Minutes of the meeting of New Hutton Parish Council on Wednesday 29th April 2015

150429-3 A scheme to provide superfast fibre broadband everywhere in the parish
Paul Parsons said that the current BT/Openreach broadband structure has a fibre cabinet at Oxenholme but, because
speeds decrease through copper cable from superfast to less than 1Mb/sec within about 1Km, speeds in New Hutton
are usually less than 2Mb/sec. B4RN (Broadband for the Rural North) is the highly successful not-for-profit community
company in north Lancashire which is laying cable in 18 parishes to provide speeds 30 times faster than BTs. It is
currently laying cable at Holme as it extends northwards. He suggested that it might be possible to work with B4RN if
there is sufficient interest from householders and businesses. Experience in Lancashire has shown that it can take up
to only18 months to set up the project and lay the cables.
The cost of the broadband and telephone link to homes would be 37/month for a download and upload speed of
1000Mb/sec for an unlimited amount of data. A local wireless providers speed for download only is 10Mb/sec and,
with the BT line rental, the total cost is 41/month. National research has shown that access to superfast broadband
raises the value of homes substantially. B4RN can be much cheaper because it uses voluntary local labour and lays
fibre deeper than plough depth across fields, the wayleaves having been negotiated with land owners. The cost of the
infrastructure would be met by local individuals and companies who can claim 30% tax relief as EIS (Enterprise
Investment Scheme) and would gain 5% interest after three years when money became available. Residents do not
have to invest additional money for the laying of the cables in order to be linked to the service.
Paul has already spoken at a meeting of Old Hutton and Holmescales Parish Council and hopes to speak soon to
meetings at Preston Patrick and Preston Richard. It was agreed that residents of the parish should be asked whether
they would be interested in using B4RN broadband and whether they would wish to become investors in the project.

150429-5 Chairmans announcements
a) Litter Many thanks to all those who picked up litter along our lanes in mid March. We think that all the roads
were cleared except the A684. A wonderful effort and more lanes were cleared than last year.
b) The Chairman thanked Tony Ellis for 25 years of service on the Parish Council, and thanked the clerk and
website manager for their work. He was himself thanked for 10 years of service, latterly serving as chairman.
Both were given retirement presents.

150429-8 Planning applications


a) Applications submitted requiring council comments:
SL/2015/0317 new sheep and cattle building with yard on land near Fisher Tarn for Mr Ladds. The Parish
Council had no objections in principle to this application but had very serious concerns about some of the
details of it.
b) Progress of the following applications was noted:
SL/2013/0159 conversion of a garage to an affordable dwelling at Birks permission granted subject to the
receipt of a section 106 agreement about affordability no progress yet
SL/2015/0082 permission to demolish a farm building at Crake Hall to allow safe access for United Utilities.
The Parish Council had no objection. SLDC had no objection on 04-03-2012
SL/2015/0218 formation of permanent farm access on Fairthorns Lane 90m up the hill from the entrance to
Hall Bank. The Parish Council agreed to raise no objection but asked for a warning notice to be placed at the
top of Roan Edge while work is in progress. Permission granted on 20-04-2015.
150429-9 Payment of accounts
Payment of the following was authorised:
50.00 to Mathew Ellwood (MBE Accountants) for the 2014/15 internal audit
150429-10 Financial report
a) 264.12 was received for the redemption of war stocks

b) Income exceeded expenditure during 2014/15 by 439.94 leaving a Community Account balance of 1490.10
and a Business saver Account balance of 509.92
c) The accounts and internal audit for 2014/15 were approved
d) The annual governance statement and external audit document for 2014/15 were approved

150429-12 The road problems database
Problems along several roads were indentified and will be reported to CCC.
150429-13 Cumbria Draft Minerals and Waste Local Plan
Concerns were expressed about the proposed possible expansion of Roan Edge Quarry by 2029. They included:
The need for more frequent monitoring of water draining from the site, especially in dry weather when the
tributary flowing to Hutton Park can be silted up and discoloured.
The need for a full environmental analysis to prevent waste water reaching Killington Reservoir as the
expansion will allow quarrying for the first time on the eastern side of the watershed. Frequent monitoring on
that side will be needed too.
The requirement to divert the bridleway along the crest of Roan Edge.
The fact that the parish has never benefitted from the visual damage caused to the landscape by quarrying.
The visual impact on the skyline is more permanent and damaging than that caused by wind farms which
have to have community funds in partial recompense.

The Annual Open Meeting, the AGM and an ordinary Parish Council meeting will be held at 7.30pm on Wednesday
