of
the application with one abstention. The vote was to reflect the general opinion of the parish as shown by an informal
referendum in which 27 parishioners were in favour and 33 were against the application. In its comments to the SLDC
Planning Committee, the Council asked that if the application is approved two conditions should be placed on it:
1. The small building should be stone faced like other buildings in the parish unless this
would make it permanent and not removable after 25 years.
2. The associated community fund should be for 25 years even if the development company goes bankrupt or
sells the solar farm to a different owner.
151001-5 Community Fund
It was noted that the solar farm development company was not now offering to provide a broadband link for part of the
parish as it would take the power line to near the Hutton sub-station rather than to Oxenholme. All the community fund
of 5000/year for 25 years would go to the parish.
151001-6 Isolated barn conversion
It was decided that no opinion could be given before a formal planning application is made for an access road from
Popplemire Lane to the isolated barn east of Blaystone Bridge in the event of the owner wanting to convert it to a
house under the 2014 regulations.
151001-7 Planning application at Bridge End
The Parish Council had no objection to SL/2015/0675, the demolition of the rear extension at Bridge House and
erection of a replacement extension (re-using stone and slate) and the digging out of a section of earth bank to form a
patio area.
151001-8 Date of the next meeting
The next meeting of the Parish Council will be at a date in November to be determined nearer the time.
